Whereas the rare existing comparative studies of Chinese and Indian diaspora policies have focused on recent periods following economic restructuring in both countries, this article, using a historical perspective, looks at diaspora policies in both countries from the angle of conceptions of the nation. Comparing three specific periods – the early twentieth century, the period between the 1950s and the 1970s, and the period since the 1970s – the article argues that there was a similarity between China and India in terms of how conceptions of the nation expanded and contracted together with both domestic and international changes during these periods, in spite of differences in nationality laws. As such, it demonstrates that countries with nationality laws based on jus sanguinis are not necessarily always more inclusive towards diaspora populations than those with nationality laws based on jus soli. In both cases, there is a tension at work between a state-led paradigm that is territorial in nature and ethnic and cultural notions of nationhood.  相似文献

Abstract. This article has three fundamental objectives. The first is to explore ways in which ideas about culture are relevant to nationalism. The second is to identify common ‘cultural bases’ which are called on to support secessionist and irredentist movements. The third, and perhaps most challenging objective, is to explore the character of these ‘cultural bases’ as well as the sources of their empowerment. To fulfil these goals the article is divided into five main sections. The first section introduces the argument that while the cultural bases of secessionist and irredentist movements are extremely influential motivators and legitimators of human actions, they are not, in themselves, ‘natural’ or immutable. This position is elucidated in the second section, where it is argued that the particular intellectual culture of eighteenth-century Western Europe gave rise to the concept of nation which, in turn, incorporated specific cultures into its definition of the fundamental units of humanity. This discussion is used as a basis for advancing the argument that the powerful capacity for ideas about culture to stimulate and reinforce secessionist and irredentist movements stems from two main sources, one of which is essential to human beings (i.e. the process of group formation) and one of which is constructed as essential (i.e. the concept of nation). In the fourth section the effectiveness of this combination is briefly illustrated by exploring shifts in the cultural bases which have been used over time to legitimise nationalist movements in Friesland, Quebec and Scotland. The concluding section uses the understanding of how ‘cultural bases’ are constituted and deployed to evaluate their impact and their ‘desirability’. It also suggests ways in which an awareness of the factors and processes associated with the construction and empowerment of culture can open the door to deploying them differently to achieve alternative ends.  相似文献

Why at this particular historical moment has there emerged a rousing interest in the potential contribution of diasporas to the development of migrant sending states and why is this diaspora turn so pervasive throughout the global South? The central premise of this paper is that the rapid ascent of diaspora‐centred development cannot be understood apart from historical developments in the West's approach to governing international spaces. Once predicated upon sovereign power, rule over distant others is increasingly coming to depend upon biopolitical projects which conspire to discipline and normalize the conduct of others at a distance so as to create self‐reliant and resilient market actors. We argue that an age of diaspora‐centred development has emerged as a consequence of this shift and is partly constitutive of it. We develop our argument with reference to Giorgio Agamben's “Homo Sacer” project and in particular the theological genealogy of Western political constructs he presents in his book The Kingdom and the Glory (2011). We provide for illustration profiles of three projects which have played a significant role in birthing and conditioning the current diaspora option: the World Bank's Knowledge for Development Programme (K4D); the US‐based International Diaspora Engagement Alliance (IdEA); and the EU/UN Joint Migration and Development Initiative Migration4Development project (JMDI‐M4D). Drawing upon economic theology, we make a case for construing these projects as elements of the West's emerging Oikonomia after the age of empire.  相似文献

Abstract. The notion of ‘civilisational mission’ (risala hadariyya) is a core concept of nationalism, particularly of Arab and Syrian nationalism. Its importance lies in the ability to bring three aspects of nationalist thought into one pattern of meaning: the projected modernisation of the nation, the nation's quest for recognition and equal participation in the international arena, and the claim to political leadership of the rising educated middle class. In the Syrian diaspora during the interwar period, the notion was additionally shaped by the refutation of the neo‐colonial aspirations of the mandate powers (mission civilisatrice) as well as by the interaction between the diaspora community and the host society. This article analyses this concept in its discursive context focusing on Dr Khalil and Antun Sa‘adeh, who were both eminent intellectuals, party founders and editors of several diasporic newspapers and magazines in Argentina and Brazil.  相似文献

Although the relationship between music and nationalism has been at the centre of recent cross‐disciplinary research, many areas remain unexplored. Among them are forms of ‘national music’ that nest overlapping identities, functioning simultaneously as vehicles of regional, ethnic, urban, global and diasporic belongings. This article focuses on the national dimension of these multilevel identities, concentrating on the swings and transmigrations between the national and the regional. It compares two Mediterranean traditions which, particularly between the late nineteenth and early twentieth centuries, have served as multilevel identifiers of national and regional belongings: flamenco and canzone napoletana (Neapolitan song). I argue that, besides geographically bounded identities, both genres were constructed as ‘national’ primarily abroad, rather than in their home countries, thus contributing to a theory of the ‘international’ dimension of ‘national’ music. In the case of flamenco, I focus on the irradiation centre of the time, Paris, although the modern notion of musical Spanishness was first associated with national identity in Russia. The canzone consolidated its international position mostly through the Italian diaspora, achieving a much wider reach than is ordinarily thought, both nationally and globally.  相似文献

This article examines the genre of comedy in Iranian cinema and explores the various influences on its development and growth. It demonstrates how the roots of recent comedies can be traced back to pre-Revolution commercial cinema (known as filmfarsi) as well as the traditional Iranian comic theatre of taqlid. In particular, it focuses on the depictions of the Iranian diaspora in these comedies. The Iranian diaspora has been imagined and represented frequently in modern Persian culture, often satirically and humorously. More recently, Iranian comedies have provided a new space to imagine, define, criticize and redeem the Iranian diaspora.  相似文献

Irredentism is a crucial, yet understudied phenomenon of nationalism. Most scholars emphasise how irredentist thinking and practices function as a geopolitical instrument for inter‐state formation, resulting in radical nationalism. This article sheds light instead on the cultural preoccupations underlying irredentist discourses. It focusses on irredentist claims on the Adriatic city of Fiume (Rijeka) among Italian nationalists in the 19th and 20th centuries, emphasising how they were driven by cultural imaginaries of a spiritual borderland for the nation. These imaginaries continued to inform irredentist arguments during the phase of political mobilisation. This sheds light on contemporary European politics, in which irredentist imaginaries are once again shaping nationalist discourses.  相似文献

ABSTRACT

Humanitarian diplomacy has always been a crucial element of humanitarianism, however it is now becoming a more prominent element of states’ foreign policies. It holds many attractions and much promise. It provides states with a way of expressing important qualities of international empathy and solidarity and can also enhance a state’s international reputation and provide valuable means for building relationship of trust and cooperation. This can in turn can be conducive to a state’s broader foreign policy objectives. However, there are also perils to the incorporation of humanitarian diplomacy into a state’s foreign policy. It can generate ambiguity and even conflict within a state’s diplomatic endeavours due to tensions between humanitarian and broader national interests. In exploring these issues it is useful to distinguish between humanitarian diplomacy and humanitarianism as diplomacy. This article explores these issues in relations to Australia’s diplomacy. It argues that Australia has actively engaged in humanitarian diplomacy and humanitarianism as diplomacy. Whilst the two are often complementary, there are areas in which they have been in tension and even at odds. This has implications for Australia’s international reputation but also for its capacity to undertake genuine and effective humanitarian action.  相似文献

The fifty-year long Chinese occupation of Tibet has resulted in the deaths of hundreds of thousands and has produced a refugee flow that continues today. Although the plight of Tibetans commands international attention, this diaspora remains understudied and undertheorized. To speak to this silence, we follow Patterson and Kelley (2000) and argue that the Tibetan diaspora can be analysed as both a condition and a process. Diaspora as condition emphasizes the structural features of an exile population, such as race, gender, class and religion. Diaspora as process draws attention to lived refugee experiences--the making and remaking of diasporic identities. In the Tibetan diaspora, His Holiness the Dalai Lama holds a central position. Through his global profile, and a transnational nationalist political structure, he creates images of Tibet, builds community and works toward Tibetan self-determination. Within this nationalist frame, Tibetan identities assume a singular, unified and homogeneous form. Further analysis that focuses on individual voices, however, shows how Tibetan diasporic identities are contested, complex and embedded in not one but multiple narratives of struggle.  相似文献

Given the persistent presence of migration in the work of Edna O'Brien, it is surprising how marginal a theme it is in critiques of her work. This article explores how questions of diaspora have reached a renewed level of depth and intensity in her novel The Light of Evening (2006) and the related short story ‘My Two Mothers’ (2011). Looking, in particular, at how letters play a central role in the relationships of three generations of Irish women across three countries, it analyses how issues of mother(land), diaspora and belonging are mediated through migrant fiction. It draws on the work of Avtar Brah and Paul Ricoeur to argue that, along with related forms of textuality within O'Brien's oeuvre, letters represent a ‘narrative diaspora space’ which illuminates the relationship between mothers, daughters and writing in Irish migrant experience.  相似文献

This article examines the close connection between Protestantism and nationalism in Imperial Germany within a transnational context. In the years before 1914, the Prussian State Church in particular strengthened the legal and organisational framework for an increasing number of diaspora congregations to become attached. These acted as an important vehicle to embed the nationalist rhetoric produced within the Reich into emigrants' notions of belonging. Whilst previous scholarship has noted this connection in general, the article sheds more detailed light on the mechanics and structure, but also on the limits, of this process. Feedback processes from periphery to centre, in turn, had an impact on German national identity construction as that of a nation that was not confined to state borders. Applying a constructionist theoretical framework, the contested question of whether the heterogeneity of Germans abroad allows for the application of the diaspora concept is answered affirmatively.  相似文献

In order to better understand both the global and local contours and impact of transnationalism as a political and cultural force, this article suggests the need for an exploration of shifting gender roles and expectations as they are becoming manifest in situated arenas. The awkwardness of transposing an international rights discourse into local communities and settings deeply infused with tradition, or onto grassroots nationalist movements that work to resist foreign impositions is a widely recognized concern. At the same time, the influence of diaspora populations is seen to leaven and situate global discourse for local movements in a sending country and translates more local interests into global concerns in important and effective ways. Transnational feminist discourse now often concerns itself with the different strategies employed by diasporas, the strategic uses of global discourse, and the meaningful efforts to resist it. Through illustrations drawn from a study of women refugees in El Salvador, the Haitian democracy movement, and a rural Brazilian women's organization, this article links the experience of transmigration to women's mobilizing efforts and the proliferation of rights discourses.  相似文献

Emer Martin’s More Bread or I’ll Appear (1999) revisits the discourse of the family in Ireland between the 1970s and the 1990s. This article contends that Martin intersects her work with family “issues” of the day so as to accommodate the representation of what can be termed as multimodal family dysfunction. She provides insights to the role of women, family and global female diaspora. This paper draws upon work by Diarmaid Ferriter, Alpha Connelly and the tenets of transnational feminism to account for the historical, ideological and sociocultural contexts of the time. For Martin, dysfunction is multimodal in the way in which the Irish family portrayed faces real “hidden issues” from different discourses. Her novel also focuses on the “wounds” that have been the effect of abuse, secrets, appearances, violence and lack of communication within the family. Another mode of Martin’s representation of dysfunction considers the transnational experiences of her female characters on the margins of an Ireland becoming global. Her novel invokes transnational perspectives so as to commit to dislodging nation-centric and family-centric visions of Ireland.  相似文献

Abstract

An attempt is made here to consider ‘the Greek experience of Ottoman rule’ beyond the frontiers of the Empire itself, by focusing on the resilience of the Ottoman aspect of collective identity among the Greeks in late eighteenth- and early nineteenth-century Marseille. Beyond the classic questioning of political, social and cultural categories and labels, this article makes a plea for taking this resilience seriously, as part and parcel of a broader process of identity formation in a diaspora context. Making the case for a richer and more complex analysis of the phenomenon of ‘entangled identities’ among the Greeks in Marseille, some suggestions are made for what this claim might bring to the analysis of identity formation in the context of diaspora communities.  相似文献

This paper explores the role of language in the construction of Welsh identities in London. It begins by mapping out some key theoretical connections between language, geography and identity, and argues that a reading of diaspora theory might be helpful in conceptualizing Welsh identities in the British capital. In particular, diaspora theory stresses that identities are made up of multiple social axes that need to be seen relationally. Diasporic identities make connections with more than one place challenging the notion of culture and language as delimited by the boundaries of particular national spaces. For many Welsh people in London, language is an important part of their attempts to meet others who share a common identity. London-Welsh societies facilitate this need, defining language in different ways, and interweaving the linguistic with other social axes to form powerful senses of belonging. Whilst London is a key migration destination, it is also a space of Welsh identities that draw centrally upon language, but make different geographical connections with Wales. The paper concludes by arguing that a diasporic reading of such processes allows a wider and more progressive understanding of the Welsh language, and highlights the importance of geography in doing so.  相似文献

A schism has appeared between sections of the Indian diasporic community and members of the Western academy over the authority to present and interpret Hindu mythology. This paper tells the story of these “Mythology Wars”. It focuses on critiques of Western scholarship by self-identified Hindu critics, primarily Rajiv Malhotra in his articles ‘RISA Lila–1: Wendy's Child Syndrome’ and ‘RISA Lila–2: Limp Scholarship and Demonology’ (Malhotra, 2002 and 2003). The primary foci of diasporic criticism are Wendy Doniger's writings, including The Hindus (2009), and three works by other scholars, Jeffrey Kripal (Kālī's Child,1995), Sarah Caldwell (‘The Blood-thirsty Tongue and the Self-feeding Breast’, 1999) and Paul Courtright (Ga[ndot]e?a, 1985). There is no end in sight to the Mythology Wars. It is unlikely that critics in the diaspora will become less vigilant or less vocal. While members of the Western academy may become more circumspect and more sensitive to the potential strife they face, they are unlikely to impose any form of self-censorship. As a form of state-led transnationalism, diaspora strategies have garnered much scholarly attention over the past two decades. Yet, the robust intellectual field still sees a dearth of works addressing how the power of the sending state is lived and experienced in the prosaic lives of transnationality. This paper fills the gap by examining the grounded ramifications of a specific approach that the Chinese government deploys to cultivate diaspora. It prioritizes coopting civil association leaders (hui-zhang) from populations abroad for diaspora governance. I unpack how street-level bureaucracies involved in the execution of this sending state strategy has been exploited by the Chinese entrepreneurs in Laos through qualitative fieldwork. My analysis reveals that these situated actors scrambled to set up their own diaspora associations in an attempt to make themselves hui-zhang eligible for the home country government's targeted engagement. In doing so, they accessed opportunities to appropriate and rework resources from the Chinese state for self-interested accumulation of symbolic and social capital. Both forms of capital are crucial to propel their wealth amassment in private career as intermediaries who extract commissions and kickbacks by brokering Chinese investments into Laos. Detailing these dynamics, the paper elucidates how the power of the sending state is disseminated and enacted through mundane and pragmatic improvisations of diasporic actors. Empirics presented also bring forward a nuanced understanding of the de facto convoluted relations between the Chinese government and the overseas Chinese populations.  相似文献

With the development of urbanization in China, obesity is becoming a serious problem, and the relationship between walking environments and obesity has attracted considerable interest. Using data from questionnaires (n = 418) gathered in 2017 from eight neighbourhoods in Guangzhou, China, a typical high-density city, this study developed an Ordered Logit Model (OLM) to explore the effects of walking environments on the likelihood of residents becoming overweight or obese. The results demonstrate that body mass index (BMI) of individuals living in central urban areas is higher than those of suburban residents. After controlling for the effects of socio-economic factors, it was found that the impact of walking environments at the scale of 1-km buffer on individual BMI is the most significant. Variables of walkability, road network density, bus stop density, metro stop density, green coverage rate, and distance to the park have negative effects on BMI. Based on these findings, it is suggested that planning interventions should focus more on the areas through which residents walk in their daily travel routines. The selection of neighbourhoods surveyed and the sample size limit this study, but the conclusions do provide a scientific basis for the construction of neighbourhoods that encourage walking and decrease the probability of becoming overweight or obese.  相似文献
