This article revisits the topic of Estonian nationalism during the second half of the nineteenth century and up to the eve of independence in the early twentieth century. It briefly surveys the treatment of the Estonian case in recent larger works on nationalism and then offers an assessment of various issues relating to Estonian nationalism in its early phase, including the suitability of a strictly modernist approach, nation formation and the question of the spread of national consciousness on a mass basis, and the role of cultural versus political aspects. The article also notes the deepening of research on nationalism in post-communist Estonia, especially studies of social mobilisation, ties with neighbouring Finland and Latvia, and the role of Russification. It concludes with a reassessment of the salient elements of Estonian national identity in this period.  相似文献

ABSTRACT. The article examines the effects of job competition on ethnic relations within a multinational state. It argues that demographic increase leads to competition for blue‐collar jobs while an increase in the number of graduates from higher education leads to competition over elite jobs. In the first case, people risk unemployment, in the second, blocked career opportunities. Mass‐level unemployment may lead to anger‐driven mass riots, while an intelligentsia will formulate more rational strategies to eliminate threatening competitors from the labour market. One such strategy is to insist that the state ought to be a national state, in which the national elites will be in control. While questions of identity no doubt also may have an enormously mobilising power in times of national resurgence, identity issues are normally intimately intertwined with interest politics. These mechanisms are traced in the history of ethnic mobilisation in the Soviet Union and the post‐Soviet states during and after perestroika.  相似文献

‘Raging Rumors’ examines how the Soviet invasion and annexation unfolded in Latvia and Estonia. The reportage of American diplomats documents Nazi and Soviet aggression and the loss of neutrality for Latvia and Estonia. American diplomats at post recorded what they witnessed, but also what they were told by their contacts, thus providing readers with Latvian and Estonian governmental perspectives and world views. As spectators with a front-row seat watching how the Second World War began, the American diplomats reported back to Washington. This article sheds light on what transpired in Latvia and Estonia, how Latvians and Estonians perceived of their situation, and how the US government engaged and failed to engage in the Baltic.  相似文献

This article uses historical research and ethnographic fieldwork to ask how policymakers interpret historical, political, and economic factors to construct inter‐ethnic communities that would bring security and economic growth to an enlarged European Union (EU). Focusing on post‐Soviet Estonia's ethnic integration policy, the article argues that ‘flexibility’ applies not only to post‐Fordist, individualized subjects, but also to relations between subjects of different nationalities that policymakers want to form organically in service sector employment. The article explains how this policy construction emerged in light of Estonia's historical trajectory from 1991 to 2001 and demonstrates how it conceptually resolved the fundamental tension between the territorialized nation‐state and deterritorialized global capitalism. A visual media campaign entitled ‘Many Nice People: Integrating Estonia’ captured the essence of this construction, which obscured how the Estonian nation‐state marginalized minorities while integrating into the EU.  相似文献

This article argues that Estonian song festivals were a powerful ritual of political mobilisation. Throughout their history, however, they had to be accommodated to narratives of ruling regimes. Taking Patrick Hutton's concept of such events as a ‘moment of memory’ with which images of the past are being reconstructed in a selective way, song festivals are on each occasion made to suit present needs. During the history of Estonian nationhood, these needs have been guided first and foremost by forms of political authority: during years of independence, the festivals were to serve different purposes than under imperial or Soviet Russian rule. Thus, the concept of ‘singing oneself into a nation’, popular in Estonian history textbooks, is only partly true. Although the performance of the festival changes only slightly through the years, its political significance changes enormously.  相似文献

This article explores the relations between infrastructures, labour, and internal colonialism in Lerma, Mexico. Drawing on archival and ethnographic research of two hydraulic projects there, the article argues that infrastructures are productive of the racial, environmental, and political relations that constitute internal colonialism both historically and contemporarily. I show how these infrastructural projects imagined and produced colonial relations between the environment, racialised workers, and the nation-state, and how these colonial logics endure today through infrastructures and the forms of racialised labour that maintain them. In doing so, this article contributes to literature that interrogates the relations between infrastructure and coloniality by focusing on how infrastructural labour makes internal colonialism enduring. The article concludes by reflecting on how the labour practices that make internal colonialism enduring also point to ways of producing infrastructures otherwise.  相似文献

Amidst an arguably exhaustive range of studies regarding ethno–politics in post–communist Estonia, this article sets out a new framework derived from Ian Lustick’s model of ethnic control. We argue that one of the key reasons for ethnic peace and stability in Estonia over the past ten years has been a considerable degree of control instituted by the Estonian political community over its sizeable Russian–speaking minority. We analyse this control using Lustick’s three main indicators of segmentation, dependence and co–optation. In addition, we differentiate within each of these categories between structural, institutional and programmatic levels of control measures. Our aim is to place Estonia into a better comparative perspective by bringing to light its particular configuration of control mechanisms. The article concludes with an assessment of what this configuration might mean for future ethno–political developments.  相似文献

The formerly socialist East European countries have undergone extensive political and territorial changes since the collapse of the Soviet Union in 1989. This transformation has largely been associated with two simultaneous developments in the post–socialist states: nationalisation and European integration. The concept of post–socialist borderland underlines the scope and effect of post–socialist identity politics in the countries applying for EU membership, and also points at the dramatically changing political map of Europe.
In discussions about the ongoing European integration, stability is expected to emerge through inclusive arrangements. It has generally been thought that political accommodation is not at issue at the future internal or external borders of the EU. However, the European enlargement project faces severe problems as nationalization and European integration represent contradictory tendencies in post–socialist democratisation and European stabilisation.
This article discusses the role that borderlands play in balancing between national and European goals. The evolving European integration is examined from the vantage point of the states applying for membership. Particular attention is paid to the contextual basis of political argumentation, the structural politics of the European Union, and the nationally sensitive elements of the nation–state. The example of the Estonian/Russian borderlands represents a 'post–socialist' condition, within which old loyalties of the past meet contemporary socio–economic and political realities, threats and future expectations. These issues seem to influence considerably the formation of 'common European goals' in the enlarged European Union.  相似文献

Abstract

A long-term perspective is important in studies of ethnic groups and their opportunities for survival. This case study deals with the Swedish population in Nuckö (Noarootsi), Estonia, during the interwar period. Even though the Swedish population declined as a whole, some villages succeeded in maintaining their Swedish affiliation. Settlement patterns and varying opportunities to own land are important factors behind these differences. The Estonian–Swedish cultural awakening in the interwar period made it easier for people to show their Swedish ethnic identity more openly. Inhabitants in villages that already at the end of the nineteenth century had a large proportion of Estonians in their population, reacted more positively to the state's request that people change their surname as part of the assimilation policy of the 1930s. Even though people in some villages chose to register a change in ethnic status, a change of surname, and even changed their use of language, they may nonetheless have remained committed to their former Swedish ethnicity on a private level. It is crucial to combine different kinds of data, such as church records, censuses and interviews, in order to illustrate the complexities of ethnic identity from a variety of different angles.  相似文献

Abstract. Given the pressure exerted by Russia and the international alter focused on Estonia as a result, why did Estonia opt to deny citizenship to the maji of its Russian-speaking population and to disenfranchise them at a time v decisions about the basic structure of the state were being made? Com explanations for radical policy towards other ethnic groups focus on histo animosity or changes in demographics. However, I argue that these explanations insufficient to explain the changes in Estonian policy over time. Instead I focus 01 political process, dividing the Estonian drive for independence into three stags discuss the increasing relaxation of the political constraints on outbidding to rai nationalists. The conclusion examines the impact of Estonia's policies on et relations and discusses the implications for domestic and international policy.  相似文献

This article addresses the question, under what conditions does the need for urgent solutions to societal problems lead to transferring a policy designed for another political system? The argument developed in the article is based on the theoretical frameworks of learning and historical institutionalism. I have posited that the urgent need for quick solutions to existing policy problems is a catalyst for policy transfer only if there is not enough prior successful experience with self‐designed policy reforms. The theoretical argument is tested using the case of pension reform in Estonia and Latvia, which proves to be difficult to explain with the arguments in the existing policy transfer literature.  相似文献

This paper, based on interviews, highlights intangible assets in the intergenerational transfer of farms in two Estonian municipalities from a long-term and gender perspective. The study stretches from the interwar period in the twentieth century up to the present. It has been shown that emotional bonds to the land are generally strong in Estonia. This paper aims to highlight how such bonds and feelings may influence decisions on generational succession. The results of the study indicate that family farming and land transfer have had a significant and persistent role in Estonian society, even during the Soviet period under its collectivised system of agriculture. Transfers of intangible assets were important during Soviet rule, for example, the transfer of knowledge about the pre-Soviet property and the value and importance of the farmhouse. Today, family farming is gradually declining in importance, but older traditions of farm and farmhouse transfer can still be found, such as early decisions on who is to be the successor. This is evident among active farmers but also among former farmers with strong emotional bonds to the land. Traditional gender roles tend towards men’s knowledge still generally being more highly valued in the decision about who is to be the successor to the family land.  相似文献

Based upon evidence from archives in Russia, Georgia, Latvia and Estonia, this article examines the ways in which the USSR’s Communist Youth League (Komsomol) worked to advance the Soviet cause among world youth during the Cold War. These ranged from cultural propaganda through to attempts at political subversion, and played a role not just in fortifying the regime’s international standing but also serving important domestic purposes at the same time.  相似文献

Analysis of spatial patterns of attained educational levels is helpful in understanding the cultural geography of an area, perhaps especially in the Soviet Union, with its many ethnic groups and stated aim of providing equality of education regardless of ethnicity or sex. The proportion of the population that had completed a higher education was mapped at oblast level from 1970 census data. High rates are found in certain urban areas, Estonia and Latvia, Georgia, and certain sparsely populated areas of the Far North, Siberia, and the Far East. There are regional patterns of disparity between male and female rates of completed higher education and between rural and urban rates, despite Soviet attempts to reduce these inequalities. The distribution of Soviet higher educational institutions conforms generally to the distribution of population, although access to higher education opportunities appears to be geographically limited in some regions. Abstract

Drawing on interviews with women who identify as feminists in Estonia, this article explores how the stories we tell about feminism and its past influence the kind of theoretical and political work we are able to do. Zooming in on the story of the emergence of feminisms in postsocialist Estonia which has not been thoroughly researched yet, this article calls upon feminists in Estonia to reflect critically on how they conceptualize feminisms, while at the same time building a framework to think about local feminism within transnational feminist context. Starting from stories of how women became feminists in Estonia since the fall of the Soviet Union in the 1990s, I reflect on the gaps, chance encounters and tensions that my fieldwork revealed to narrate feminism differently, to bring forth new aspects of feminism in this context. In particular, I focus on two moments: the common imaginary of ‘real’ feminism as Western mass movement and the tensions between the local context and ‘Western feminism’. I complicate the narrative in the article through including interludes in between the main text to highlight how the incidents that happened outside and around the interviews shape my story of feminism in Estonia.  相似文献

Abstract. The nationalisms faced by Gorbachev after 1985 were an outcome of Soviet policies, and most of them were not secessionist. Why, then, couldn't the Soviet state accommodate them? This article puts Soviet attempts to manage ethnic diversity into a comparative perspective, and looks at some of the ways in which the ideology and political structures of the USSR contributed to its failure to overcome its ethnic problems. Like other authoritarian states, the Soviet state was not based on consensus, and some of its policies exacerbated rather than diminished differences between ethnic groups. Moreover, the absence of intellectual and political pluralism, and the inflexibility of Soviet political structures made it difficult for the Soviet leadership to reconcile differences between the centre and the union republics and between ethnic groups, and this rigidity contributed to the disintegration of the USSR.  相似文献

The Soviet politicization of international youth during the inter-war and wartime years was identified by British policy-makers as a most serious threat to British imperial power. Asserting the significance of and interplay between colonial youth and imperial ideology in the politics of the cultural Cold War, this article thus examines how the British conceptualized and sought to compete in the Cold War ‘youth race’ between 1945 and 1949. While funding was the most obvious disadvantage, this article argues that Britain’s fatal weakness was its inability to escape the consequences of colonialism, including the tendency to rely on repressive legislation.  相似文献

This study examines the Swedish and Estonian publics' views on Eastern Europe's environmental problems and on providing and receiving environmental aid. It utilizes a series of research techniques: a random telephone survey in Sweden, person-to-person interviews in Estonia, a content analysis of Sweden's largest newspaper, and interviews with policymakers in both countries. Both the Swedish and Estonian publics are more concerned about local, rather than transboundary, environmental problems. The majority of respondents in the Swedish sample supported giving environmental aid for altruistic reasons, whereas the majority of the Estonian respondents saw the environmental aid as essential to fund environmental improvements in their own county. 7 tables, 33 references.  相似文献
