Abstract: This paper focuses on wide‐ranging governmental discourses that enable new ways of shaping social and economic affairs in the field of development. Directing particular attention to the Millennium Development Goals, we refer to these discourses as developmentalities. As a form of governmentality produced through these Goals, developmentalities draw on the turn of the century to recast certain development problems and offer reformulated solutions to these problems. We argue that they rely on three forms of neoliberal rationalities of government—information profiling, responsibilization, and knowledge networks, and their calculative practices, to shape global spaces and new capacities for individuals and social groups. Our analysis is based on extensive policy documents, reports, and development initiatives affiliated with the United Nations and other organizations, as well as insights derived from in‐depth interviews and conversations with United Nations policy and research personnel from the Food and Agricultural Organization (FAO) and the United Nations Educational, Scientific, and Cultural Organization (UNESCO).  相似文献

The evident failures of international peacebuilding and statebuilding interventions (PSBIs) have recently prompted a focus on the interaction between interventions and target societies and states. Especially popular has been the ‘hybridity’ approach, which understands forms of peace and governance emerging through the mixing of local and international agendas and institutions. This article argues that hybridity is a highly problematic optic. Despite contrary claims, hybridity scholarship falsely dichotomizes ‘local’ and ‘international’ ideal‐typical assemblages, and incorrectly presents outcomes as stemming from conflict and accommodation between them. Scholarship in political geography and state theory provides better tools for explaining PSBIs’ outcomes as reflecting socio‐political contestation over power and resources. We theorize PSBIs as involving a politics of scale, where different social forces promote and resist alternative scales and modes of governance, depending on their interests and agendas. Contestation between these forces, which may be located at different scales and involved in complex, tactical, multi‐scalar alliances, explains the uneven outcomes of international intervention. We demonstrate this using a case study of East Timor, focusing on decentralization and land policy.  相似文献

An analysis is presented of how a particular psychotherapeutic practice, namely voluntary sector counselling, contributes to and resists neoliberal forms of governance. Neoliberal governmentality invokes a concept of the human subject as an autonomous, individualised, self‐directing, decision‐making agent, attributes fostered in different ways by psychotherapies and processes of professionalisation. In this context I explore accounts of counselling offered by voluntary sector counsellors in Scotland, focusing on practitioners' use of the idea of empowerment to describe what they do, and on how this idea intersects with the professionalisation of counselling. I argue that empowerment and professionalisation both privilege autonomy in ways that are consonant with neoliberal subjectivity, but I also argue that there are points of resistance to the individualisation associated with technologies of calculation on which neoliberal subject formation depends.  相似文献

This paper explores the ways in which practices of asylum governance serve to depoliticise those seeking asylum in the UK. In critiquing claims over the “post‐political” nature of contemporary governance, the paper proposes a focus upon situated practices of depoliticisation which displace those seeking asylum through the production of specific sites of accommodation and specific discourses of risk, security and moralised concern. The paper questions the tendency within “post‐political” thought to strip the potential of modes of informal citizenship through arguing that minor acts of resistance are ineffectual and illusory. In response, the paper explores irregular migrant's “acts of citizenship”, and suggests that such prosaic acts can be powerful forms of political interruption through which new ways of seeing asylum are constructed. The paper concludes by suggesting that an incremental politics orientated around such acts of interruption is essential to challenge the material, affective and discursive closures of asylum domopolitics.  相似文献

The proposition that regional devolution in and of itself will lead to economic success has become deeply embedded in beliefs and policy discourses about the determinants of regional prosperity, and in turn has led to political demands for such devolution. In this paper I seek critically to examine such claims, using the case of the north‐east of England as the setting for this examination. The paper begins with some introductory comments on concepts of power, regions, the reorganization of the state and of multi‐level governance, and governmentality, which help in understanding the issues surrounding regional devolution. I then examine the ways in which north‐east England was politically and socially constructed as a particular type of region, with specific problems, in the 1930s — a move that has had lasting significance up until the present day. Moving on some six decades, I then examine contemporary claims about the relationship between regional devolution and regional economic success, which find fertile ground in the north‐east precisely due to its long history of representation as a region with a unified regional interest. I then reflect on the processes of regional planning, regional strategies and regional devolution, and their relationship to regional economic regeneration. A brief conclusion follows, emphasizing that questions remain about the efficacy of the new governmentality and about who would be its main beneficiaries in the region. The extent to which devolution would actually involve transferring power to the region and the capacity of networked forms of power within the region to counter the structural power of capital and shape central state policies remains unclear.  相似文献

While much attention has been paid to the ways in which the private sector is now embedded within the field of development, one group of actors — for-profit development consultancies and contractors, or service providers — has received relatively little attention. This article analyses the growing role of for-profit consultancies and contractors in British aid delivery, which has been driven by two key trends: first, the outsourcing of managerial, audit and knowledge-management functions as part of efforts to bring private sector approaches and skills into public spending on aid; and second, the reconfiguration of aid spending towards markets and the private sector, and away from locally embedded, state-focused aid programming. The authors argue that both trends were launched under New Labour in the early 2000s, and super-charged under successive Conservative governments. The resulting entanglement means that the policies and practices of the UK government's aid agencies, and the interests and forms of for-profit service providers, are increasingly mutually constitutive. Amongst other implications, this shift acts to displace traditional forms of contestation and accountability of aid delivery.  相似文献

This article examines the extent to which local governments in North Carolina embrace innovation in their economic development activities. The study makes a distinctive theoretical contribution by examining the relationship between innovation in how economic development policies are administered and implemented (using concepts associated with governance and NPM), and innovation in what is substantively done (policy innovation). An analysis of the results from a statewide survey of local governments in North Carolina finds that certain governance/management variables are significant determinants of economic development policy innovation. An implication of this finding is that new ways of doing economic development may go hand‐in‐hand with new ways of governing and managing. Many of the governance/management variables are also positively associated with the use of a greater number of traditional economic development strategies and tools. This suggests that local governments may find it helpful to be innovative in how they implement economic development irrespective of the substantive policy orientation of particular strategies and tools.  相似文献

This article studies the case of a workers’ strike in Myanmar's ready‐made garment sector to illustrate how differently‐situated actors have engaged at multiple scales to influence emerging forms of labour regulation in the country. The analysis is drawn out through the historicization of domestic regulatory transformation. As a hegemonic project targeting industrial peace for purposes of capital accumulation, Myanmar's labour regime has been shaped by various actors outside of government circles, including International Labour Organization (ILO) personnel, Myanmar trade unionists, foreign governments, transnational corporations, domestic capitalists and Myanmar workers. Proposing a multi‐scalar reading of labour regime transformation attentive to constitutive processes of contestation, the study analyses ways in which varied, and at times unofficial, relations coalesce to shape labour regulation.  相似文献

This article explores attempts to construct ‘regulatory capacity’ in developing countries, focusing on the work of the Organisation for Economic Co‐operation and Development (OECD) and its role as an international standard‐setting institution in regulatory governance. The article explores how the construction of specific forms of regulatory capacity, and attempts to orchestrate the adoption of regulatory reform agendas in emerging economies, reflect broader processes of political‐policy transfer that impact state capacity and the ability of developing states to manage economic development. By analysing the OECD's engagement practices with third party organizations such as APEC (Asia‐Pacific Economic Cooperation organization) and ASEAN (the Association of Southeast Asian Nations) and its specific engagement with emerging economies through country ‘reviews’ and ‘audits’, the author explores the implications for state capacity in terms of the adoption of regulatory systems of governance.  相似文献

The growing private sector in the post-reform Vietnamese economy and its new forms of mobilisation have led to newly emergent social forces that have shaped internal state agendas and political deliberations. With a view to exploring the nature of institutional change in Vietnam, I argue that business associations have played a crucial intermediary role between the state and the private sector over past decades. These associations and the spaces of governance that they constitute are neither characteristic of autonomous actors as suggested by liberal theory nor a form of state corporatism. This paper adopts the “state-in-society” approach, which contends that the state and society should be considered through new governance spaces within the state. These spaces create institutional mechanisms for interaction between the government and business, and provide a framework for deliberative engagement between state and non-state actors. This framework will be tested through an examination of associations of small and medium enterprises in Ho Chi Minh City and their connections to the city authorities. I argue that business associations will be accommodated by the state and will coalesce with existing bureaucratic interests. This proposition contributes to the new research agenda that applies the state-in-society approach to post-socialist institutions.  相似文献

Human trafficking inspires strong responses from feminists and other interested parties. This article takes the UK anti-trafficking measures as a case study to explore the interaction between discourses of trafficked women's vulnerability to sexual harm, and national vulnerability to external threats such as organized crime. Drawing on feminist engagements with human trafficking and commercial sex, my aim is to contribute to these debates. I explore how the government's moralistic response to trafficking reflects a particular form of regulation that animates new systems of governmentality and biopower. Against this backdrop I attempt to advance feminist perspectives on trafficking by demonstrating the relationality between UK anti-trafficking measures, and its plans to reorganize its regulatory capacity overseas. I suggest an interpretation of UK overseas anti-trafficking measures that foregrounds respatialized border and immigration controls. I show how this kind of regulation works on and through the bodies and behaviours of government actors. I conclude that while aspects of these overseas interventions do go some way to protect trafficked women, they do not operate in isolation of other geopolitical agendas.  相似文献

The notion of “spatial planning” has emerged as something of a new planning orthodoxy. Underpinning it lie various notions of integration—of policy communities and agendas, for example. This paper considers the evolution of integrated spatial planning in the various UK territories, focusing particularly on the experiences of Scotland. It analyses horizontal and vertical forms of integration using the notion of “governance lines”. These help explore the interaction between policies and actions at various spatial levels to examine how governance action can be re-scaled. A focus on Scotland highlights both divergence from European experience and a number of long-standing, but often subtly different, concerns for planners. Notable among these are the power spatial planning has in other policy sectors to pursue integration, and the co-ordination of land-use issues and infrastructure delivery. These issues present challenges for agendas of integration and highlights their political nature, raising as they do questions such as: how far can integration be pursued in the contemporary governance landscape; and thus to whom and on what might focuses on integration be directed? Such an analysis suggests potentials and limitations for a spatial planning agenda in the future.  相似文献

ABSTRACT

This article explores how a particular narrative of de-secularisation, the ‘restorative narrative,’ is shaping US foreign religious policy and practice. It develops two arguments about efforts to stabilize religion as an object of governance and restore it to international politics and public life. First, this narrative re-instantiates and energizes particular secular-religious and religious-religious divides in ways that echo the narratives of secularisation that it claims to challenge and transcend. Second, it contributes to the emergence of new forms of both politics and religion that are not only subservient to the interests of those in power but marginalize a range of dissenting and nonconforming ways of life. This has far-ranging implications for the politics of social difference and efforts to realize deep and multidimensional forms of democratization and pluralization. The argument is illustrated through discussions of recent developments at the US State Department, the evolving practices of US military chaplains, and the politics of foreign religious engagement in the context of the rise of Turkish Islamist conscientious objectors.  相似文献

Abstract: A legal drug commonly consumed in Yemen, qat is often a flashpoint over development and business practice. Qat markets are sites for exploring the interaction between cultural economic practices surrounding qat production, urban politics, and broader questions of development in Yemen. Given the weakness of the Yemeni state relative to other institutions, this context is particularly helpful in theorizing localized forms of governance. Using interviews with various members of the qat industry in Sana’a, Yemen's largest city, this paper discusses the spatial and discursive strategies of qat vendors as they seek to produce and regulate their economic spaces. Central to this discussion is an exploration of Laclau's framework of hegemony and Foucault's ideas of governmentality, in the context of struggles for control over economic space playing out on the streets of Sana’a.  相似文献

Abstract: New state spaces can be seen as products of the interaction between emerging initiatives and pre‐existing institutional arrangements ( Peck 1998 , Space and Polity 2:5–31). In the devolved territories of the UK devolution has created new political centres of policy formulation and this paper is concerned with how devolved policy initiatives are reshaping and rescaling sub‐national spaces of governance. We focus on the rescaling of transport governance in Scotland through a nationally orchestrated process of regionalisation involving the creation of Regional Transport Partnerships (RTPs), an initiative that has been shaped by tensions between changing national political objectives and local interests. Our approach draws on Neil Brenner's “new state spaces” (NSS) framework, which has value in emphasising the historically embedded and path‐dependent nature of restructuring processes. At the same time, its abstract nature leads the NSS approach to privilege the broad processes that generate new configurations of state power over the complex politics associated with the restructuring of particular spaces. In response, we suggest a new theoretical synthesis that draws NSS together with the ancillary notions of “regional armatures” and “the politics of scale” to provide a stronger purchase on the political agency and struggles that “form” and “mould” particular spaces.  相似文献

This paper examines the operation of a network governance experiment that accompanied political and policy responses to an economic shock in an Australian provincial city. The economic shock was precipitated by the closure of a steelworks operation, wiping out a significant base of employment in the city. Challenges to the operation of network governance raised in the study relate to: asymmetries of information, capabilities, resources and power; political agendas by higher-tier governments; the diverse calls of interests and, not least, the tensions and indeterminacies of a liberal, market-oriented variety of capitalism. Implications for the development of network governance approaches are discussed.  相似文献

Business improvement districts (BIDs) are increasingly being advanced in a range of national contexts as a new delivery mechanism for securing improvement, regeneration and enhanced service delivery in specifically delineated districts. This paper considers BIDs as an example of a modern institutional design that is reconfiguring existing economic and legal regimes within town centres. Drawing on the theories of new institutional economics and transaction costs, the paper discusses how the contractual turn in urban governance advances our conceptual understanding of the rationale, scope and significance of partnership working. The discussion brings together emerging literatures around new ways of understanding partnership working in government thinking. It contrasts the advocacy and use of BIDs with the (previously established) practices of town centre management. It asserts that BIDs represent a new form of formalized and contractualized partnership working in sub-municipal governance, which has particular spatio-temporal implications for state–market–civil relations.  相似文献

Abstract

While dominant discourses, media representations and corporate entities in China downplay the presence of Chinese mainland gambling in Macau, Beijing sanctions millions of its citizens to make the journey to Macau to gamble each year. While Macau’s success is often put down to the extent to which visitors are drawn to a secular destination with integrated resorts to engage in individualistic activities, our approach explores Chinese gambling tourists’ movements, rituals and behaviours along post-structuralist lines, so as to generate new insights. The analysis shows how the metaphor of pilgrimage is an important lens to address individual and communal practices amongst outbound Chinese gambling tourists and brings to light the hyper-meaningfulness, shared values, ritualization, play, risk, and liminal conditions that characterise the processes of their entanglements and the centrality of commercial and political interests. In particular, the analysis indicates the need to explore the significance of cultural, spiritual, economic and social dimensions of Chinese outbound tourism, as well as the unique discourses of power and control affecting their movement and practices. By reframing and reconceptualising gambling tourists as a Chinese pilgrimage, we account for manifestations of culture, governmentality and intentional ritualization as well as contribute an alternative construction of pilgrimage beyond euro-centric accounts, which in turn, will stimulate discussion on geographies of pilgrimage.  相似文献

This symposium draws attention to innovative and emerging research in Australian public policy exploring the interplay of governance, public policy and boundary-making. Conceptually and substantively, boundaries are fundamental to understanding policy outcomes, yet remain overlooked and undertheorised. We aim to contribute to public policy debates, in Australia and beyond, by provoking further reflection on this theme, in particular, the distributive effects of boundaries in policy-making; the blurring of boundaries implicit to governance frameworks; the crossing of boundaries, especially by policy-officials within and between institutions; the construction of boundaries to separate and marginalise; and the existence of temporal–spatial boundaries that demarcate jurisdiction and authority. In short, the study of governance and public policy-making is marked by multiple different types of boundaries but the way in which boundaries get drawn and redrawn is also suffuse with political contestation meaning they raise crucial questions about the exercise of power.  相似文献
