Microcredit is a concept that has gained widespread acceptance by international development agencies and major donors. It is viewed as a way to correct both governmental and market failure in Sub-Saharan Africa. Many view microcredit as a method for linking the formal and informal sectors of African economies to increase the reach of the formal sector. Extending the reach of the formal economy through microcredit is possible, and desirable, depending on macroeconomic reforms, respect for traditional financing relationships, and local control of institutions. However, very little has been done to determine the extent to which microcredit programs actually increase economic well-being. The model program, Grameen Bank of Bangladesh, has been studied and evaluated, but replications may not be inherently successful. The literature accepts that microcredit will increase economic well-being, if programs are correctly designed. Program design issues cannot be resolved, however, until economic well-being is measured and associated with specific designs.  相似文献

Recently, many local governments have explored or implemented economic development policies involving “local public enterprise,” i.e., local-level public ownership of economic enterprises and other profitmaking productive assets. This policy activity tends to involve enterprises and productive assets not traditionally owned by the local public sector, such as hotels, retail establishments, manufacturing facilities, and sports teams. Involving the public in government decision making regarding sustainable development is a complex and difficult problem. This article suggests that weak public consultation, occurring at the operational planning level, is in part responsible for the lack of policy innovation in this realm. A case study technique considers approaches to public consultation in the development of sustainable development policy in the Canadian province of Manitoba. Using document reviews and qualitative interviews, two specific periods of policy development are traced with the outcomes of each being measured against creative consultative approaches established in the literature. It is revealed that using more complex consultative approaches at the normative policy planning level results in a number of positive implications, including mutual education and learning, participant satisfaction, policy innovation that has broad-based support, and results that have lasting implications on consultative proceshes.  相似文献

To date, there has not been a sustained attempt to bring the philosophy of the Third Way into foreign policy. In order to fill this gap, the authors turn to the idea of 'good international citizenship' pioneered by the former Australian Foreign Minister, Gareth Evans. It is argued that good international citizenship provides a conceptual rationale for an ethical foreign policy as well as a standard for judging the priority accorded to the goals of security, trade and human rights. Through an examination of a number of cases, the authors conclude that Britain's record as a good international citizen has been uneven and argue—against Labour's critics—that the government has set a new course for Britain's way in the world. More importantly, it has encouraged a public debate about the meaning and priority accorded to the promotion of different values.  相似文献

This essay offers a critical appreciation of Mark Lilla's Stillborn God. To his credit, Lilla understands the primacy and enduring appeal of political theology, as well as the danger of intellectual complacency about the underlying principles of modern politics. Lilla maintains that modern politics is a relatively recent and radically novel experiment that aims at nothing less than displacing a primordial and perennial way of constituting politics with reference to the divine. My essay compares Lilla's analysis of the fundamental antagonism between political theology and modern liberal politics to Strauss's analysis of the theological-political problem. In doing so, I bring to light both the strengths and limits of Lilla's attempt to clarify the relationship between politics, biblical religion, and philosophic rationalism.  相似文献

This article constructs a conceptual and normative framework for policy-oriented discussions of environmental uncertainty and risk. Human-caused environmental risks are unavoidable in a technologically and economically advanced society. Contemporary environmentalists deploy ecological and ethical axioms to structure the debate over environmental uncertainty and risk management. They adopt the "imperative of sustainability" and the "precautionary principle" as the foci of an ethical and ecological effort to evaluate and limit environmental risk. The policy implications of these axioms for those engaged in environmental risk and cost/benefit analysis are explored.  相似文献
