Contrasting perspectives of international companies and civil society groups have divided recent debates about corporate responsibility in developing countries. The Corporate Social Responsibility discourse has been promoted by business lobbies, emphasizing the role of international companies in voluntarily contributing towards the solution of pressing social and environmental problems through partnerships with other stakeholders. The notion of corporate accountability has become the rallying point for sustainable development, demanding stricter regulation of corporate behaviour by national governments and the enactment of an international corporate accountability convention. This article assesses the promises and pitfalls of these two competing approaches to industries in South Africa. The article argues that a multi-level approach is necessary to the impact of CSR and corporate accountability initiatives. It concludes that CSR may improve environmental management systems and reduce corporate pollution levels whereas corporate accountability approaches may provide important incentives for companies to improve their environmental performance, assist in the development of national environmental governance frameworks guiding company-community interaction, and facilitate the enforcement of national legislation pertaining to corporate responsibility. However, both approaches fail to address the underlying, globallevel structural causes of conflicts between companies and stakeholders affected by their operations. These conflicts can only be reversed by fundamental changes in the global economy.  相似文献

The May 2005 issue of International Affairs addressed the theme of critical perspectives on Corporate Social Responsibility (CSR) in the developing world. The aim of this article is to take the debate a step further. Five researchers and practitioners on corporate social responsibility and development in various regions in the developing world—Central America, Pakistan, China, Vietnam, Argentina and India—using knowledge gained by their empirical research, argue that the management-oriented perspective on CSR and development is one-sided. While recognizing that critical approaches to the question have emerged, there is still a need to know which issues should form part of a critical research agenda on CSR and development.
In this article the authors seek to fill this gap in order to facilitate a more in-depth investigation of what CSR initiatives can or cannot achieve in relation to improving conditions of workers and communities in the global South. They suggest that a critical research agenda on CSR and development should encompass four areas: a) the relationship between business and poverty reduction; b) the impact of CSR initiatives; c) governance dimensions of CSR; and d) power and participation in CSR. Such an alternative critical approach focuses on society's most vulnerable groups and adopts a 'people-centred' perspective as a counterbalance to the dominant 'business case' perspective. The authors conclude that this has significant implications for CSR practice.  相似文献

Using the example of multinational oil companies, this article suggests that there are fundamental problems surrounding the capacity of private firms to deliver development and the aspiration of achieving development through Corporate Social Responsibility (CSR) may be fundamentally flawed. The article is based on an extensive twelve-month research project on the Gulf of Guinea region funded by the Nuffield Foundation. This research identified a number of constraints to a developmental role for CSR: the subservience of CSR schemes to corporate objectives; country- and context-specific issues; the failure to involve the beneficiaries of CSR; the lack of human resources; technical/managerial approaches of company staff and the lack of CSR's integration into larger development plans. But even if private companies were able to overcome practical problems, it argues that the current CSR agenda fails to address the crucial issues of governance and the negative macro-level effects that multinational companies cause in host countries. The article concludes by suggesting that a focus on CSR may divert attention from broader political, economic and social solutions for developmental problems.  相似文献

As anthropologists and other critics of capitalism turn their attention to the controversial and burgeoning corporate social responsibility (CSR) movement, most focus on conflicts in community relations and environmental degradation. Few scholars have examined equally pertinent questions of labor restructuring, even though these transformations emerged at about the same time as the rise of CSR. In this article, we draw on research in two Peruvian mining communities to explore the potential contradiction between the simultaneous mandate for corporations to present themselves as responsible employers, on the one hand, and the drive to rationalize labor and reduce financial responsibility for the workforce, on the other. We suggest that for both corporate officials and some scholars, this tension remains a latent one because CSR discourses and documents generalize corporate interests as the interests of mines as a whole.  相似文献

Corporate Social Responsibility (CSR) has become a major focus of interest for development practitioners in recent years. While development NGOs have been critical of voluntary corporate initiatives, official development agencies have taken a more positive view and in some cases encouraged CSR. This article locates the growth of CSR in the context of global deregulation since the early 1980s, highlighting the key drivers that have led to its adoption by many leading transnational corporations. It then describes the factors that have led to the recent emphasis given to CSR by both bilateral and multilateral development agencies and the United Nations. A framework for analysing the links between foreign direct investment and poverty is developed focusing on the impacts on the poor as producers, consumers and beneficiaries of government expenditures. This framework is used to illustrate the limitations of CSR in terms of likely impacts on poverty reduction through each of the channels identified and also to point to areas in which CSR may have some positive benefits. Overall, the article concludes that it is unlikely to play the significant role in poverty reduction in development countries that its proponents claim for it.  相似文献

This study examines the association between corporate social performance (CSP) practices and membership in Business for Social Responsibility (BSR) between 1992 and 2006. BSR is a business association that seeks to help its members adopt enhanced CSP practices. While there is an emerging literature examining voluntary initiatives as alternative policy mechanisms to regulations, most research is focused on initiatives that emphasize environmental protection. Further, studies suggest that membership in strictly voluntary initiatives tends to be associated with lower environmental performance because of “free‐riding” behavior by participants. BSR differs along two dimensions when compared with other voluntary initiatives examined in the literature. First, it is a comprehensive voluntary social initiative that helps firms from diverse industries address multiple CSP issues simultaneously. Second, it might limit opportunism by not offering blanket certification to its participants. Our results indicate that BSR members exhibit greater levels of positive social impacts without demonstrating significantly different levels of negative social impacts. This suggests that participation in voluntary initiatives that avoid granting blanket certifications may be associated with the adoption of new corporate social responsibility practices but not linked to the shedding of entrenched routines that produce negative externalities.  相似文献

Abstract: Adopting a historical materialist position, this article looks at new methods deployed to expand processes of accumulation and the impact that this has at different scales. Focusing upon the Baku–Tbilisi–Ceyhan (BTC) oil pipeline (traversing Azerbaijan, Georgia and Turkey), the article pays particular attention to the technocratic tools of “social neoliberalism” and corporate social responsibility, which variously incorporate environmental and social impact assessments, community investment programmes and voluntary codes of conduct. While such approaches seek to relegitimise the efforts of capital and its assistants and mitigate their risks, the assessment below details how these approaches actually assist in facilitating an increase in risk for many people. The article begins by looking at the accumulation drive pushing BTC and then provides an account of how new approaches to pipeline governance have both emerged and been incorporated into the project. The article then details what it is that these approaches have actually facilitated at four scales—the local, the national, the regional and the supra‐regional.  相似文献

ABSTRACT

Outbound tour operators are key actors in international mass tourism. However, their contribution to more sustainable and inclusive forms of tourism has been critically questioned. Drawing from new institutional theories in organization studies, and informed by the case of one of the largest Scandinavian tour operators, we examine the corporate social responsibility (CSR) and sustainability work in large tour operators and the challenges faced in being more inclusive. On the basis of in-depth interviews with corporate officers, document analysis and media reports, we show how top-down coercive and normative pressures, coming from the parent company and the host society shape the ability of the daughter corporation to elaborate a more inclusive agenda. However, daughter companies do not merely comply with these institutional pressures and policy is also developed from the ‘bottom-up’. We show how the tour operator's sustainability work is also the result of organizational responses including buffering, bargaining, negotiating and influencing the parent organization. By creating intra and inter-sectoral learning and collaborative industry platforms, MNCs not only exchange and diffuse more inclusive practices among the industry, but also anticipate future normative pressures such as legislation and brand risk. Daughter organizations help shape their institutional arrangements through internal collaborative platforms and by incorporating local events and societal concerns into the multinational CSR policy, especially when flexible policy frameworks operate, and the corporate CSR agenda and organizational field are under formation. However, risks do exist, in the absence of institutional pressures, of perpetuating a superficial adoption of more inclusive practices in the mass tourism industry.  相似文献

This article critically examines the contours of ‘care transnationalization’ as an ongoing social process and a field of enquiry. Care transnationalization scholarship combines structural understandings of global power relations with an emphasis on social interactions between defined actors in ways that keep sight of human agency, material welfare and wider social development. It has, however, tended to privilege particular forms, dynamics and sites of care transnationalization over others. The body of research on care labour migration, which is otherwise the most developed literature on care transnationalization to date, contains a number of biases and omissions in its coverage of border-spanning relations and their mediation across country contexts. At the same time, other significant forms of care transnationalization, such as those involving consumer-based care migration, corporate restructuring and the formation of care policy, have suffered from comparative neglect. Working towards an integrated agenda that addresses these diverse expressions of care transnationalization and how they ‘touch down’ in a range of sectoral, social and country contexts is of prime importance to policy research agendas directed at understanding the wider development impacts of processes of social and economic restructuring.  相似文献

This article reviews some issues reflected in the 1996 UN Habitat II agenda and recent research on urbanization. The themes of the 1996 Habitat conference were urban development, urban poverty, and governance, civil society, and social capital. It is expected that over 50% of total world population will live in cities in the year 2000. Cities are viewed both as engines of economic growth and centers of severe economic, environmental, and social problems. There is some disagreement about whether cities are rational economic structures or what the World Bank's urban agenda is and its relationship with macroeconomic policy. Discussions of global urban issues are criticized for their neglect of issues of equity and poverty, cultural diversity, and identity and representation. Habitat II also stressed urban sustainability. There is growing recognition that urban management involves more than the "Brown Agenda" of environmental and physical aspects of urban growth. Recent studies identify how politics and power affect people's access to basic urban services. Urban economic activity can also contribute to environmental problems. Urban growth affects the provision of health services. Although there is not a consensus on the role of cities in expanding economic and social development and the best management practices, there is sufficient evidence to indicate that urban processes are varied throughout the developing world. The links between urban and rural areas differentiate cities and expose the need to understand the role of intermediate urban areas surrounding and between larger cities. Poverty has become increasingly urbanized, but the extent of poverty is unknown. Habitat II was an unprecedented effort to engage nongovernment groups, local government staff, trade unions, and the private sector and to emphasize community participation. Networks of trust and reciprocity are key to solving poverty, inequality, and disempowerment problems.  相似文献

In the 1990s, there was a change in capitalist thinking on environmental issues in many global settings, which materialised in what has been termed corporate environmentalism. Beginning with a history of the moulded fibre egg tray and one of its primary manufacturers, this is a case study of how corporate environmentalism came about and was enacted as a confluence of corporate priorities, environmental concerns, production processes, materials, and the development of new measuring tools. Unlike the many environmental history studies that emphasise the role of NGOs and policy developments, this study begins in the business world. More specifically, it is based in the making of environmental knowledge in the form of life cycle assessments and environmental accounts and in the environmental reframing of materials like moulded pulp and plastic. In this way it is the story of how it became reasonable for a manufacturer of egg trays to choose the slogan, ‘Choose Fibre. Save Nature’.  相似文献

'Manufacturing amnesia' argues that the term 'Corporate Social Responsibility' has been abandoned by most South African firms in favour of the term 'corporate social investment'. This has been done in order to divert attention from calls on business to redress the results of its historical contribution to the apartheid system. The discourse of reconciliation has further served to erase memories of past corporate behaviour. It also masks continuing inequalities and unsustainable practices. Business has responded weakly to the pressures for CSR, of which five broad areas are identified and analysed. Voluntary sustainability initiatives have not succeeded and compliance with black economic empowerment charters and environmental standards have to be legislated and regulated. Firms need to reassess their legacies more honestly until which time their CSR contributions will be regarded as cosmetic and self-serving.  相似文献

This article contributes to the burgeoning literature on the geographies of voluntarism by addressing how voluntary sector providers in rural communities respond to the downloading of responsibilities for health and social care associated with public service restructuring. Drawing on a qualitative analysis of long-term care in Ontario, it focuses on the consequent actions of non-profit organizations, community support groups and volunteer caregivers in three different rural settings. Despite evidence of increasingly disproportionate levels of voluntarism amongst rural communities, the results reveal sector- and place-specific opportunities that allow voluntary sector providers to overcome the limitations of the rural service environment. The findings suggest that in the longer run, however, the growing dependence on local solutions will only exacerbate the uneven geographies of health and social care across rural space. Resolving this paradox remains a critical yet neglected challenge for sustainable rural services and communities.  相似文献

Most large tourism businesses have corporate social responsibility (CSR) initiatives that advance environmental, economic and social sustainability. Existing research shows that initiatives often tend to be ad hoc, however, and linked to cost-savings and the reputation of the business. We suggest that this approach equates with Tourism First planning. In response to the greater demands being placed on businesses to act responsibly in the post-2015 era, we propose a Development First framework for CSR that is adapted from Peter Burns’ tourism planning model. This framework has a holistic, sustainable and people-centred focus and enables geographers and other social scientists to analyse the potential for initiatives to lead to positive, long-term development outcomes in different localities.  相似文献

This paper explores an approach to problem-oriented, interdisciplinary field-based courses devised by university consortia in southern Africa and Denmark. The SLUSE (Sustainable Land Use and Natural Resource Management) model has been applied on six three-week field courses within southern Africa and trained over 200 students. Student groups composed of individuals from different academic disciplines that investigated problems specifically devised to integrate social and natural science approaches set the stage for an interdisciplinary approach. The field locations are in rural areas that have a legacy of marginalization, poverty and reliance on natural resources for at least part of their livelihoods thus allowing for environmental and natural resource issues to be investigated. Course evaluations show that students feel they gain invaluable exposure to the innovative field-based learning environment created by the SLUSE approach. The main benefit perceived by hosting local communities was an increase in their self-esteem and to harness the knowledge and experience gained from the courses to further enrich their own communities. On reflection, the students value the opportunity to work cross-culturally, and trying new techniques on ‘real’ issues. To many students the personal challenges they face adjusting to the demands of the field course are as important as the academic outputs.  相似文献

ABSTRACT

The article presents the nuanced role of culture in the sustainable development agenda of the United Nations, highlighting the contribution of UNESCO. While UNESCO has been engaged in the intersections between culture and development since 1980s, when the World Decade for Cultural Development was proclaimed, it was only with the negotiation of post-2015 development framework that culture began to enter the mainstream development discourse. It is argued that this process, influenced by both external and internal factors, has led to the reconceptualisation of the culture-development nexus. While the role of culture in the human development paradigm was focused on poverty alleviation and other human needs, including identity, education, and health, the sustainability agenda significantly widens the possible roles for cultural factors. UNESCO’s three approaches are discussed: culture as a unique dimension of sustainable development, and culture as a driver and enabler of sustainability.  相似文献

Recent studies of administrative reform reveal how underdeveloped still is the state of the art. Although improving, it suffers from serious limitations. Consequently, many reforms fail or fall below expectations. Available administrative tools have a decidedly authoritarian technocratic ring to them, enshrining values beloved to mandarins and social engineers but not necessarily acceptable to social democracies. Here, several current issues such as renewed interest, disputed definition and scope, contrasting approaches and lack of success, are surveyed together with suggestions for a new agenda.  相似文献

The study of the collapse of past societies raises many questions for the theory and practice of archaeology. Interest in collapse extends as well into the natural sciences and environmental and sustainability policy. Despite a range of approaches to collapse, the predominant paradigm is environmental collapse, which I argue obscures recognition of the dynamic role of social processes that lie at the heart of human communities. These environmental discourses, together with confusion over terminology and the concepts of collapse, have created widespread aporia about collapse and resulted in the creation of mixed messages about complex historical and social processes.  相似文献
