This paper explores a conception of being Indian in New Orleans that complicates and localizes Indian histories and identities. It poses that the notion of “being Indian” may be approached not only through the history and archaeology of persons but also as an identity such that being Indian itself is an artifact produced by a wide range of people in the development of New Orleans in the colonial and post-colonial periods. Employing a critical reading of intercultural relations, I explore archaeological evidence that suggests colonial New Orleans was created in both Indian and non-Indian terms through exchange. In this process archaeology shows that being Indian was part of a widely-shared colonial strategy that places a fluid Indian identity at the center of local history. The paper also considers how the marginalization of Indian people in the early nineteenth century was one way New Orleans and the greater southeast connected with dominant American sensibilities. Developing with the idea of “prehistory,” nineteenth-century Native Americans were distanced as a cultural other and pushed to margins of New Orleans society. The subsequent internal tensions of assimilation and removal derailed Indian challenges to White domination they had employed over the previous 100 years. As this action coincides with the invention of American archaeology as the science of prehistory, the paper concludes with a critical reflection on archaeological terminology.

Indian historiography has largely overlooked the contribution of Indian Liberals in the pre-independence era. It is worse in Indian diplomatic history where studies on pre-independence are few and far between. Responding to this double excision, this article traces the emergence of a new Indian narrative of foreign policy around the issues of equality and justice in the immediate aftermath of the First World War. Anchoring their argumentativeness in diplomatic finesse, Indian Liberals such as Satyendra Prasanno Sinha, V. S. Srinivasa Sastri and Tej Bahadur Sapru relentlessly campaigned for racial equality and predominance of the rights of people over the rights of states at the Imperial Conferences. In the articulation of these views, South Africa, a country where ideas about the status of Indians and Indian civilisation were most contested, emerged as the singular foreign policy ‘other’ around which India’s foreign policy narrative was constructed.

This article considers the British reception of Meher Baba, an Indian religious figure, who first travelled to Britain in 1931. Following a tradition of Indian religious figures who toured Britain and America in the nineteenth and twentieth centuries, Baba was removed from organised religion and placed emphasis on self‐realisation, and attracted large British followings notably dominated by women. This article argues that the 1930s witnessed a continuing interest in Indian religious figures and adherence to Orientalist stereotypes about Indian religiosity despite changing political dynamics. Exploring a range of public and private responses to Baba, following comparison with his contemporary Jiddu Krishnamurti, and discussing the role of British mediators Paul Brunton and Francis Younghusband, this article explores British impressions of Indian religious figures in the 1930s and how they were informed by notions of race, religiosity, and gender.

This article examines presidential politics during the Reagan era with regard to the formulation, implementation, and aftermath of Reagan's Indian policy. Indian affairs proved to be a formidable testing ground for the drastic administrative budget cuts that transpired in the 1980s. Although the ill-effects of this policy were felt immediately in Indian Country, economic crisis inspired some tribes to seize control of their own political and economic destinies, ultimately influencing federal policy in their favor.

This article examines the British anarchist Guy Aldred’s involvement in the Indian revolutionary movement from 1909 to 1914 in order to reflect on solidarities and antagonisms between anarchism and anti-colonial movements in the early twentieth century. Drawing on Aldred’s writings, court material and intelligence reports, it explores, first, his decision to print the suppressed Indian nationalist periodical The Indian Sociologist in August 1909 and, second, his involvement in Vinayak Damodar Savarkar’s disputed arrest and deportation, which was brought to the Permanent Court of Arbitration at The Hague in October 1910. In spite of recent attempts by historians to bring the Indian revolutionary movement into much closer conjunction with anarchism than previously assumed, Aldred’s engagement with the Indian freedom struggle has escaped sustained historical attention. Addressing this silence, the article argues that Aldred’s anti-imperialism was rooted in his anarchist visions of freedom, including freedom of the press, and reveals a more unusual concern with the question of colonialism than shown by almost any other British anarchist in the early twentieth century. At the same time, it cautions that Aldred was blind to the problems of Indian nationalism, especially the Hindu variety espoused by Savarkar, which leaves his anarchist anti-imperialism much compromised.

India's rise in Africa has been largely overlooked, despite the important implications of the growing presence of Indian corporations and a rise in New Delhi's political ties with the continent. Not only are Indian actors providing much‐needed investment and capital, but Indo‐African connections represent a further important diversification of Africa's international relations, something which reflects a major development for the continent. Indian activity in Africa may be said to constitute a middle ground between China's profit‐maximizing and largely statist approach and the much‐resented intrusive conditionalities associated with western policies. It is evident that India's growing activity in Africa has the potential to help African companies become more efficient by exposing them to competition, new advances in technology and modern labour skills. African governments could potentially use the opportunity of an increased Indian corporate presence in Africa as sources of appropriate technology, skills and advice for economic development. However, if not handled correctly, any goodwill that India possesses in Africa will quickly be squandered and/or India will become just another actor in Africa. It is up to Africans to negotiate with Indian actors to ensure that the benefits accrued from Indo‐African ties are evenly shared and that Indian interest in the continent, alongside that of others, may help to serve as a catalyst for economic revitalization. The key issue is how African leaders can seek to leverage newfound Indian investment and interest in Africa so that Africa's place in global trade networks becomes more proactive and beneficial to the continent's citizens.

Building upon the work of scholars writing about Indian textiles and the textile trade of the western Indian Ocean, I examine a combined list of nearly eighty different specific types of Indian cotton cloths that were imported at Mozambique Island in the 1750s. In the absence of physical evidence, I seek first to identify each specific textile using archival and literary sources and then to categorise them according to provenance, design and price.

This essay probes the aniconic and iconic elements that pervade Indian visual culture and, more specifically, the aniconic impulse that has structured, for nearly two millennia, the cultivated indifference of Indian, especially Sanskrit, reflective traditions toward the plastic arts. Over the last hundred years, inquiries have concentrated largely on the historical and formal aspects of Indian temples, idols, and images. These attempts, however, are based entirely on the conceptual-theoretical frameworks of the Western tradition. By drawing on Sanskrit reflective traditions, I analyze the relations between symbol, icon, desire, and the body, in order to show the epistemic contrasts between the European and the Indian reflective traditions and their implications for differential modes of being.

Abstract

This article examines Indian humanitarian help for Republican victims during the Spanish Civil War. It focuses in particular on aid initiatives by the Indian national movement, which were embedded in the larger quest for independence from British colonial rule. By creating their own humanitarian programme in favour of Republican Spain, Indian nationalists dissociated themselves from Britain’s foreign policy and tried to orchestrate a politics of moral superiority for themselves. The article also explores Indian participation in transnational networks of Left solidarity. Established to generate political and humanitarian support for Republican Spain, Indian actors concurrently utilized these networks to enhance their status in the international community and to advance their own end of an independent state.

The account of Chippewa Indian confinement to reservations because of government "treaties" is both familiar and tragic. Not only have such treaties resulted in the alienation of Indian lands, but through subsequent enactment of a series of laws governing Indian reservations much of the remaining reservation land was also permitted to pass into non-Indian hands. Today Chippewa reservations include some 1,800,000 acres and are rather prominent features on United States maps, yet approximately 70% of this land is owned by non-India

The fur trade on the northern Great Plains from 1807 to 1840 may be viewed as an alliance between two sets of cultures each with a demand for the other's products. The Indian's rôle in this fur trade was crucial: he produced the robes and furs, provisioned the traders and greatly influenced the pattern of trading post locations. The fur trade functioned successfully only by adjusting its system of operations to the existing patterns of Indian occupance and by working within those limits to encourage the production of robes and furs. Properly conducted, the fur trade fitted well with the Indian's way of life. Nevertheless, in the process of this culture contact the relationship between the trader and the Indian soured, and the trader became an agent in the destruction of Indian populations and the modification of Indian cultures.

Dhows, the traditional sailing ships of the western Indian Ocean, are currently used in museums, heritage sites and popular culture as a symbol of a regional culture in the western Indian Ocean. While scholars have embraced the notion of seas as cultural or historical units, this type of ‘basin thinking’ is a recent phenomenon in the Indian Ocean. Over the last 150 years the dhow has gone from being a despised symbol of the slave trade and economic underdevelopment to representing a romanticized past and a regional identity. This article traces the parallel development of the idea of the dhow as a symbol of regional identity and changing perceptions of both the vessels and the region it is taken to represent. It argues that recent representations of dhows as cultural heritage represent a new and developing notion of regional identity within the western Indian Ocean.

ABSTRACT

The ongoing contention between Mauritius and the UK over the sovereignty of the Diego Garcia presents a difficult challenge for Indian foreign policy-makers. New Delhi's principled opposition to colonialism and its historical relationship with Port Louis has made it steadfastly support the Mauritian claim. However, such principled foreign policy militates against India's quest to balance the growing Chinese influence in the Indian Ocean. Insofar, Diego Garcia allows the US Navy to maintain an active presence in the Indian Ocean, thereby keeping the Chinese naval power at bay. Balance of power considerations notwithstanding, the expanding trajectory of the Indo-US strategic partnership also demands New Delhi to weigh the burden of its policies on Diego Garcia carefully. This article juxtaposes India's historical record on Diego Garcia during the Cold War with its contemporary approach to the issue. In doing so, it sheds further light on India's strategic decision-making in the Indian Ocean, its dilemmas in confronting a genuinely hostile maritime power in the region, and deliberates on potential options for dispute resolution which can not only satisfy Mauritian demands but also ensure a healthy balance of power in the Indian Ocean.
