India's nearly 1-million strong band of quasi-volunteer accredited social health activists (ASHAs) have been key actors in government efforts to control COVID-19. Utilizing a nationalist rhetoric of war, ASHAs were swiftly mobilized by the government in March 2020 as ‘COVID warriors’ engaged in tracking illness, disseminating information, and caring for quarantined individuals. The speed at which ASHAs were mobilized into mentally and physically grueling labor was all the more stunning given these minimally paid community health workers have long been seen to have low morale given their precarious, informalized work arrangements. Building on work examining the spatialities of global health governance alongside literature on geographic contingency, this paper explores the ways that nationalist COVID-19 war rhetoric promulgated from Delhi worked as a technology of health governance to propel ASHAs into certain forms of action, yet also opened up spaces of potentiality for them to reimagine their relationship to both the state and the communities they serve. In particular, in our analysis of in-depth telephone interviews with ASHA workers in the state of Himachal Pradesh, we find that their hailing as COVID warriors inspired patriotic calls to duty and legitimized their (long over-looked) roles as critical governance actors, yet also was subject to resistance and reworking due to a combination of institutional histories, local politics, as well as happenstantial everyday encounters of ASHA work. The precarious employment of ASHAs – in terms of basic remuneration as well as the great on-the-job risks that they have faced – underscores both the fragile nature of India's health governance system as well as possible political movements for its renewal. We conclude by calling for geographers to give greater attention to community health care workers as a key window into understanding the uneven ways in which health systems are made manifest on the ground, and their ability to respond to citizens' healthcare needs – both in the COVID-19 pandemic and beyond. 相似文献

After a series of COVID-19 outbreaks among employees in the German meat-processing industry, the Work Safety Control Act protecting these workers made it on the government's agenda in July 2020. From a Multiple Streams perspective, local corona hotspots may be understood as policy windows for introducing respective measures. However, this alone is not sufficient to explain agenda setting. This study investigates the coupling of streams within policy windows. Introducing the notion of relational coupling to the MSF research agenda, discourse network analysis provides a new methodology to reveal entrepreneurial activities. Studying the German mass media discourse on the issue identifies two stages: (1) An initial problem brokerage without coupling of core policies, followed by (2) a coupling across all streams based on a focusing event. We argue that relational coupling allows for an enhanced understanding of agenda setting. 相似文献

ABSTRACTThis survey reviews the growing role and presence of China in the Island Pacific. As the late Professor Ron Crocombe remarked, in the Pacific a major transition is under way from a range of European to Asian influences. Many Western observers have viewed this rise of Asian, and specifically Chinese, influence with alarm, but Crocombe saw it as offering Pacific Islanders new opportunities. This paper first analyses the diversity that can be masked by terms such as ‘China’ and ‘the Pacific’. Then it surveys recent literature on China in the Pacific and scholarship concerned with longer Chinese histories in the region that most recent commentators ignore and which question a number of their assertions. Finally, it suggests possible future directions for historical research on this topic. 相似文献

ABSTRACTThis article charts the history of Black people in nineteenth-century Hawai?i, an Indigenous and non-White society that prohibited slavery. Far from the Black Atlantic, African-descended people in the Pacific found acceptance and refuge. Since the late 1700s, Black mariners and notable figures – including former slaves from the US as well as Cape Verdeans – arrived in a non-slave society which was in the process of adopting race. Largely unrecognized, they worked in concert with Native Hawaiians – as spouses, educators, attorneys, and advisors to the monarchs – to influence and resist the development of American racial ideologies. Combining Hawaiian language sources, missionary journals, and ship logs with the scant existing historiography, this article accounts for Black people in the Hawaiian Islands during its tumultuous shift from an independent nation to a US Territory – a period and people neglected in twentieth-century scholarship on the Black Pacific. 相似文献

COVID-19 has caused enormous economic and social disruptions that may have lasting effects on employment, income, and working conditions. Critically, these disruptions often have a negative impact on mental health. While significant research has examined the relationship between COVID-19 and mental health, most of these studies focus on urban centres. This paper presents results from a pilot study conducted in two rural counties in Ontario, Canada on the experiences of residents from small and rural communities related to COVID-19. Based on 3496 survey results, this study quantifies the negative impact of COVID-19 on overall mental health and the confounding role of gender, income, and age. Results must be used to expand the dialogue around rural mental health and to ensure appropriate programs and policies are developed. 相似文献

AbstractOne of the transformations induced by the almost complete halt of tourism due to the COVID-19 pandemic has been a turning of the tourism sectors to a greater orientation towards their host communities. The enclavic tendencies of tourism areas, along with a multilayered approach to alterity gives insight into ongoing changes in the Quebec, Canada, tourism industry that have been enhanced by the COVID-19 pandemic. These changes points to a relinking of tourism to the needs of the host communities as part of a survival strategy in a time when there are no tourists, and could become, in the long run, a resilience strategy. On the other hand, there is a possibility of a reinforcement of the alterity and a further delinking of tourism in a “6?foot-tourism world” where sanitary safety would be at the core of a closed and controlled tourism development. 相似文献

In March 2020, the French President called to war against the COVID-19 which was followed by the launch of a military operation called Operation Resilience. This use of martial rhetoric initiated an effective mobilisation consisting in logistical assistance to the health sector. While armies are increasingly used to deal with environmental disasters, aside from their traditional role, this paper postulates that the geography of the French and international military engagement can be used to analyse both the institutional strategy of crisis management and the message governments send to their population. Military involvement differs in terms of missions given and of the amount of troops mobilised. It first questions the use of the military in the name of national resilience in the political discourse and the way it displays a symbolic message to the population, before analysing the role of armies in the crisis through the spatiality of their interventions. 相似文献

This paper studies the impact of urban density, city government efficiency, and medical resources on COVID-19 infection and death outcomes in China. We adopt a simultaneous spatial dynamic panel data model to account for (i) the simultaneity of infection and death outcomes, (ii) the spatial pattern of the transmission, (iii) the intertemporal dynamics of the disease, and (iv) the unobserved city-specific and time-specific effects. We find that, while population density increases the level of infections, government efficiency significantly mitigates the negative impact of urban density. We also find that the availability of medical resources improves public health outcomes conditional on lagged infections. Moreover, there exists significant heterogeneity at different phases of the epidemiological cycle. 相似文献

AbstractTourism transformation must bring an actionable focus on equity. A new normal openly recognizes the crises and tensions inhabiting tourism well before the COVID-19 pandemic along with the holistic and integrated nature of a pro-equity agenda. A resilient post-pandemic tourism must be more equitable and just, in terms of how it operates, its effects on people and place, and how we as scholars teach, study and publicly engage the travel industry—particularly in preparing its current and future leaders. A commitment to equity is about making specific changes in practices and decisions at multiple levels, along with growing a wider ethical framework. This pivot of a mindset requires us, as tourists, corporations, and educators to step away from a selfish perspective and critically change our perception and understanding of tourism to a truly equitable focus. Consequently, these actions force us to question the consumerism and capitalistic lens that has contributed to mass growth across the touristic landscape and instead, choose a system that fosters sustainable and equitable growth - which in turn, ‘slows down’ our ways of consuming the world around us - transforming our values and experiences of what tourism is and should be. 相似文献

AbstractThe unfolding COVID-19 pandemic has closed borders, grounded planes, quarantined more than half of the world’s population, triggered anxiety en masse, and shaken global capitalism to its core. Scholars of the political ecology of disasters have sought to denaturalize so-called “natural” disasters by demonstrating their uneven consequences. Work in the political ecology of health similarly accounts for how risk of illness and disease are socio-economically mediated. While this scholarship has demonstrated the need to contextualize the unequal fallout from ecological and health disasters in ways that reveal the festering wounds of structural inequality, we know much less about how hope is cultivated in moments of crisis. The current revelatory moment of the COVID-19 pandemic offers an opportunity to find hope in the rubble through the deconstruction of framings of crisis as “error” and by homing in on the current and potential role of tourism to contribute to a more socially and environmentally just society. This reframing the pandemic as an \"unnatural\" disaster opens new debates at the intersection of tourism geographies and political ecologies of hope in revelatory moments of crisis. 相似文献

AbstractWhat explains the generous state sponsorship of the French Pacific voyages of scientific exploration in the period of the Restoration and the July Monarchy, and what links did these voyages have with the beginnings of a French Pacific empire from 1842? While it is argued that the early voyages owed much to state advancement of science, this goal receded as a reviving France became increasingly imperial minded. In justifying imperial expansion into the Pacific, the French monarchy turned increasingly to another source of national identity and global influence: the activities of French missionaries. Though the promotion of French missions did not constitute a primary goal of French Pacific expeditions, their reports helped to strengthen the alliance between French missions and an increasingly expansionist state. Ironically it was the voyagers’ attention to religion rather than science that was to be more directly linked with the foundations of a French Pacific empire. 相似文献

In biogeopolitics, the key state stakeholders develop and aim to accomplish their geopolitical goals by (mis)management and biopolitical governance of vulnerable population. In this paper, this population refers to asylum-related migrants who use or aim to use an asylum request as their entry mechanism to the European Union. This paper explores the emergence of biogeopolitics at the EU borderland between Turkey and Greece during the COVID-19 pandemic in 2020. Statistics about irregular migration from Turkey to Greece, field observations in Lesvos (Greece) as well as media and social media discussions about COVID-19 in Lesvos are analysed. In the biogeopolitics of COVID-19, the governance and (mis)management of asylum-related migrants include policies and practices to let these migrants to live or die, including regulating illegal border-crossings, everyday living conditions at the reception centres, and actions regarding the pandemic. AbstractCalls for a new relationship between tourism and capitalism have intensified as a result of COVID-19. The pandemic has exposed massive vulnerabilities in the tourism operating system, the effects of which have fallen unevenly across different groups and subsectors of tourism. Critics have been quick to point out capitalism’s emphasis on resource exploitation, growth and profit is to blame and that tourism destinations have never been encouraged to foster diverse economic practices which would enhance resilient communities and regenerative tourism. The diverse economies framework envisages the co-existence of capitalist, alternative capitalist and non-capitalist practices and provides a pathway to more resilient and regenerative tourism practices in tourism. Tourism industry cases are used to illustrate the innovation inherent in diverse economic practices (enterprise, exchange, labour, transactions, property etc.) and illustrate their natural resilience as a result. Sound is very much a part of identity. While identities are neither singular nor stable, they can be expressed through sound in daily life. Scholars have used soundscapes in geography to understand urban environments within cities, rural national park systems, and provide musical insights into cultural landscapes. However, furthering discussion on the role of sound in identity can move concepts of soundscape and cultural landscape forward. The goal of this paper is to investigate how identity and culture, though they are dynamic, can be performed and stabilized through sound in particular moments and yet also exist banally. Soundscapes through both spoken language and music can give geographers further insights on identity and place. Sound can also show how non-dominant identities distinguish themselves from larger national identities. With research in Tamil Nadu, India and Cleveland, OH, this paper examines sound’s role in identity, belonging, and community through lived experience and performance. Focusing on intersections and tensions between soundscapes, this paper investigates how the Tamil soundscape is used to assert and perform identity. 相似文献

ABSTRACT African Caribbean Canadian author Dionne Brand’s At the Full and Change of the Moon augments many African diasporic narratives’ efforts to counter and rewrite exclusive histories. While Brand’s novel challenges and nuances dominant historical narratives by offering counter memory of African diasporic experiences, particularly experiences of enslavement, it also simultaneously illuminates the conflicts that emerge when “holding” and passing on memories that are traumatic. Therefore, Brand’s text emphasizes both the importance of employing counter memory to revise hegemonic historical narratives and the necessity of assessing the impact of trauma on individual and collective remembrances. 相似文献
