Red Tory: How Left and Right Have Broken Britain and How We Can Fix It

Abstract

Responding to my generous critics, I attempt to clarify my view of reason’s responsibility and its limits, and I underline my agreement with Strauss on the insuperability of political thinking and thus the impossibility of any neat separation between theory and practice or of any trans-political doctrine of transcendence. Finally, I resist invitations to overcome tensions between vertical and horizontal transcendence and thus to go beyond responsibility to autonomy.     

An Empirical Assessment of Devolution's Policy Impact

This article evaluates the influence of devolution on perceived and actual policy outcomes at the local level in the United States. Proponents of devolution often argue that the transfer of policymaking authority to a lower level of government allows subnational officials to more effectively address problems on the government's agenda. We provide one of the first empirical evaluations of this implicit assumption of devolution. We utilize data from 100 counties in one state, North Carolina, that were the recipients of additional welfare policymaking authority in 1997 to provide a preliminary assessment of devolution's consequences and policy impact. We then investigate the recipient governments' ability to bring about positive change using three prominent indicators associated with welfare policy. Our findings provide evidence that devolution matters quite significantly to the perception of policymaking effectiveness; however, devolution's actual impact on policy outcomes is mixed.     

An Assessment of Health Policy Reform in Russia

Current fast-track reforms in Russia's health sector involving decentralization and privatization are largely ineffective because they are mistargeted. They do not address the etiology of the major sources of health care problems (i.e., lifestyle, and living, working, and environmental conditions), and they even weaken coordinated efforts to address collective health needs. State government policy measures, democratization, self-organization of society, and economic liberalization, as they are evolving currently, do not ensure sufficient citizen protection and interest articulation in the health sector.

Reagan's Foreign Policy: An Assessment (I) Introduction

The Western drama High Noon introduces political considerations deeper than the maelstrom of American anticommunism of the 1950s against which it is most often viewed. It presents the central problems of modern political obligation as arising out of an encounter between Aristotelian and Lockean ideas about marriage, friendship, consent and coercion, and religious obligation. The marshal Kane, representing the altered vestige of Aristotelian ideals, desperately seeks help from the Lockean-like community of Hadleyville. The resulting tension lays bare the political ambiguity many find inherent in American political life.     

Responding to the Mystery of Human Existence: David Walsh and Some Contemporaries for and Against Modernity

Abstract

An analysis of David Walsh's critique of modern liberalism based primarily on two of his works, The Growth of the Liberal Soul (1997) and The Third Millennium: Reflections on Faith and Reason (1999). Walsh's assessment of the advantages and disadvantages of modernity are discussed, and comparisons are drawn to the analyses of Eric Voegelin, Pierre Manent, Charles Taylor, and Michael Oakeshott.     

Early Paleoindian Mobility and Watercraft: An Assessment from the Mississippi River Valley

Several researchers have suggested use of watercraft during the Early Paleoindian period 11,500 and 10,800 rcybp (13,400–12,700 cal B.P.), but none have brought empirical data to bear on this possibility. This paper addresses the potential for fluted point-making groups to have made and used boats circa 11,000 rcybp (13,000–12,800 cal B.P.). Fluted point data from a large region of the upper and central Mississippi River valley strongly suggest that the Mississippi River was a barrier to movement and that Early Paleoindians in the midcontinent did not routinely use watercraft.     

Beyond Consumption: Functionality, Artifact Biography, and Early Modernity in a European Periphery

This paper considers the functionality and biographies of artifacts in the context of historical archaeology. It is argued that in order to understand how human life in the recent past unfolded in relation with material culture, artifacts must be recognized to perform various unobvious functions and also be conceived as processes rather than bounded physical objects. The paper begins with a theoretical discussion and then focuses on the post-acquisition life of artifacts and human-artifact relations in the seventeenth-century town of Tornio, northern Finland.     

China's Quiet Agricultural Revolution: Policy and Programs of the New Millennium

Two specialists on China's agricultural sector review the recent course of agrarian reform in the country since the year 2000. More specifically, they summarize the more significant policy changes occurring during the period 2000-2009 (including the rollout of major new programs and agricultural tax relief) while simultaneously tracking impressive improvements in a variety of standard indicators of agricultural performance and rural per capita incomes across China's province-level units. Among other things, the authors draw contrasts between the current (post-WTO accession) and earlier reform period (1980-1985) in agriculture in terms of level of government direction and commitment to develop the sector for its own sake, outline measures undertaken to address problems with the production of tainted and/or adulterated food products, trace significant spatial "reshufflings" of rice and corn production at the provincial level, and offer possible explanations for the outwardly confounding lack of positive relationships between aggregate value of field crops/total value of all agricultural activities and rural incomes at the provincial level. They argue that renewed (yet underpublicized) government attention to the farm sector since 2000 has helped promote social stability in China by increasing food supplies (thus reducing food price effects on inflation), encouraging more sustainable farming practices, and improving rural environmental quality in many areas.     

Liberty,Equality, Nobility: Kolnai,Tocqueville, and the Moral Foundations of Democracy

Abstract

Though few would attach the label of liberal to Dostoevsky as a thinker his life and work can be seen as motivated by a concern for human freedom. As an editor and author he advocated a course of action for his nation's intelligentsia that would transform the Russian autocracy into a liberal regime. This course of action was dictated by his insight into the necessary foundation for a liberal regime, a principle of self-abnegation that rested in turn on the conviction that human beings share in an immortal principle. This insight points to and gives content to the true goal of the liberal regime, the recognition and protection of human dignity.

后现代主义对现代性的批判为人们提供了一个理解现代的有益视角,它有利于揭示现代性充满矛盾和悖论的一面,促使人们加强对现代性的反思并发掘其尚未释放的理性潜能,从而实现现代性的重建。就中国的后现代主义者而言,他们对现代性的批判过多地集中于剖析其“西化”本质,忽视了现代性的某些普遍内涵,使中国的现代性问题局限于中西对立的二元视野。客观地评价中国的现代性,就应当突破上述理论框架,认识到现代性中所包含的普遍性与特殊性之间的张力,同时借鉴后现代主义的建设性作用,努力实现现代性的解放功能。

Reshaping Boundaries: International Ethics and Environmental Consciousness in the Early Twentieth Century

As questions of global ethics, struggles over space, place, time and nature occupy much late twentieth-century intellectual debate, this paper analyses some comparable currents of thought at the previous fin de sièGcle . Particular interpretations of nature–society relations emerged within a political and social context marked by widespread concern over the need to rehabilitate British society, in order to confront adequately the challenges of the new century. In transcending the narrow confines of national and imperial citizenship, these visions of nature and the international offered a different model of cultural regeneration and transformation. The work of a group of scientists and public figures associated with the Scottish polymath and prominent anti-imperialist, Patrick Geddes, notably Andrew John Herbertson and Marion Isabel Newbigin, reveals that their support for values of harmony and cooperation central to civic responsibility found common ground across geographical and cultural boundaries and were important components of an international imagination. In promoting these values, their advocacy of both a critical and a practical geography is demonstrated.

Employers as Mediating Institutions for Public Policy: The Case of Commute Options Programs

Scholars have recently noted the role that employers can play as “mediating institutions” for public policy. Mediating institutions connect the private lives of individuals with public policy concerns by communicating societal norms to members and providing social contexts that encourage a commitment to these norms. Despite the potential importance of employers as mediating institutions for public policy, little scholarly attention has been devoted to employer mediation behavior. Accordingly, this study examines two research questions. What factors influence an employer's willingness to mediate policy problems? And how effective are employers as mediating institutions? The mediation behaviors of interest relate to employer efforts to mitigate traffic congestion and air quality problems by enabling employee “commute options,” which are alternatives to single‐occupancy vehicle commuting to work. Drawing on theories of organization behavior, the study hypothesizes that self‐interest, organizational control, and association membership will affect willingness to provide commute options. The study also hypothesizes that employers providing commute options will have lower percentages of employees that drive to work alone. Both sets of hypotheses are supported by statistical analyses of data from a cross‐sectional mail survey of metropolitan Atlanta organizations.     

The lost cause: failed French ultimata and the restoration of papal rule in Rome in 1849

In one of history’s ironies, the republic that arose in Rome out of Europe’s revolutionary wave in 1848 was crushed by the new republic that had formed in France at the same time. In an additional irony, the destruction of the Roman Republic and the restoration of the papal theocracy were overseen by the internationally renowned champion of constitutional rights and freedom, Alexis de Tocqueville, then France’s foreign minister. This article sheds new light on this dramatic series of events through an examination of the French diplomatic correspondence, which reveals growing dismay at the direction in which events were unfolding. The correspondence also gives a sense of how close the French came to abandoning the pope, a decision that could have changed the course of Italian and French, as well as Church history.
