The Journalist as Historian: Anthony Lewis, Civil Liberties, and the Supreme Court

The genesis of the column that Anthony Lewis wrote for The New York Times between 1969 and 2001 was a red face—not Lewis's, but that of Arthur Ochs Sulzberger. The Times ' publisher offered Lewis the column as a consolation prize after outgoing executive editor James Reston mistakenly informed Lewis that the job of deputy to A. M. Rosenthal, the new executive editor, was open and that Lewis was a logical candidate. ¹     

The Relevance of the 'Irrelevant': Football as a Missing Dimension in the Study of British Relations with Germany

This article has been developed and updated from a paper delivered at the Grossbritannien-Zentrum, Humboldt University at Berlin, June 2000. Traditionally, sport has been marginalized, even treated as an irrelevance, in the study of International Relations (IR). The 2002 World Cup Finals raised yet again questions about the realism of continuing to write sport out of IR, and particularly to ignore its impact upon such relationships as those between Britain and Germany. Football's role in mirroring, influencing and articulating British perceptions of Germany, at least at the popular and media level, is presented as a case-study, since the football field proved another important British_German battleground throughout the twentieth century. This trend continues. Already, three high profile football internationals played during 2000–1 as well as rivalry to host the 2006 World Cup tournament have illuminated the problematic state of the British-German relationship, particularly the fact that history, most notably world war imagery, imparts en enduring extra-sporting sub-text for any England-Germany footballing encounter.     

Missing networks: The case of European freight transport

The concept of missing networks refers to the absence of strategic layers or components of Europe's transport and communications infrastructure which may be both material or immaterial in nature. The paper reviews some of the issues that need to be taken into account when dealing with these missing networks and shows how these can be resolved in practice with respect to European freight transport. It is argued that what is needed in this case is an inter‐modal perspective and a multi‐layer view of networks. Combined transport can be regarded as an efficient way of overcoming current limits by improving inter‐modal transit potential thereby enabling a much better use to be made of existing capacity.     

The Implementation of Public Policy: Still the Missing Link

Although theories of public policy and theories of governance both seek to establish relationships between policymaking and its consequences, they do not complement each other very well. Public policy models tend to de-emphasize that which governance theories tend to emphasize: the influence on government performance of implementation, broadly described as the actions taken by those engaged in administration (including managers at all levels, those engaged in service delivery, and third-party agents) after a policy has been lawfully promulgated by elected officials and interpreted by the courts. A comparison of a recently developed theory of public sector performance with several prominent theories of policymaking suggests that multilevel governance theories can supply what continues to be the missing link in public policy theories. At the same time, governance theories might be enriched by the process modeling of public policy theories.     

Shared Resources and Competitive Advantage in Clustered Firms: The Missing Link

This study examines the mechanism by which shared resources act on clustered firms' strategic resources to impact firm performance. Results indicate that five different kinds of cluster-specific shared resources have significant and positive effects on strategic resources to various degrees. Results also show that four elements of strategic resources have significant and positive effects on competitive advantage of firms. The framework developed in this study thus suggests that internal strategic resources and capabilities of firms mediate the relationship between shared resources and competitive advantage of firms in clusters.     

The Missing Rib: Mobilizing Church Women for Change in Papua New Guinea

This paper examines the particular shape taken by a modern instance of ‘Third World’ feminism. In Papua New Guinea, an emerging nexus between grassroots female activism and Christian churches is helping to liberate and empower some female citizens in a state which in practice has neglected women's interests and gender relations despite early national rhetoric about the importance of women to nation‐building. Tracing the origins of modern women's fellowship groups to the early work of female missionaries with indigenous women, the paper considers the increasing politicization of women's organizations during the last two decades as they expand their ‘traditional’ preoccupation with spiritual, domestic, and welfare matters to embrace wider social, political, and human rights issues. In the course of surveying church women's groupings in Papua New Guinea, the paper looks specifically at the National Council of Women, women's groups in East New Britain Province, the United Church Women's Fellowship, and women's involvements in the developing ecumenical movement. The paper concludes by contrasting the class dimensions of grassroots Christian women's activism to official denial of the existence of class differentiation or exploitation in this purportedly egalitarian Melanesian state.     

Humphrey and Civil Rights: The Politics of Racial Progress

Abstract

This article explores and defends Leo Strauss's interpretation of Edmund Burke's thought. Strauss argues that Burke's conservatism is rooted in the modern empiricist school of John Locke and others. Following Strauss, this article sets out to consider the suitability of these foundational principles to conservative politics. Burke wants to temper or ennoble Lockean politics by inspiring sublime attachment to the political community and its traditions, but he shies away from stating universal standards according to which the traditions of political communities ought to be judged. This respect for reason in history without moorings in transcendent standards of reason or revelation leaves his conservatism on precarious ground.
