With the increase in the electorate as the result of the Second and Third Reform Acts in the latter half of the 19th century came a corresponding increase in the importance of political parties. With this increase in the importance of party came the fear that the Burkean definition of the MP as a representative, owing his electorate his judgment as well as his industry would be replaced by a narrower conception of the MP as a delegate, returned to vote according to the dictates of party or ‘caucus’, subject to rejection by his party prior to an election, rather than the electorate as a whole at an election. This article examines the case of J.M. Maclean, Conservative MP for Cardiff 1895–1900, deselected by his constituency executive for his opposition to the Boer War, using it to shed light on the reaction of constituency parties in instances where MPs were felt to have overstepped the proper bounds of party discipline. The article concentrates on the relations between Maclean and his constituency party, crucial in Maclean's deselection. The limits of political dissent in time of war are examined, and the limitations placed by party on the freedom of action of individual MPs. In addition, the article gives glimpses of the tensions present in the Conservative‐Liberal Unionist coalition which governed Britain between 1895 and 1906, particularly on perceptions of the controversial figure of Joseph Chamberlain among Conservative back benchers. 相似文献

This article presents a new interpretation of Conservative attitudes towards house of lords' reform in the early 20th century. Coinciding, as it did, with the introduction of universal adult suffrage, the campaign to reform and strengthen the second chamber has traditionally been understood as a reaction against democracy. Conversely, this article, emphasizing the politics rather than policies of reform, argues that many Conservatives sought to establish a legitimate role for a second chamber within the new democratic settlement and that the campaign for reform is, consequently, better understood as a constitutional means of ‘making safe’, rather than resisting, mass democracy. The account sheds new light on how the impulse behind reform was frequently rooted in a commitment to democracy, how reform commanded the support of a wide cross section of the Conservative parliamentary party, and why the reform campaign had folded by the early 1930s. In doing so, it reframes an important episode that helped close the long‐19th‐century tradition of constitutional reform in British politics. 相似文献

The demonstration was organized by Teens For Gun Reform, an organization created by students in the Washington, DC area in the wake of the 14 February shooting at Marjory Stoneman Douglas High School in Parkland, Florida. Earlier on the day of the shooting, the priest at the Basilica of St Francis of Assisi in Santa Fe mused during the Ash Wednesday ritual whether valentine hearts and bouquets of red roses could coexist with ashes on foreheads and reminders of human mortality. Could love and death be partners? As the congregation exited the church, mobiles rang with news of yet another school shooting and the deaths of 14 high school students and three teachers trapped inside an elite high school in suburban Florida. The gunman was a high school reject and white supremacist. It was the 292nd school shooting in America since Sandy Hook, the tiny tot massacre of 2013. Yet America's presidents and political leaders across the political divide remain hostage to the National Rifle Association's mantra: more automatic rifles equals more security, now including in US schools. State laws prevail over executive orders. Currently 14 states in the US arm teachers and 16 states allow local school boards to decide whether to do so. But one thing has changed as the survivors of the school massacres and their young followers have taken the reins. Beginning on 14 March, thousands of students from elementary and high schools have begun to march out of their classrooms. A new and powerful civil rights movement is spreading across the nation. Meanwhile Trump and his education secretary are proposing to target poor, black and Latino students, to undo President Obama's policies that protected male minority students from disproportionately harsh ‘zero tolerance’ school policies. In this issue, Scheper‐Hughes considers school shooting antecedents, beginning with the misfired Clinton campaign against youth violence. To understand more fully contemporary forms of colonialism in PNG I argue we need to move our analysis beyond local narratives of encounters with Europeans to include narratives about non-Europeans. Through a consideration of Kamula accounts of Europeans, especially missionaries, and Chinese I show how the Kamula model two quite different experiences of colonialism. In one, local people are able to transform Europeans into analogues of themselves and in the other, currently more associated with the Chinese, the emphasis is on difference, rather than on commonalities. These interrelated representations of two distinct kinds of colonialists are, in part, complex signifiers of national, and especially local, concerns about ‘development’ based on logging. I outline how these accounts of Europeans and Chinese express the different forms of power which are currently deployed to transform space in the Western Province. I conclude by speculating that to understand these powers adequately we may need to follow Latour and Callon and extend our analysis of colonialism to include non-human agents. 相似文献

In the early twentieth century, local British poor law guardians’ concerns with the maintenance of deserted and neglected families were transformed into imperial, and later transnational, policy promoting justice for abandoned wives and children. Both local court cases concerning maintenance and policy debates at the national and imperial levels reveal the ways in which a breadwinner model of masculinity shaped maintenance policy and practice. Although the maintenance problem was framed differently by local welfare providers and imperial heads of state, concerns about welfare costs and human rights intersected in the figure of the irresponsible male citizen, who challenged the dominant model of British/imperial masculinity by refusing to maintain his wife. 相似文献

This paper examines three policies of ‘cultural adaptation’ formulated in colonial contexts in the 1920s and 1930s — that of the British Colonial Office for education in Africa, that of the New Zealand Native Schools and that of Maori leaders. While clearly inter-related, these policies were developed and promoted by their respective proponents to serve widely different political goals. Particularly significant is the role played by anthropology in that context. Proponents of all three policies looked to anthropologists for insights and scientific validation of their political agendas. Anthropologists, in turn, not only accepted this role but, particularly in the case of the British Colonial education policy, actively claimed it, involving themselves in the processes of colonial control. 相似文献

In the course of 2015, Skala Sykamnias, a fishing village and tourist idyll on the northern coast of Lesbos, by accident of its geographical location, became the informal gate into Europe for more than 200.000 refugees. In this article the author analyzes the massive flows of people and things that transverse his fieldwork site from different directions: the great diversity of actors enacting what are often dissonant ideals and strategies; the various theatres of operation and reception ‘structures’; both frontline and back stage; and the debates that revolve around humanitarian action in the region. The local community is falling apart whilst to those incoming it represents a gateway to freedom. It is becoming a mini theatre of conflicts that echo wider debates on the political future of Europe. 相似文献
