Australian perceptions of the South Pacific are largely shaped by promotional tourist reports. Australian press coverage of violent conflict in New Caledonia erupting late in 1984, during the Kanak struggle for independence, produced a very different image of one part of the region. The Australian media coverage focused on violent events, used evocative language and dramatic headlines and stressed the threat that violence posed for Australian tourism. In subsequent months tourist numbers slumped and never regained earlier peak levels while press coverage dwindled as violent events became fewer. In New Caledonia the conservative press argued that biased Australian media coverage had encouraged local economic collapse to enable Australia to exert greater hegemony in the region and that the nationalist movement was merely a socialist or terrorist minority and that nationalist sentiments were stirred up by overseas media interest. Inevitable media distortion, through oversimplification in a complex socio-economic context and the lack of continuous coverage, did contribute to a biased perception, whose legacy remained beyond the duration of the period of violence.  相似文献

Recent interest in the historiography of ‘high politics’ has centred mainly on historians writing in the 1960s and 1970s, above all Maurice Cowling. Less attention has been paid to the modified agendas pursued by the next generation of scholars. This essay explores some pioneering attempts to make sense of the structural relationships between 19th‐century British ‘high politics’ and its ‘intellectual’ contexts, focusing on a cluster of seminal 1980s studies by the historians Michael Bentley, Richard Brent, Boyd Hilton, and Jonathan Parry. Together, these works demanded a fundamental rethinking of how Victorian politics operated.  相似文献

ABSTRACT Morgan and his informants' interpretation of Australian social categories as ‘marriage classes’ has survived in Dumont's (and Viveiros de Castro's) distinction of a ‘local’ (Dravidian systems) and a ‘global’ (Australian systems) formula. This paper explains that the ‘global formula’ is neither a necessary nor an applied device in Australian kin category determination, even when genealogical memory is short and when there is a non‐limitation of range in the extension of categories. Instead, a heuristic model, which is called the relational triangle, is proposed. This model depicts the procedure through which Australian people pragmatically determine and extend kin categories. Moreover, it also offers a visualisation of the cognitive schema and processes framing discourse and behaviour in relation to kinship and draws some parallels with Greenberg's hypotheses on markedness in kinship classes.  相似文献

This paper examines three policies of ‘cultural adaptation’ formulated in colonial contexts in the 1920s and 1930s — that of the British Colonial Office for education in Africa, that of the New Zealand Native Schools and that of Maori leaders. While clearly inter-related, these policies were developed and promoted by their respective proponents to serve widely different political goals. Particularly significant is the role played by anthropology in that context. Proponents of all three policies looked to anthropologists for insights and scientific validation of their political agendas. Anthropologists, in turn, not only accepted this role but, particularly in the case of the British Colonial education policy, actively claimed it, involving themselves in the processes of colonial control.  相似文献

By March 1977, the Labour government which had narrowly been re‐elected in the October 1974 election, had lost its parliamentary majority, and was facing a vote of confidence tabled by the Conservative opposition. Senior Labour figures thus desperately sought to secure support from one of the minor parties. Unable to broker a deal with either the Ulster Unionists or the Scottish National Party (SNP), largely due to ideological differences, the Labour leadership entered into negotiations with the Liberal leader, David Steel. The result was that the Liberal Party agreed to provide the Labour government with parliamentary support, in return for consultation, via a joint committee, over future policies, coupled with the reintroduction of devolution legislation, and a pledge to provide for direct elections for the European parliament (ideally using some form of proportional representation). There was some surprise that Steel had not pressed for more, or stronger, policy commitments or concessions from the Labour prime minister, James Callaghan, but Steel was thinking long term; he envisaged that Liberal participation in the joint consultative committee would foster closer co‐operation between Liberals and Labour moderates/social democrats, and eventually facilitate a realignment of British politics by marginalising both the Labour left, and the increasingly right‐wing Conservatives Party.  相似文献

In the course of political struggle in northern Ghana, the classification of land and resources has shifted between the two ‘master categories’ of public and private. Despite the fact that master categories may be wholly inadequate in accounting for the actual complexity of property objects, social units and rights, they are not divorced from the agency of people who have something at stake. Laws, rules and by‐laws are referred to as important markers and fashion the local political struggles over the rights to and control over resources. This article offers a general account of conflicts and the recategorization of resources in the property system of small‐scale irrigation. It examines the logics and positioning of the different stakeholders, and discusses how different levels of public policy have provided opportunities for such changes. A case study presents the opportunity to examine the details of a particular controversy demonstrating the social and political powers involved in the recategorization of property.  相似文献

ABSTRACT. .The growth of health maintenance organizations (HMOs) commonly has been viewed as a “procompetitive” change in the structure of the health care delivery system. Because HMOs collect a prepaid fee from subscribers, they serve a dual role as insurers and providers of health care. While HMOs may have competed directly with conventional insurance plans, their effect in health care markets is potentially quite different. A multisector spatial equilibrium model, which incorporates the optimizing behavior of consumers, independent fee-for-service(FFS)providers, and a centralized HMO, is used to explore the effects of an exogenous shift in market structure away from FFS delivery toward the provision of seivices by the HMO. As more physicians are diverted from FFS practice to enter the HMO, both the HMO membership fee and prices in the FFS sector tend to rise. This pattern is consistent with empirical trends in the United States during the 1980s where, despite the rapid growth in HMOs and other forms of prepaid care, both FFS prices and HMO membership fees have risen sharply.  相似文献

Abstract. This article examines the structural and ideological factors that paved the way for the eruption of violence against non‐Muslims in Turkey on 6 September 1955. I argue that the conventional explanations that treat this instance of collective violence either as spontaneous rioting caused by over‐excited masses or as a government conspiracy that eventually got out of control are insufficient in that they fail to answer how and why so many people participated in these riots when we know that nothing on this scale ever took place in the history of the republic. In order to adequately understand the dynamics behind these riots one first needs to situate them in the broader historical context of the emergence, development and crystallisation of Turkish nationalism and national identity that marked the non‐Muslim citizens of the republic as the ‘others’ and potential enemies of the real Turkish nation. This historical analysis constitutes the first part of the article. Since ethno‐national riots do not always occur whenever there are conflicting identities, one also needs to explain the processes through which ethno‐national identities become radicalized and polarized. Thus, in the second part of the article, I focus on the economic, political and social conditions of the post‐single‐party era (post‐1950) that helped to radicalise the sentiments of the growing urban populace against the non‐Muslim ‘others’. I argue that it was the socio‐economic, ideological and political transformations of the Democrat Party era that made it possible for ethnic entrepreneurs and state provocateurs to mobilise the masses against a fictitious enemy.  相似文献

Abstract. This article offers an analytical framework for understanding the peculiarities of the Ottoman Empire's nationality policies in the second constitutional period (1908–18). It will examine the extent to which the nationality policies of the Young Turks can be perceived as a nation‐building project, and question whether it is reasonable to apply the term ‘Turkification’ to these policies. The primary goal of the paper in this context is to identify how and to what degree a nationalist outlook shaped imperial polices of the late Ottoman Empire. Engaging in a critical dialogue with the existing historiography, the article argues that ‘Turkification’ should be conceptualised solely as a project of nation‐building in the multiethnic Ottoman Empire. It was only one of the policies employed by the imperial elite and it coexisted with other imperial policies ranging from centralisation to decentralisation, assimilation to dissimilation and integration to homogenisation. The paper concludes by contending that only by contextualising and understanding this complexity and only by taking geographical variations into account can the peculiarity of ‘Turkification’ be grasped.  相似文献

To understand more fully contemporary forms of colonialism in PNG I argue we need to move our analysis beyond local narratives of encounters with Europeans to include narratives about non-Europeans. Through a consideration of Kamula accounts of Europeans, especially missionaries, and Chinese I show how the Kamula model two quite different experiences of colonialism. In one, local people are able to transform Europeans into analogues of themselves and in the other, currently more associated with the Chinese, the emphasis is on difference, rather than on commonalities. These interrelated representations of two distinct kinds of colonialists are, in part, complex signifiers of national, and especially local, concerns about ‘development’ based on logging. I outline how these accounts of Europeans and Chinese express the different forms of power which are currently deployed to transform space in the Western Province. I conclude by speculating that to understand these powers adequately we may need to follow Latour and Callon and extend our analysis of colonialism to include non-human agents.  相似文献

This paper discusses the development of anti-racist consciousness amongst educationalists in a predominantly white location in Britain (Tyneside). The notion that the emergence of anti-racism in ‘white’ areas can be adequately conceptualized in terms of anti-racism's move from ‘multiracial’ locations is rejected. It is argued that the development of anti-racist attitudes amongst Tyneside educationalists needs to be examined in terms of their experiences of working and living in the area. Through the use of a series of interviews it is shown how this group has reformulated anti-racism in the light of local social conditions.  相似文献
