Nāgārjuna and the Tathāgatagarbha: A Closer Look at Some Peculiar Features in the Niraupamyastava

This article examines several verses from the Niraupamyastava , where Nāgārjuna makes explicit references to the non-empty aspects of the doctrine of emptiness—a topic systematized and crystallized in the doctrine of Tathāgatagarbha , thought to have appeared later than his date and to have been unknown to him.
Establishing the authenticity of the hymn, in addition to the criteria utilized by Lindtner, the article analyses the style and the relationship of the text with texts belonging to other schools, thus locating Nāgārjuna in his historical and temporal context. The article also brings into focus the overlooked or marginalized topics present in Nāgārjuna's texts such as the practice of devotion and visualization of the Buddha as method for realizing emptiness.

A Review of the Environmental Policy Literature from 2014 to 2017 with a Closer Look at the Energy Justice Field

This review article documents and analyzes trends within the environmental policy literature published between 2014 and 2017. We find that environmental policy scholarship has recently shifted its focus from more traditional topics, such as watershed and ecosystem management, to other modern issues, such as climate change and energy. The environmental policy literature has increased in complexity and become more interdisciplinary in nature, which we illustrate with a discussion of the energy justice literature. The methodological approaches used by environmental policy scholars have also become increasingly diverse, with a notable uptick in statistical and modeling approaches. We find that some topics, such as policy failure, gender issues, and energy welfare policies are under‐explored, and certain regions within the world, such as developing countries, are less frequently studied. We encourage scholars to consider these gaps in the literature when developing future research.     

The State,The Market and Economic Development: A Second Look at Adam Smith in Theory and Practice

This article looks at the place of government in the development of market economies. Using ideas from Adam Smith, and illustrations from Anglo-American economic history, it shows how government was deeply involved in creating the conditions for capitalism and in moulding a sustaining environment for private enterprise. Despite the claims of contemporary laissez-faire ideology to the contrary, the emergence and the maintenance of a capitalist economic system always depend, at least in part, on an effective state.
