This paper reexamines some of the methods and craniometric findings in the classic volume The Ancient Inhabitants of Jebel Moya (Sudan) (1955) by Mukherjee, Rao & Trevor, in light of recent archaeological data and relative to a new dental morphological study. Archaeological evidence characterises these inhabitants as having been heavily influenced by outside sources; yet they managed to establish and maintain their own distinctive culture as seen in the site features and surviving artefact collections. The dental study, modelled after the original craniometric‐based investigation and using the same or similar comparative samples, detected complementary indications of outside biological influence. In the study, up to 36 dental traits were recorded in a total of 19 African samples. The most influential traits in driving inter‐sample variation were then identified, and phenetic affinities were calculated using the Mahalanobis D2 statistic for non‐metric traits. If phenetic similarity provides an estimate of genetic relatedness, these affinities, like the original craniometric findings, suggest that the Jebel Moyans exhibited a mosaic of features that are reminiscent of, yet distinct from, both sub‐Saharan and North African peoples. Together, these different lines of evidence correspond to portray the Jebel Moya populace as a uniform, although distinct, biocultural amalgam. Copyright © 2006 John Wiley & Sons, Ltd.  相似文献

Western preconceptions regarding African sexuality distorted early research on the social context of AIDS in Africa and limited the scope of preventive policies. Key works cited repeatedly in the social science and policy literature constructed a hypersexualized pan–African culture as the main reason for the high prevalence of HIV in sub–Saharan Africa. Africans were portrayed as the social ‘Other’ in works marked by sweeping generalizations and innuendo, rather than useful comparative data on sexual behaviour. Although biomedical studies demonstrate the role of numerous factors that influence HIV transmission among poor people, a narrowly behavioural explanation dominated the AIDS–in–Africa discourse for over a decade and still circumscribes preventive strategies in Africa and elsewhere.  相似文献

Unemployment is a major problem in urban centres in sub‐Saharan Africa. The impact of policies associated with structural adjustment programmes has frequently meant major formal job losses in both the public and private sectors. Although it is widely recognized that there has been a major (further) shift into the informal sector, it is also often claimed that ‘unemployment’ rates have greatly increased. When it is also assumed that net rural–urban migration has continued at a rapid pace, this is believed to be a significant contributor to the rise in unemployment. However, because ‘unemployment’ and ‘underemployment’ are hard to measure and to keep discrete when studying urban Africa, it is apparent that there is much confusion over current levels and trends in unemployment. This article discusses the problems of analysing African urban unemployment, drawing in particular on a recent ILO report, and presents evidence from long‐term research on migrants in Harare which casts doubt on the extent to which net in‐migration is a major factor contributing to unemployment in contemporary, economically adjusting sub‐Saharan Africa.  相似文献

Analysis of the voluntary sector in sub‐Saharan Africa has tended to focus on the role of the NGO, and the types of relationships this institution establishes and maintains with donors, national governments and the communities with which they work. The voluntary sector in Africa is therefore usually defined through, and often treated as synonymous with, the institution of the NGO. As a result, the boundaries of understandings of the ‘third sector’ space occupied by the vast number of NGOs — its origins, the nature of the relationship of voluntary sector actors to the state, the types of organizations that characterize the sector — have tended to reflect a narrow concern with the NGO type and its experiences. This article suggests that this view is too narrow in its gaze. The voluntary sector was not a creation of a post‐colonial (and especially post‐1970s) development crisis. It emerged from an evolving relationship between colonial‐era non‐state (voluntary) actors and governments determined to demonstrate that they were meeting their commitments to the welfare of Africans under their charge. Missions and mission welfare services, expanding across much of rural sub‐Saharan Africa by the beginnings of the twentieth century, and increasingly coordinated from the late 1920s and early 1930s, created the foundations for the emergence of sub‐Saharan Africa's formal voluntary sector as it exists today. This matters for more than just historical accuracy. To understand the constraints, challenges and opportunities faced by NGOs, we need to move beyond a narrow focus on the institution of the NGO itself, and look in addition to the environment in which it operates: its history, its evolution and the shifts that created those conditions.  相似文献

This article analyses the effect of changes in international financial markets on the debt dynamics in sub‐Saharan Africa in recent years. A key development is the rise of the private sector as both a lender and a borrower in African debt markets, a process that is associated with the growing integration of the region into global financial markets. The article argues that the Debt Sustainability Framework of the International Monetary Fund and World Bank has taken some steps to account for this growth of private sector, cross‐border debt, but such steps still fall short of what is needed. A full appreciation of the importance of private debt implies, first, that debt sustainability in sub‐Saharan Africa be understood in the context of countries’ integration in global financial markets and the global liquidity cycles that characterize those markets and, second, that the interplay between private and public debt be monitored in order to provide a fuller picture of the impact of private sector debt on fiscal sustainability.  相似文献

Dental modification was widely practiced in sub‐Saharan Africa as a form of cultural expression, and during the era of the transatlantic slave trade, it was regularly identified in enslaved Africans who were transported to the Americas. Here, we report three new cases of African types of dental modification from the Caribbean island of Saint Martin that were recently encountered during construction activities in the Zoutsteeg area of Philipsburg, the capital of the Dutch half of the island. The artifacts associated with the burials indicate that they date to the late 17th century, prior to the foundation of the town of Philipsburg in 1735. The dental evidence further suggests that the three individuals were born in Africa, as opposed to the Americas. This could be confirmed by tooth enamel strontium isotope measurements which yielded values that are inconsistent with an origin in the Caribbean but consistent with an origin in Africa. Unfortunately, neither the dental patterns nor the strontium isotope values allow us to determine their specific origins in Africa. However, both the methods used to modify the teeth and the isotope ratios suggest that the ‘Zoutsteeg Three’ originated in different parts of Africa. Evidence suggests that a lack of effective checks and balances against corruption undermines the rule of law, the protection of human rights and economic growth in sub‐Saharan Africa. This article suggests the need for an international treaty to establish an African commission against corruption, involving United Nations inspectors to investigate and prosecute corruption. A range of evidence is reviewed suggesting that pressure from constituents as well as international organizations may be effective in compelling African leaders to sign this type of protocol.  相似文献

The narrative of the historic struggle against colonialism is subject to a high degree of political manipulation in North Africa. Myths, memories and symbols based on the struggle against colonial oppression, whether 'true' or not, provide a latent and continually relevant context for understanding and interpreting contemporary events. For both recent North African immigrants, and second, third and fourth generation immigrants to Europe, contemporary injustices and violence, whether perpetrated in Europe or in the Maghreb, are being understood in this historical colonial context. For some, these myths, memories and symbols may be the reason why they join a peaceful, democratic group to lobby for democracy and political transparency. For a minority of North Africans, these symbols of the past are invoked to justify a jihadist challenge to North African regimes and the West. Based on extensive interviews with North African activists and community leaders, this article will show how the collective memory of the abuse of power by the state, both during and after the colonial era, has created a latent mistrust of the West, especially of France. Political repression in North Africa since independence has created a rupture between what was expected from independence and the realities of political life, and North Africans often ascribe this disappointment to the inherently French character of the regimes which were in power during the 1950s and 1960s. North Africans also believe that this is reflected in the continuing active intervention on the part of the West to support these illiberal regimes in the face of democratic and popular challenges. The subsequent senses of injustice and disappointment, relating to the use and abuse of state power, continues to shape North African political mobilization and, worryingly, has created a latent basis for radicalization among North Africans living and working in Europe.  相似文献

This article details recent maritime archaeological research off the town of Elmina in coastal Ghana. Founded in 1482, Elmina Castle was the first and largest European outpost in sub‐Saharan West Africa, and remained a centre of maritime trade for almost four centuries. Survey and diver investigations led to the discovery of several sites, including a shipwreck dating to the mid 17th century, which is characterized by a mass of trade goods, cannon and buried hull remains. A second Dutch vessel dating to c.1700 was documented after its discovery during dredging operations in the Benya Lagoon adjacent to Elmina. These sites present an opportunity to study ships and cargoes involved in the West African trade.  相似文献

This article examines the institutional factors that account for the outcome of efforts to decentralize control over natural resources to local communities. It focuses on the political nature of institutional processes associated with decentralization in sub‐Saharan Africa through a comparative analysis of wildlife management reforms in seven east and southern African countries. Institutional reforms are largely dependent on state authorities' patronage interests, which in turn are shaped by the relative economic value of wildlife, the degree of central control over commercial utilization, and the accountability of governance institutions. Our findings have a range of practical implications for the design of CBNRM initiatives and institutional reform strategies.  相似文献

Fifty‐seven glass samples from Carthage dating to the fourth to sixth century ad were analysed using the electron microprobe. The results show that these samples are all soda–lime–silica glass. Their MgO and K2O values, which are below 1.5%, suggest that they were made from natron, a flux that was widely used during the Roman period. The major and minor elements show that these samples can be divided into four groups, three of which correspond to the late Roman period glass groups that were found throughout the Roman Empire: Levantine I, and ‘weak’ and ‘strong’ HIMT. Of particular interest is our Group 2, which is technologically and compositionally similar to HIMT glass and the CaO and Al2O3 values of which are similar to those of Levantine I. Glass of similar composition has been reported by several authors and is predominantly found dating from the late fifth to seventh century. This could represent a ‘new’ glass group; therefore further study is needed to determine its origin. Also, this study suggests that the Vandal invasion in North Africa did not disrupt the glass trade between Carthage and the Levantine coast.  相似文献

Tarsal coalition is a congenital defect that results when adjacent tarsals fail to separate properly during embryonic development. Anatomically, coalitions present as non‐osseous bridges of cartilage or fibrocartilage – and occasionally as osseous bridges – between two neighboring bones. In skeletons, non‐osseous tarsal coalitions are recognizable as matching lesions between two bones at predictable locations. These coalitions are of interest because they are known to be heritable and are therefore useful for tracing genetic relatives in archaeological cemeteries, because they can be misinterpreted in skeletons as trauma or joint disease, and because they can result in associated pathology. However, despite a considerable literature on tarsal coalition, estimates of coalition frequencies disagree considerably, perhaps due to biases inherent in clinical sampling. In order to gain a better estimate of tarsal coalition frequencies in human populations, data were gathered on 342 European‐Americans from the Terry Collection (Smithsonian Institution), 536 South Africans from the Dart Collection (University of Witwatersrand, South Africa), and 756 medieval Danish skeletons (Anthropological Database, Odense University). The Danish skeletons are archaeological, with sample sizes by coalition type ranging from 366–507 individuals. Examples of eight different types of intertarsal coalition were identified among the 1634 skeletons examined. Overall frequency estimates for tarsal coalition ranged from 2.1%–3.5%. South Africans exhibited significantly higher frequencies in the midfoot, with naviculocuneiform I coalition (1.0%) the most common type. Conversely, no coalitions of the midfoot were found among the Euro‐Americans or medieval Danes. Instead, these groups exhibited calcaneonavicular coalition as the most common type in the hindfoot (2.0% and 2.1% respectively), while calcaneonavicular coalition was among the least common in the South Africans (0.2%). The issue of child labour in the artisanal and small‐scale mining (ASM) economy is attracting significant attention worldwide. This article critically examines this ‘problem’ in the context of sub‐Saharan Africa, where a lack of formal sector employment opportunities and/or the need to provide financial support to their impoverished families has led tens of thousands of children to take up work in this industry. The article begins by engaging with the main debates on child labour in an attempt to explain why young boys and girls elect to pursue arduous work in ASM camps across the region. The remainder of the article uses the Ghana experience to further articulate the challenges associated with eradicating child labour at ASM camps, drawing upon recent fieldwork undertaken in Talensi‐Nabdam District, Upper East Region. Overall, the issue of child labour in African ASM communities has been diagnosed far too superficially, and until donor agencies and host governments fully come to grips with the underlying causes of the poverty responsible for its existence, it will continue to burgeon.  相似文献

This article provides an overview of selected aspects of how the economic security of growing numbers of Africans is linked to international migration. It first examines the emergence since 2005 of a new international policy discourse emphasizing the positive economic benefits of migration through remittance flows, the transfer of ideas and inward investment by migrants. The article outlines European policy responses to the recent upsurge in illegal Africa migration across the Mediterranean and examines the reaction of African governments and the Africa Union to increased migration and the enhanced dependence of African economies on remittance flows. The final section highlights the way in which the accelerated settlement of Africans in the UK prefigures longer term changes in the UK's relationship with Africa.  相似文献

Recent field prospection and test excavations in the Meknassy Basin (Central Tunisia) has revealed many prehistoric sites covering almost all the phases of North African prehistory from the Palaeolithic to the Neolithic. Excavations at the Aïn El-Guettar Mousterian site has yielded a faunal assemblage dominated by bovids and equids. One human tooth was found in situ. The stratigraphic sequence contains charcoal-rich occupation layers with faunal, human and lithic finds. A level with an industry resembling the Aterian was found beneath a Mousterian layer. The excavations at Aïn Oum Henda 2 (Jebel Maloussi) provided many Middle Palaeolithic lithic artefacts, some of which are pedunculates. From the excavations of the Rammadiya El Oghrab (Jebel Bou Hedma) we recovered some bones of antelope, many fragments of ostrich egg shell (among them a worked disc), an enormous quantity of flint (tools and splinters) and of land snails. In spite of the scarcity of land snails and the absence of bone in the rammadiya of Jebel Bou Hedma 1, the site produced a beautiful flint collection including an arrowhead found on the surface, which led us to place the site in the Neolithic.  相似文献

This article examines archaeological studies of the cultural heritage and social dynamics of African descendant populations in the United States and Canada from AD 1400 through 1865. European colonial enterprises expanded in Africa and the Americas during that time span, effecting an accompanying movement of free and captive Africans into North America. Archaeological investigations of early African America are remarkable for the diversity of analytic scales and research questions pursued. This diversity of research efforts has yielded a highly productive, interdisciplinary expansion of knowledge concerning African diaspora histories.  相似文献

India's rise in Africa has been largely overlooked, despite the important implications of the growing presence of Indian corporations and a rise in New Delhi's political ties with the continent. Not only are Indian actors providing much‐needed investment and capital, but Indo‐African connections represent a further important diversification of Africa's international relations, something which reflects a major development for the continent. Indian activity in Africa may be said to constitute a middle ground between China's profit‐maximizing and largely statist approach and the much‐resented intrusive conditionalities associated with western policies. It is evident that India's growing activity in Africa has the potential to help African companies become more efficient by exposing them to competition, new advances in technology and modern labour skills. African governments could potentially use the opportunity of an increased Indian corporate presence in Africa as sources of appropriate technology, skills and advice for economic development. However, if not handled correctly, any goodwill that India possesses in Africa will quickly be squandered and/or India will become just another actor in Africa. It is up to Africans to negotiate with Indian actors to ensure that the benefits accrued from Indo‐African ties are evenly shared and that Indian interest in the continent, alongside that of others, may help to serve as a catalyst for economic revitalization. The key issue is how African leaders can seek to leverage newfound Indian investment and interest in Africa so that Africa's place in global trade networks becomes more proactive and beneficial to the continent's citizens.  相似文献

First identified 100 years ago, the Iberomaurusian is an Epipaleolithic industry that was described from a number of sites across western North Africa. One of these is Grotte des Contrebandiers (Smugglers’ Cave) in Morocco, where Abbé Jean Roche recovered Iberomaurusian materials in excavations in the late 1950s. Although the lithics were published in the early 1960s, subsequent changes in methods and in assessing the interpretive potential of lithic assemblages necessitated a restudy of these collections from Contrebandiers. This study led to a better understanding of the lithic types present and of the use of particular stone raw materials. Iberomaurusians emphasized lithic strategies that maximized use of fine-grained stone to the extent that pièces esquillées should be, among others, a defining criterion for this lithic industry.  相似文献

Europe has taken unprecedented levels of peacetime defensive actions against the perceived demands by African migrants for “absolute hospitality”. In collaboration with politicians across the Mediterranean, European political leaders are authoring a chronotope that removes Africa and Africans from global time. This discursive vision rests on an epistemological reorientation coding all Africans as potential migrants capable of threatening European and African sovereignty and security. This conceptual realignment has seeded a defensive assemblage of coercive controls, sociologies of knowledge, and a campaign to generate sedentary African subjects. Ultimately it is engendering “containment development” aimed at geographically localising Africans’ desires and imaginations. In an era of planetary entanglement and exchange, this discursively and materially excludes Africans from what it means to be fully human.  相似文献
