The Seoul National University Nanoelectronics Institute (SNI) was established in 1996 by an interdisciplinary team of university researchers working together to develop a practical fabrication method for ‘tera-level’ single-electron semiconductor devices. The technical and organizational experiment of the SNI ended abruptly with the Asian financial crisis of 1997 as LG Semiconductor, SNI's patron, faced difficulties. This paper places this episode within the historical context of the development of science and technology in post-liberation South Korea as it coped with the overwhelming forces of globalization since the late 1970s. As the global high-tech trade war escalated in the 1980s, the South Korean government pursued the ‘technology drive policy,’ which emphasized the importance of directed basic research in university laboratories. The increased public and private support for university research transformed a few elite universities from teaching-oriented to research-focused institutions, especially in engineering and science. The new generation of research-intensive academics spearheaded the new national strategy of leapfrogging into the cutting-edge of global technology for the first time in the nation’s modern history.  相似文献

Western democracies in the 1970s including Australia experimented with more permanent mechanisms for obtaining policy advice at the national level from their politically unorganized indigenous minorities. This paper examines some of the difficulties encountered when federal governments attempt to foster national Aboriginal organizations with possible pressure group functions. As a case study in federal policy-making this two-part paper analyzes the steps by which the Australian government terminated the initial experiment with the government-created National Aboriginal Consultative Committee (1973–76) and, using selectively a commissioned report by Dr L. R. Hiatt (Part I), structured in detail two new bodies: the National Aboriginal Conference and the Council for Aboriginal Development (Part II). The paper argues that unless governments develop a serious policy of Aboriginal political development at the national level, governments will subvert their own goals by fostering Aboriginal organizations in which neither they nor Aboriginals have confidence.  相似文献

Intermediaries play an important role in national as well as in regional innovation systems, especially in innovation policy. In linking organizations within an innovation system, intermediaries are focusing on technology transfer, commercialization of ideas and funding. This research focuses on the role of intermediaries in high-technology product development in northern Finland. Based on a survey of 168 high-technology enterprises, funding services are regarded as the most important activity of intermediaries. Our results show that finance matters: a key actor within the Finnish innovation system in terms of direct funding and indirect collaborative resourcing, the Finnish Funding Agency for Technology and Innovation (TEKES), is considered the most important public sector organization in private sector product development. The survey also reveals that growth-driven companies with emphases on product innovation and high levels of investment in research and development for increasing their annual turnover benefit the most from intermediaries.  相似文献

Abstract. This paper is an exploration of national identities among sports people in a community in the Scottish Borders. This group experiences a split in their identities. Publicly, they are ascribed an ambiguous national identity by the surrounding national communities. Privately, and among fellow community members, they unambiguously assert national identity. This paper examines the way this split is managed, arguing that the performance of public ambiguity is expected, but is supported by the private performance of nationality. National identity is analysed specifically as a performance, and sport is the context in which this performance takes place.  相似文献

Abstract

Agriculture in Alaska is beginning to expand. The approach used to facilitate this expansion may serve as an example for other regions where the pressure for development stems from public interest groups. Alaskan agricultural development is tied to the disposal of government-owned land. If agriculture is to develop according to the United States farm production model, then large quantities of agricultural land must be sold to private citizens. Past federal policy in Alaska has not led to this outcome and thus the present-day development efforts spring from state government leadership. This has led to the recent undertaking of three state agricultural projects which have in common low cost land, low cost financing, and planning by people trained in agricultural disciplines. The pivotal aspect of agricultural development efforts in the state of Alaska is the successful transfer of research and technology to private sector farmers. If this can be accomplished, then Alaskan agriculture is likely to flourish.  相似文献

Ottawa's Confederation Square was initially planned to be a civic plaza to balance the nearby federal presence of Parliament Hill. A century of federal planning, with the direct involvement of Prime Minister W.L. Mackenzie King, repositioned it as a national space in the City Beautiful style. Recent renovations have improved its pedestrian amenity and restored much of the original plan by French urban designer Jacques Gréber. The square contains the National War Memorial and the National Arts Centre, yet is a weak public space due to weak edge definition, animation, and spatial enclosure. The war memorial design was selected in a 1925 international competition won by Britain's Vernon March. The Great War monument was not installed until the 1939 Royal visit, and Mackenzie King intended that the re-planning of the capital would be the World War II memorial. However, the symbolic meaning of the Great War monument gradually expanded to become the place of remembrance for all Canadian war sacrifices. The National War Memorial is more successful as a symbolic object than Confederation Square is as a public space, yet both have evolved into important elements of the Canadian capital's national identity.  相似文献

The NSW doctors’ dispute 1984–85 has had a lasting effect on the Australian health care system. Militant surgeons were effective in securing some modifications to regulations and administrative arrangements governing the role and remuneration of certain groups of doctors in NSW public hospitals and some changes to the federal government's Medicare scheme.

This paper examines the causes, actors, issues and outcome of the dispute. The key to understanding the dispute is a knowledge of both the specific issues debated by militant doctors and the federal and NSW Labor governments and the broader historical forces that have shaped the politics of national health insurance throughout the twentieth century. In contrast to media reports, the outcome of the dispute is interpreted as a compromise rather than a victory for the doctors. It is further argued that a theoretical generalisation formulated by two American political scientists, Marmor and Thomas, about disputes between doctors and governments over payment methods is only partially useful in explaining the outcome.

Two prominent and well‐documented historical themes from the politics of national health insurance in Australia — namely, the resistance of sections of the medical profession to any contraction of the private market for medicine and the fragmentation of the organised medical profession during periods of disputation with governments at the state and federal level — are discussed. These themes, and some generalisations about the capacity of the medical profession to influence public policy outcomes, are illuminated by the study.  相似文献

Rural America's experiences with federal policies provide lessons on both the benefits and liabilities of minimalist policy attention and community-based policy experimentation. Prior to the New Deal federal rural policies promoted incentives to settle vast territories, subsidize private development of internal market structures, and invest in the benefits of higher education. The New Deal redirected rural policies to more narrow foci on the farm economic and environmental crises. These new, more centralized policies were built upon the rapid expansion of the Department of Agriculture into the first modern federal bureaucracy, politically legitimized on the basis of community-based policy experimentation. The seemingly unintended consequence of these emergency efforts to rescue farming was the marginalization of most non-farm policy concerns. The resulting minimalist federal approach to rural America was due to the absence of a unified national constituency for rural concerns. Understanding rural America's inadvertent experimentation in minimalist policy attention and in community-based policy structures can inform current policy initiatives to decentralize federal authority.  相似文献

The present national technology transfer policy suffers from the limited focus on structural barriers, as well as the reluctance of American business to invest in precommercial research and development. A growing consensus from the national debate suggests that policy attention be reoriented, thereby giving a greater emphasis to precommercial technology development (TD) research. This paper examines whether the nation's research-intensive universities, a reservoir of virtually unlimited scientific and technological resources, can possibly go beyond basic research and produce economically viable technology efficiently. To this end, the paper introduces key principles that help organize TD research within the research-intensive university. It also presents the results of a large-scale TD experiment being carried out by a research-intensive university under federal sponsorship. The midterm result strongly indicates that with modest financial support and some internal cultural adjustment, research-intensive universities can break through their ideological barriers and efficiently translate new scientific advances into commercially viable, cutting-edge technology. This is possible because, among other factors, the research-intensive university can build on its awn comparative advantage of strong fundamental research.  相似文献

This commentary touches upon certain aspects of federal tax policy that impact on land conservation in the United States. The focus is on the development and use of tax incentives to encourage private or non-governmental efforts to protect unique wildlife specie habitat, farmlands, historic areas, scenic landscapes, and recreational resources. This article examines whether stales, in the role of "laboratories of democracy," influence federal policy adoptions. Taking the recent past as the time frame, the article begins by examining major federal legislation to gauge the extern to which stale models were an influence. Following this, the focus shifts to important slate initiatives of the early 1980s, and their impact on subsequent federal legislation. The article concludes that the nature of the policy issue and the accompanying political dynamics are critical in determining whether states act as laboratories of democracy.  相似文献

This paper describes the results of a study investigating cross‐border networking by enterprises in the border region where the Netherlands, Belgium and Germany meet, the so‐called Euregion Maas‐Rhine. The study was undertaken in view of the completion of the Single European Market in 1993, which was expected to induce enterprises to make more effective use of available opportunities to improve their innovative and hence competitive potential. Special attention was given to knowledge transfer and sourcing of technology across borders. It was found that the majority of enterprises are still oriented towards a purely national environment. Technology‐intensive enterprises that are engaged in cross‐border networking, however, seem to be doing better than the ones that maintain a national orientation.  相似文献

This article examines how changes in technology affect the strategies various national governments have adopted to protect their respective cultures. The focus is primarily on national policies toward film and television. National quota systems that limit the import of American entertainment products will soon be made impossible to enforce, thanks to new digital and satellite technologies. Economic incentives will still make American products attractive to proliferating private television channels, but narrow‐casting and cable distribution will offer new opportunities for locally produced shows and movies. Increasingly, those countries that wish to continue to protect their cultures from the homogenizing trends of global markets dominated by American films and television programs, will need to move away from quotas and toward subsidies. Moreover, they will have an interest in promoting technologies that are favorable to the promotion of national culture. Financial instruments that reduce risk to local producers may also be appropriate.  相似文献

This article is intended to aid the UK government in protecting the UK from cyber attacks on its Critical National Infrastructure. With a National Cyber Security Centre now being established and an updated National Cyber Security Strategy due in 2016, it is vital for the UK government to take the right approach. This article seeks to inform this approach by outlining the scope of the problems Britain faces and what action the UK government is taking to combat these threats. In doing so, it offers a series of recommendations designed to further help mitigate these threats, drive up cyber resiliency and aid recovery plans should they be required. It argues that complete engagement and partnership with private sector owner–operators of Critical National Infrastructure are vital to the success of the government's National Cyber Security Strategy. It makes the case that for cyber resiliency to be fully effective, action is needed at national and global levels requiring states and private industry better to comprehend the threat environment and the risks facing Critical National Infrastructure from cyber attacks and those responsible for them. State agencies sponsoring local research and development projects often finance the development of technologies in partnership with other organizations. These contracting partners develop and demonstrate the new technology. This study distinguishes between two types of outcomes from such projects. Technology absorption is the adoption of a technology by an organization participating in the project. Technology transfer is the process by which outcomes are adopted by organizations outside the project (i.e., nonparticipants). From an evaluation perspective, research and development projects that result in the absorption of technology, without any subsequent transfer, are difficult to assess. Often these outcomes are counted the same as a transfer even though the process is subsidized by the state.
Three case studies of absorption outcomes are presented. Absorption projects tend to be distinctive because: (a) they develop technologies that are very large in scale and very complex; (b) project leadership typically is provided by an end-user who attempts to employ the technology for commercial purposes; (c) success is measured through the technological accomplishment and ongoing commercial venture rather than by the number of adopting organizations; and (d) they produce spillover benefits in the cohesion of the social networks formed among project participants.  相似文献

Summary. A considerable part of the paper on which I comment is devoted to criticisms of the trace element analyses made in Oxford and the authors argue that analytical problems exist at Oxford for at least the elements Co, Pb and Zn. A close examination of 'blind' analyses made in the British Museum, in Heidelberg and in Oxford of a series of ancient copper based alloys circulated by V. Rychner, University of Neuchatel, shows that agreement is in fact excellent between these laboratories. Analyses in Oxford of a series of copper based alloys certified for their content of various trace elements by the U.S. National Institute for Standards and Technology shows excellent agreement with those certified values. There has been a problem with the analyses of very low contents of Co in copper alloys, less than about 10 ppm, which affects the published analyses of Co (at such low levels only) from both Oxford and Heidelberg prior to 1993; this problem has now been recognised and overcome independently by both laboratories.  相似文献

ABSTRACT

This article is an investigation into the attempt by the federal Conservative government of Stephen Harper to securitise the Canadian polity through re-enchantment. Through the strategic use of discourses and the shaping of the regime of signification, the article explains how the Harper government attempted to re-enchant national myths of Anglo-conformist nationalism, militarism and loyalism. Using discourse analysis of government documents and speeches, the article examines three sites of discursive intervention: (1) National Museum and Archive policy, specifically, the renaming of the Canadian national museum; (2) the militarisation and royalisation of national institutions and commemorations, notably the renaming of the Canadian navy and (3) the privileging of anglo-centric and loyalist tropes in the performance of citizenship rituals, and associated with this, reforming Citizenship legislation. The article concludes with an analysis of the reasons for the overall failure of the Conservative government’s attempts to securitise through re-enchantment.  相似文献

技术、制度、文化和关系、尺度、调节是经济地理学理论构建的重要中介,也是当今"新经济地理学"理论建构争论的核心所在。大学作为技术创新的集中地,也是国家创新体系的组成部分之一,其在整个国家和地区的技术创新和转移中具有举足轻重的地位。大学技术转移的研究是近年来国外管理学、经济学和经济地理学研究的热点问题。文章通过总结国外大学技术转移研究的现状和发展趋势,结合国内的研究特点,给出了未来我国学者,特别是经济地理学者在大学技术转移的研究方面应该注意的问题,以便使得大学技术转移能在我国建设自主创新型国家的过程中发挥应有的作用。  相似文献

Throughout the twentieth century doctors in most western countries strongly resisted government attempts to intervene in private medical markets. The support for privatisation that has developed during the current economic recession is welcomed therefore by the medical profession. In several countries campaigns have been staged for a full or partial return to market forces in the health care field. This article traces the course of one such push in Canada where doctors and other advocates of privatisation demanded a larger role for the private sector in the funding and management of Medicare, the national health insurance system. The policy outcome is contrary to the general privatising tendency in many countries: after a period of intense controversy the federal government passed legislation to preserve and strengthen the public aspects of the scheme. The normally powerful medical profession lost its campaign for an infusion of private funds into the health system and for the retention of the right of doctors to set their own fees. Consumer and other non‐producer groups, which have not traditionally played a central role in health policy, mobilised in defense of Medicare and were able to achieve most of their aims.  相似文献

This article seeks to account for the survival of the 1973–1975 Labor government's new Community Health policy during the conservative coalition government (1975–1983) (which had managed to completely abolish Labor's national Medibank health insurance program). Through extensive interviews with 74 people who were directly involved in the policy process at national, state and local levels, as well as from other sources of information, inquiry is made into the issues and circumstances that were taken into account in the decisions that affected the course of policy from 1972–82. The important political and economic forces included party politics, federal‐state relations, the national economy, the direction of other fiscal and health policies, private and governmental interest groups, administrative nets, and the mass media. The not surprising conclusion is that changes in Community Health policy did not depend on its effectiveness but rather on the balance of political, economic and organizational power of interested groups at particular points in time. Policy‐relevant issues facing the 1983 Labor government are pointed out.  相似文献
