Over the past few decades, new forms of citizenship have emerged in the context of a globalizing and urbanizing world. The government of citizens and economies, it is argued, is increasingly trans‐, supra‐, or sub‐national in scale, and characterized by the eclipse of Keynesian welfarism and rights‐based citizenship. Scholars have documented the emergence of targeted, risk‐based, and workfarist governmentalities and political economies at various spatial scales, and have even described emergent forms of citizenship as "post‐national". And yet, in many countries we are concurrently confronted with massive symbolic and fiscal reinvestment in national militaries, particularly in the welfare of personnel. Given this, and the longstanding relationships between the nation‐state and military service, it is curious that the soldier has hardly figured in recent discussions about citizenship. This paper provides a genealogy of the soldier‐citizen in Canada, from iconic national worker‐citizen in the post‐World War II period to its recent anxious positioning at the intersection of "domestic", entrepreneurial, workfarist citizenship, and the widespread re‐emergence of militarism and national security. It demonstrates that the military citizen has at key times been a template for innovations in social forms of national government, and argues that the soldier has been a crucial figure in their re‐engineering in recent years. Situated amidst transformations in work and worker‐citizenship, and at the intersections of political struggles in both the domestic and international spheres, the soldier provides a unique lens on questions of the national and the social. Through an engagement with the labour of social citizenship, and the war work that initiated many of its governing techniques, the military citizen emerges as a critical figure in the contemporary neoliberal nation.  相似文献

从跨学科视角系统梳理经济学、综合性人文社会科学、地理学和统计学对中国农村多维贫困概念和研究范式的不同理解。研究发现:①各学科的研究有很多相似之处,包括对“动态多维贫困”等概念的关注,对“多维贫困测量与识别”等议题的探讨,以及对多维贫困分析框架的广泛应用;②各学科的研究又各具特色,一是经济学衍生了“资产贫困”概念,地理学衍生了“空间贫困”和“综合贫困”概念,综合人文社会科学衍生了“隐性贫困”概念;二是在研究议题上,经济学和综合性人文社会科学涉及面较广,对新时代多维贫困问题探讨较多。经济学和统计学在多维贫困动态研究上更具优势。地理学更具有空间和综合思维,对多维贫困时空分析与贫困的可视化表达等方面特色鲜明;三是在分析框架上,经济学、综合性人文社会科学、地理学在传统分析框架的基础上,已经做出了积极的探索。在此基础上提出未来中国农村贫困研究拓展的主要方向,以期为深入开展本领域研究提供参考。  相似文献

In order for all citizens to fully belong to a nation or a community, they must have membership in that society’s institutions, systems and social relations on both the formal and everyday levels. Heritage sites are public institutions of formal cultural presentation and informal social encounters where society demonstrates community membership. But in a country such as Canada where global economics and popular culture combine with an unprecedented influx of immigrants, how a community imagines itself and articulates its heritage is changing radically. Canada’s National Historic Sites (NHS) is among the important public institutions devoted to both the presentation of heritage and demonstration of citizen membership. This paper describes how this institution is adapting to changes in imaginings about citizenship, on both the formal and informal level. It looks at how NHS is expanding the involvement of all citizens in the why, what, how and to whom of heritage presentation, evolving its practices to include ethic minorities in its imaginings of Canadianness. Using as an example a new NHS exhibit and designations related to the Underground Railroad and African‐Canadians, the paper considers how historic sites, as formal instruments of the state, can be re‐tuned as informal sites of discourse and negotiation about identity, citizenship and belonging.  相似文献

The state of Tasmania, the smallest in the Commonwealth of Australia, has recently reformed its law relating to relationships by amending over 100 pieces of legislation to include a range of relationships, including lesbian and gay partnerships, among those given recognition and legal entitlement. This government-sponsored legislation is represented as central to the program of economic revival, social reform and branding described as ‘the New Tasmania’. This article locates the relationship reform in this discourse of Tasmania's newness and in the context of neo-liberal approaches to globalisation. It argues that sexual citizenship takes a multitude of forms and its value, like the value of relationship reform legislation, cannot be easily determined. Indeed, it asks whether sexual citizenship as a form of belonging can ever be disentangled from the various contexts where it is performed. It concludes by privileging the desires and performances of sexual citizenship over the constitution of sexual citizenship in rights or recognition.  相似文献

The 'problem' of skating has been conflated with a 'problem' with young people in public spaces, reflecting a rise in fear of crime from the mid-twentieth century and referencing more general questions about public space and citizenship. My task in this paper is to highlight some of the tensions between skating and urban governance in Franklin Square, Hobart, the capital city of Tasmania in Australia. This task is indebted to ideas about governance and citizenship advanced by Nikolas Rose; about the proper city as conceived by Michel de Certeau; and about fortress strategies and species of spaces promulgated by Stephen Flusty. Franklin Square functions in two ways in this work. First, its examination encourages consideration of local cases. Second, it can be deployed as a heuristic device through which to explore the edges of public space and citizenship. The essay is intended to make two contributions to social and cultural geography, one enlarging on some well-rehearsed debates about situated and contested socio-spatial relations in what I hope are innovative ways, the other unsettling particular strategies that place skaters 'on the edge' and yet draw them into particular domains of citizenship via specific practices of urban governance.  相似文献

Growing numbers of fee-paying ‘volunteers’ leave the UK each year to work on international nature conservation projects. Powerful advocates argue that such volunteering offers active global environmental citizens the opportunity to make a difference, delivering public services through a politically and economically appealing model of social enterprise. This paper reviews the geographies of citizenship performed in international conservation volunteering from the UK to critically examine these claims. It draws on and develops three conceptual approaches from political geography. First, it examines international conservation volunteering as a mode of cosmopolitan global environmental citizenship, guided by the universal framework of natural science across a flat earth of difference making opportunities. Second, it reviews the material reality of conservation volunteering as an illustration of the neoliberal and neo-colonial tendencies within mainstream global environmentalism. Third, it moves beyond these familiar theoretical tropes to present a more-than-human account of international conservation volunteering from the UK. This attends to the material assemblages of human and nonhuman bodies, practices and affects caught up in within these expressions of citizenship. In conclusion the paper critically compares the different materialisations of citizenship offered by these approaches. It finds that the geographies of citizenship performed within the sector are neither ‘global’ or ‘environmental’, nor do they comprise modes of citizenship that embody planetary humanism or panoptic rationalism. Instead, the modes, subjects and spatialities of citizenship performed here are asymmetric, affective and more-than-human. This has important implications for the scope, practices and future of international environmental politics and for the emerging sub-discipline of the geographies of citizenship.  相似文献

This paper draws on empirical research in South Africa to explore questions about the exclusionary nature of citizenship, the problems and possibilities of participatory citizenship and its potential reconceptualisation through the lens of gender. The paper examines some of the major debates and policies in South Africa around issues of citizenship, participation and gender and explores why the discursive accommodation of gender equity by the South African government is not fully realised in its attempts to construct substantive and participatory citizenship. It explores some of the emergent spaces of radical citizenship that marginalized groups and black women, in particular, are shaping in response. Findings suggest that whilst there are possibilities for creating alternative, more radical citizenship spaces, these can also be problematic and exclusionary. The paper draws on recent feminist writing to examine the possibilities for rethinking citizenship as an ethical, non-instrumental social status, distinct from both political participation and economic independence. This reframing of citizenship moves beyond notions of ‘impasse’ or ‘hollowness’, challenges the public/private distinction that still frames many debates about citizenship and considers the emancipatory potential of gendered subjectivity. The paper argues that citizenship is shaped by differing social, political and cultural contexts and this brings into sharp focus the problematic assumption of the universal applicability of western concepts and theories.  相似文献

Janitors in Canada increasingly suffer from what I call here “sweatshop citizenship”, which is a combination of disintegrating workplace rights and eroding social citizenship rights. This condition has been institutionalized by neoliberal state policies which have undermined the welfare state and the assumptions of citizenship which it embodied. Through an exploration of how sweatshop citizenship is being instituted in Ontario and British Columbia, I consider the difficulties which contemporary industrial practices in the cleaning industry and anti‐union legislation are presenting janitors, together with the possibility for their resisting such conditions.  相似文献

This article considers the relationship between Aboriginal peoples in Canada and the nuclear industry in the contemporary geography of Canadian Nuclear Fuel Waste management. It explores the ways in which the knowledge produced by the Canadian nuclear industry, through the work of the Nuclear Waste Management Organization about nuclear waste, its management and its effects, gains primacy over the knowledge and experience of the Serpent River First Nation (SRFN). I identify a discourse of citizenship as instrumental to pursuing and maintaining industry control over knowledge produced about this policy issue. Of particular interest is the manner in which this discourse operates to disqualify and subjugate the alternative experiences of, and knowledge about, nuclear waste and radioactivity contained in the oral histories and testimonies of the SRFN. I suggest that the discourse marginalizes the knowledge of the SRFN through the use of scaled representations of identity and place, to create a particular 'Canadian' account of the fuel chain and its effects.  相似文献

Discussions of the place of drink in Britain between 1856 and 1914 were centrally concerned with alcohol as a public problem. Temperance organizations like the United Kingdom Alliance largely abandoned their attempts to reform individuals and instead demanded the prohibition of drink sales. This new concern for the public sphere of politics and public opinion was matched by a new sensitivity to the social contexts of drinking, the role of the drink trade and rituals of conviviality. Temperance documents thus allow us to glimpse two new senses of the public: a wider public sphere, in which the Alliance sought to organize public opinion through lectures, the press and the preparation of moral statistics; and a space of social interaction governed by rational behaviour and ideals of citizenship. It is also possible to construct a contrasting, 'customary', sense of public space based upon drink as a form of gift exchange which symbolized strong bonds of reciprocity. In striving to replace these ties with more abstract and political senses of citizenship and democratic rights, temperance workers played a part in the remaking of understandings of public space as a mirror image of the public sphere.  相似文献

ABSTRACT. The traditional distinction between civic and ethnic citizenship continues to dominate the study of citizenship concepts. In recent years, various authors have questioned the dichotomous character of these concepts. In this article, we empirically investigate the applicability of this dichotomy based on an analysis of International Social Survey Programme (ISSP) survey data across thirty‐three societies. The analysis demonstrates that this dichotomous structure can indeed be detected and therefore the theoretical dichotomy can be considered as empirically valid. While ethnic citizenship refers most strongly to having national ancestry, for civic citizenship the most important criterion seems to be to obey national laws. However, the ethnic concept of citizenship can also be defined in a negative manner: for ethnic citizenship, obeying the national laws is clearly not a sufficient condition. Further analysis also reveals that the measurement of both concepts is not equivalent cross‐nationally, so that findings on civic and ethnic citizenship are difficult to compare across societies.  相似文献

This article considers both the racialised and the gendered nature of citizenship in France, combining a reading of the construction of French citizenship and its exclusive nature with a discussion of the implications of the parity debate for other social categories besides gender. A historicised consideration of the French concept of citizenship is followed by a brief account of the place of the French Caribbean and its population in the Republic, emphasising the role played by the republican tradition in the exclusion of both French West Indians and French women. The article argues that gender parity leads to the discussion of other categories of difference, such as 'race', and demonstrates the need for more engaged debate of this issue.  相似文献

Abstract

The use of the computer and its capabilities in the social sciences – psychology, sociology, economics, political science and history – are here discussed. It is suggested that the computer is essential to research in these disciplines and examples are given where certain research projects could not be undertaken without the capabilities of the computer. Three uses which are common to all the social science are described. First, there is a discussion of several computer-based statistical packages which have been specifically developed for the social sciences. Next, there is a presentation of the development of models and particularly casual modeling. Finally, computer-based bibliographic methods and capabilitie are described. More specific applications are: on-line control psychological experiments stimulus presentation, data acquisition, the simulation of psychological functions and the computer a a surrogate clinician; also the application of information-processing model in cognitive psychology. In sociology, the computer is used in social science surveys and particularly in the recent development of computer-based telephone survey techniques. In economics, there is a discussion of econometric modeling and particularly of Project LINK, a worldwide economic model. Finally, a number of examples are given of the use of computers in political science and historical research. It is concluded that the computer is a basic tool in social science research.  相似文献

A frequently expressed criticism of cosmopolitanism by liberal nationalist theorists is that its moral universalism is incompatible with national identity and patriotic obligations, defined as obligations to the nation and to fellow nationals. While some scholars of cosmopolitanism agree with this incompatibility argument, others contend that nationalism, cosmopolitanism, and patriotic duties are not rivals. However, few efforts have been made to examine the relationship between cosmopolitanism, nationalism, and patriotic obligations at the level of individual people. Drawing fresh insights from psychological approaches to social identity, I argue that cosmopolitan individuals have an integrated dual identity that embodies both nationalism and world citizenship, and this dual identity is compatible with patriotic obligations. Using data from the 2010–2014, round of the Word Values Survey, I show that cosmopolitans who identify as world citizens also identify with the nation and are willing to perform the ultimate patriotic sacrifice of going to war to defend their country. Upending certain convention wisdoms, this result indicates that cosmopolitan and national identities are compatible and cosmopolitan identity does not hinder patriotic obligations.  相似文献

While rights and freedoms of sexual citizenship have been foregrounded in geography, vaguer attention has been given to questions of political obligation. Feminist work on political obligation, grounded with a framing in political ecology of disease, however, provides a means to correct this neglect. Empirically, I narrate a story of local public health politics in Seattle, WA. There, a cultural panic played out in the media over the alleged failure of political obligations by gay men around sexually transmitted infections. Political obligation and ecology usefully extend the concept sexual citizenship on its own terms by moving beyond a rights-versus-obligation polarity, highlighting the biophysical realities of sex, recognizing the spaces in which sex occurs, and noting the social relations inherent in sex and sexuality. Thus, this paper contributes to deeper thinking for activists involved in working through these questions as well as bolstering the notion of sexual citizenship in political geography.  相似文献

In late colonial Basutoland and early independence Lesotho, the issue of who could access citizenship rights and passports became increasingly important. Political refugees fleeing apartheid South Africa took up passports on offer in the territory to further their political work. Basotho residents also took up passports in increasing numbers as a way of safeguarding their economic, social and political rights on both sides of the border. The lure of a Citizens of the United Kingdom and Colonies (CUKC) passport drew refugees to Basutoland in the early 1960s, but it was South Africa’s decision to leave the Commonwealth in 1961 that spurred many in Lesotho to formalise their imperial citizenship as well, even as independence for Lesotho became increasingly likely. The stories of those taking up papers illuminate how citizenship became a space for contestation between individuals and governments. The stories also show how the concept of the transfer of power does not accurately reflect the ways in which the sovereignty of newly independent African states, apartheid South Africa and the United Kingdom were all limited by a series of decisions made in the late colonial period. Tracing these stories helps us better understand the limitations of the term ‘decolonisation’ for reflecting the understandings and complications of citizenship in 1960s and 1970s southern Africa.  相似文献

This paper aims to cast light on specifically French constructions of gender, citizenship and nationhood and articulate two bodies of work, one dealing with political mobilizations of racialized minorities in the French context, and the other dealing with gender concerns in urban policy. Emerging social movements in the urban area of Paris are having to take position in a context in which a normative “state feminism” is being used to stigmatize working‐class neighbourhoods in the banlieues as well as their male inhabitants. This paper considers the “double bind” in which feminist activists, and women more generally, find themselves as a result. It argues that some formerly silenced groups are being granted space for expression by the current foregrounding of “women” in urban policy. Drawing on bell hooks' insights on the margin/centre tension in feminist theory as a useful way of thinking about the spatial dimension of these issues, the paper looks at one group in particular that defines itself and its strategies in spatial terms.  相似文献

Why do states configure their citizenship laws in certain ways? Why do they allow or prohibit dual citizenship? Why was it only in 1946 that Canada decided to enact its first citizenship law which prohibited multiple national allegiances? Why was a similar proposal abandoned in 1931? And why was this citizenship law changed in 1977 to allow dual citizenship? A common answer is that citizenship reflects the national “identity” of each nation-state. Through a perusal of the debates regarding citizenship laws in Canada, I locate the particular motivation for introducing those laws. I argue that although the symbolic element of citizenship laws is significant, citizenship laws are enacted as a political instrument to achieve immediate and specific goals. In particular, accepting dual citizenship in Canada should be seen as a one of the strategies political elites tried in order to incorporate English and French speakers under the same flag.  相似文献
