This article contributes to the discussion of the international democratisation of the so-called ‘post-conflict’ or ‘fragile’ countries by addressing one of the most important but least studied issues in the literature—the relationship between democracy and nation-building. It does so by analysing the major socio-political aspects of the democratic nation-state-building process in Timor-Leste in the post-1999 period. It argues that contemporary international democratisation policies and practices prioritise the ‘stateness’ problem, conceptualised by reference to a set of organisational, procedural and functional concerns. Little attention is, however, paid to the ‘nationness’ question. As the experience in Timor-Leste indicates, it is the national ideas that determine the structural and operational parameters of democratisation, which is, after all, a process of socio-political transformation by which political power and wealth are redistributed amongst a variety of competing societal interests.  相似文献

Abstract

Corporate governance plays an important role in shaping the behaviour of modern international businesses and has matured significantly since Friedman first advocated that corporate governance should solely be about serving shareholders. In the Indonesian business sector, belief in corporate governance, though growing, still has some way to go. This is particularly the case in the Indonesian oil palm industry, which currently finds itself in the international spotlight because of environmental and social concerns. Such attention reaffirms the need for sound corporate governance procedures to underpin a plantation's stakeholder relations because an oil palm plantation now needs to deal with a greater number of stakeholders than ever before. However, many Indonesian plantations have not yet embraced the potential for using a focus on corporate governance as a way to drive business improvements. This article argues that a judicious response to the increased attention on Indonesian plantations would be to implement plantation-wide business improvements based on improved corporate governance processes. It argues that plantations that fail to move beyond legal compliance (“beyond legalism”) in their relationship with local smallholders will continually need to grapple with the resulting tensions generated by the smallholders' endemic feelings of injustice towards the plantation companies' distribution of benefits.  相似文献

Voluntary environmental governance arrangements (VEGAs) are designed to minimise negative outcomes through the use of collectively agreed arrangements. They have attracted a large literature, but issues remain unresolved, especially regarding their effectiveness. This article takes up a small part of this challenge of mapping the role of VEGAs in larger systems of environmental governance by examining the development and implementation of a range of VEGAs in the Australian building sector, here defined as the construction and use of buildings.

Migration is a commonly used explanation for cultural change in world prehistory, and is also a central theme in the prehistory of the Pacific Islands. However it is rarely subject to direct archaeological research. This paper applies strontium and oxygen radiogenic/stable isotope (87Sr/86Sr, δ18O), and trace element concentration (Ba/Sr) analyses to 27 individuals buried at the archaeological site of Nebira (ca.720–300 BP), located inland on the South Coast of Papua New Guinea. The analyses seek to identify non-local individuals within the population and provide a more in-depth understanding about the social identity of the possible migrants in this community.The strontium isotope data indicates that five individuals were non-local to Nebira, having possibly come from a coastal location. Correlation with biological data, such as age and sex, also indicates that the pattern of migration at Nebira was not sex or age specific. The results support the archaeological findings that suggest the inhabitants from Nebira were in contact with coastal communities during a period in prehistory of increased cultural interaction. However, despite the considerable isotopic variation identified in the Nebira sample, it is also demonstrated that more research is needed to identify the possible origins of these non-local individuals.  相似文献

Honey from the giant Asian honey bee (Apis dorsata) has been harvested by communities throughout Southeast Asia for centuries. In Indonesia, 80 per cent of the national supply of honey comes from Sumbawa; however, there is limited information regarding the sustainability and importance of honey hunting in supporting rural livelihoods. This study used semi‐structured interviews and questionnaires to examine honey hunting and forest honey production in Sumbawa. It evaluates the economic and cultural importance, opportunities, and constraints of honey hunting and prompts us to suggest that income generation from honey plays a critical role in supporting rural communities. Of respondents, 83 per cent reported that income from honey was essential and accounts for 68 per cent of cash income. Yet honey hunters were harvesting using destructive methods under dangerous conditions and are subject to unpredictable market prices and fluctuating yields. Unlike situations in other areas of Indonesia, no system of customary law was found to exist that defines ownership of honey trees and the right to harvest from them. Limited access to market information, high moisture content of honey, and limited training and extension services were identified as key constraints. Future research exploring the sustainability of harvesting practices and mechanisms for improving profitability of honey hunters would be valuable.  相似文献

The Austronesian expansion into Island Southeast Asia and the Pacific was the last and most far-reaching prehistoric human migration. Austronesian languages replaced indigenous languages over nearly half the globe, yet the absolute number of Austronesian colonists was small. Recently, geneticists have identified large geographic disparities in the relative proportions of Asian ancestry across different genetic systems (NRY, mitochondrial DNA, autosomes and X chromosomes) in Austronesian-speaking societies of Island Southeast Asia and the Pacific. Surprisingly, a substantial genetic discontinuity occurs in the middle of a continuous chain of islands that form the southern arc of the Indonesian archipelago, near the geographic center of the Austronesian world. In the absence of geographic barriers to migration, this genetic boundary and swathe of Austronesian language replacement must have emerged from social behavior. Drawing on decades of comparative ethnological research inspired by F.A.E. van Wouden’s structural model of Austronesian social organization, later codified by Claude Lévi-Strauss as “House societies” (“sociétés à maison”), we propose a two-stage ethnographic model in which the appearance of matrilocal “House societies” during the initial phase of the Austronesian expansion, and the subsequent disappearance of “House societies” in lowland rice-growing regions, accounts for the observed linguistic, genetic and cultural patterns.  相似文献

The increasing consolidation and concentration of retailing in developed countries has been a major theme within the commodity chain literature. In particular, the emergence of buyer‐driven commodity chains was predominantly linked to the increasing market power of retailers and brand‐name companies in countries such as the United States, the UK, France and Germany. However, the market and retailing structures of developing countries has so far been largely neglected in the commodity chain literature. Therefore, this paper aims to explore the structural components of clothing retailing in Indonesia and to unravel the governance and inter‐firm relationships within the clothing commodity chain of the Indonesian domestic market.  相似文献

This paper examines how the politics of climate change have taken shape within Australia through the construction and contestation of concepts of obligation and responsibility. Beck's risk society thesis offers a conceptual starting point from which to address questions concerning the nature of contemporary risk politics, and the paper examines its relevance and applicability in this case. While Beck's theory provides insight into the nature of risk and directs attention to the ways in which notions of obligation and responsibility structure risk politics, it fails to engage with why, and how, particular definitions of risk and responsibility come to dominate the political arena. It is argued that in Australia the novel challenges climate change poses to the institutions of modernity have been negated through ensuing policy responses which have reinforced links between industry and government, and have defined climate responsibilities within existing relations of production and the spatio-temporal frameworks of modernity.  相似文献

This paper is an empirical case study of the institutional design process of the Green Climate Fund (GCF) of the United Nations Framework Convention on Climate Change from December 2011 to May 2014. Powerful countries, corporations and banks have favoured a deepening of neoliberal environmental governance, while civil society actors have argued over retaining movement concepts, won small representational victories, while participating in a process that has subjected them to a deepened practise of advanced liberal governance. The process has thus far produced “non‐outcomes” that fail to meet hopes that the GCF could provide a significant scaling up and paradigm shift in global climate finance. However, civil society engagement appears to be, somewhat inadvertently, exposing the “overflows”, limits and contradictions inherent in advanced liberal governance. The impasse created has prompted alternative governmentalities to emerge, not least of spectacle and (non‐)performativity, which may be generating an anti‐politics in environmental governance.  相似文献

Public policy generally emerges from interactions among actors embedded within complex governance systems, composed of multiple actors and forums (issue‐based arenas where stakeholders repeatedly interact to resolve collective action problems). Such systems allow actors multiple forums wherein they can influence policy decisions. But actors do not value the decisions made in each forum equally, and it remains unclear how actors allocate resources across forums. This article links actor strategy to their influence within the forums the actors identify as most important (their primary forum). There is theoretical ambiguity about how actors invest their limited resources across the forums that affect their interests to maximize primary forum influence. Do they concentrate all their effort within the primary forum or participate more broadly? To answer this question, we offer two competing theories. First, broad participation may allow actors to develop political capital necessary to influence other actors and thus influence primary forum policies. The second approach notes the opportunity costs of broad participation—actors have fewer resources to invest in their primary forum. An analysis of stakeholder participation in the Sacramento–San Joaquin River Delta and Tampa Bay Watershed governance systems demonstrates that broader participation is associated with greater primary forum influence.  相似文献

This paper adopts an actor‐oriented approach to identify and conceptualise common challenges to interactive environmental governance in three well‐known Mexican biosphere reserves by analysing stakeholder support or resistance with regard to nature conservation, considering conflicting interests among actors. Certain tools that have recently been applied to establish multi‐actor decision‐making bodies to manage these problems are described and critically evaluated. In‐depth interviews conducted with key actors over a three‐year period show that opposing interests and actions hamper the development of integral and participative governance. Despite earnest attempts to conciliate deep‐rooted conflicts among conservation‐centred actors and other stakeholders interested in capitalising on natural resources for purposes of livelihood and profit, there is still a need for conceptual and strategic advancement to foster the effective and socially balanced management of protected areas in Mexico.  相似文献

Four scleractinian coral taxa are described from limestones within a sandstone-shale séquence correlated with the Late Triassic Babulu Formation, Manatuto township, on the northern coast of Timor-Leste (East Timor). The coral fauna consists of three phaceloid taxa, Paravolzeia tìmorìca gen. et sp. nov., Craspedophyll ramosa sp. nov., Margarosmilia confluens (Münster), and a generically indeterminate solitary taxon attributed to the family Margarophylliidae. Ali four corals are related at various taxonomie levels to Carnian faunas from the Dolomites of northern Italy. Previously, only Norian coral faunas were known from the Triassic of Timor. The fauna exhibits both similarities to and differences from Carnian faunas of the Dolomites and helps confirm palaeogeographic affinities with the western Tethys, although during Late Triassic time Timor lay in the distant southeastern portai of the Tethys. Despite isolation from the western Tethys, the presence of two species foundalso in the Dolomites indicates that larvai dispersai occurred between the two areas.  相似文献

This paper introduces the concept of ‘spaces of interaction’ to determine how existing market‐based governance tools improve participation and deliberation between actors along fish value chains. Exploring these linkages through the sociology of environmental flows and interactive governance theory the paper discusses: (1) how market‐based governance tools facilitate interaction within national and international value chains; (2) which links they target; and (3) what key actors they involve. Three market‐based governance tools are compared −Das Fisch‐o‐Meter, the Scottish Sustainable Haddock Project and the Marine Stewardship Council − to illustrate the structure and function of different market‐based spaces of interaction. The paper concludes that by understanding the kinds of interactions that are facilitated by market‐based governance arrangements we can determine their potential for fostering changes in consumption and production practices which ultimately lead to sustainable fisheries.  相似文献

Dugongs (Dugong dugon) are a key food item and a totemic animal with major spiritual significance for Torres Strait Islanders of northeastern Australia. These marine mammals are officially classed vulnerable to extinction which has placed hunters under considerable internal (cultural) and external (bureaucratic) pressure to lower hunting rates dramatically to sustainable levels. But did Torres Strait Islanders hunt dugongs at much lower rates in the pre-colonial past? Excavation of a ritual dugong bone mound on Mabuyag island revealed the remains of 10,000–11,000 dugongs hunted between c. 1600 and c. 1900AD. The translated hunting rate of 33–37 dugongs per year is surprisingly high and challenging as this single site represents one-third of what conservation biologists argue is the current mean sustainable hunting rate for the entire Torres Strait archipelago. These data suggest that dugong abundance was much higher in the pre-colonial past and that current hunting rates are uncharacteristically unsustainable primarily due to an unprecedented dugong population crash and not increased post-contact hunting rates.  相似文献

Women's empowerment, the ability of a woman to make her own decisions and shape her own life, is a common goal for nongovernmental organizations (NGOs) operating under the gender and development framework. This article examines the way that one NGO, Topu Honis Shelter Home, in Oecussi, Timor-Leste, facilitates the empowerment of its young women members and challenges gender norms in a patriarchal society. In doing six months of participant observation research at Topu Honis and semi-structured interviews, I discerned four sources of empowerment, which are explored in this article: (1) gender equality, (2) education, (3) agency and confidence, and (4) cultural preservation. The primary finding of this research is the suggestion that cultural preservation can be an important resource for empowering women, even in a patriarchal society. At first glance, this may run counter to the dominant western notions of empowerment, but in the case of Topu Honis, key cultural practices are preserved while oppressive gender norms are simultaneously dis-embedded. Development practitioners should explore how preserving and promoting local cultural practices may contribute to development and/or empowerment.  相似文献

This article considers contestations over land, state and nation in Aitarak Laran, an urban settlement in post-independence Timor-Leste. Since 2010 the settlement has been resisting eviction by the East Timorese state, which wishes to use the land it occupies to build a National Library and Cultural Centre. In exploring the contestation, the purpose of this article is two-fold. Firstly, it explores the nature of social connection to land within postcolonial state- and nation-building. Here, the contestation at Aitarak Laran reveals counter-posed imaginings of land as homeland, territory and property. Secondly, the article draws out the implications of these counter-posed imaginings for thinking about the ‘right to the city’, a notion first theorised by Lefebvre (1996 [1968]) and subsequently developed to encompass a range of modes of urban protest. In the settlement, the promises of independence—unity, equivalence, and inclusion within the sovereign nation-state—are at odds with residents' experiences of what independence has in fact brought. Land, in its multiple imaginings, becomes a crucible upon which this painful disjuncture plays out. Reading Aitarak Laran as an instance of ‘right to the city’ struggle, these tensions emerge as well not only in practice but also in theory, reflected particularly in the limitations and ambiguities of rights discourse.  相似文献

In Scotland, the shooting industry has a significant impact on the economy, the environment and rural communities. However, styles of land management vary widely, and this is likely to have an effect on the benefits of shooting management. Here we construct a typology of management models, and test its utility in explaining economic benefits. Based on semi-structured interviews with 24 stakeholders representing 28 estates, three management models were defined: ‘Commercial Shooting Estates’ (CSE), ‘Non-commercial Shooting Estates’ (NSE) and ‘Diversified Estates’ (DE). DEs are differentiated from the other models as forestry, farming or biodiversity conservation, rather than shooting, is the main management objective. CSE and NSE are differentiated based on the degree of commercialisation of the shooting: CSEs let almost all of their shooting whereas NSEs do not let any shooting. Were the typology to be applied to a wider, systematic sample of estates, other factors may become more clearly differentiated. We found little variation between the three models in terms of spending and employment directly related to shooting activities. This study presents a typology of shooting management models that can be used to help identify pathways towards a new social contract between Scottish society and its landowners and managers.  相似文献

Since coming to power in 2006, Canada's government under Stephen Harper has worked to recalibrate federal regulatory, legislative and economic development frameworks as they overlap in the littoral zone of the environment. We argue that Harper's Conservative government is pursuing a totalizing strategy in reconfiguring the desired Canadian environmental subject. This strategy approaches an integrated design that eclipses the incremental strategic options most Canadian federal governments have understood themselves to be constrained by. This design's basic features include the discursive strategies employed to collapse “the environment” into a singular resource extraction paradigm, a programmatic concentration of power to the executive branch of the Canadian government, and a classical conservative ideology that associates environmental regulation and management with dominion over and improvement of national territory, to the exclusion of other frames and relations. We query the articulation of consent and certainty in relation to the environment and extractive economies in Canada.  相似文献

Over recent years, Australia and Timor-Leste’s bilateral relationship has been consumed by contested maritime boundary claims in the resource-rich Timor Sea. Intractable disagreements over the right to build a petroleum export pipeline have led Timor-Leste to reinvigorate its pursuit of permanent maritime boundaries as ‘a national priority’. This article examines Timor-Leste’s interests in the Timor Sea and assesses its strategies for achieving its foreign policy goals. It argues that Timor-Leste’s attainment of its stated goals relies on Australia shifting its Timor Sea policy, which has been largely consistent since the 1970s. Timor-Leste’s key strategy is a public diplomacy campaign that positions permanent maritime boundaries as the final stage of its independence struggle, and presents Timor-Leste as owning the disputed Greater Sunrise gas field under international law. While the public diplomacy campaign aims to win enough Australian ‘hearts and minds’ to put pressure on the Australian government, it ultimately fails to negotiate the strategic and historical realities of the interests that define Australia’s realpolitik approach to the Timor Sea.  相似文献

Abstract:  This article examines a contemporary process intended to \"identify a strategy for managing the Sacramento–San Joaquin Delta as a sustainable ecosystem that would continue to support environmental and economic functions that are critical to the people of California\" ( Delta Vision 2008 , http://deltavision.ca.gov/AboutDeltaVision.shtml ). Environmental injustices in the Delta are exacerbated by connected conflicts between knowledge and power, over the scale at which \"environmental justice\" and the \"Delta\" are understood through public policy. The rejection of environmental justice and the socio-natural in the Delta Vision process represents how contemporary policy processes are recreating and reenacting the power/knowledge dynamics that have defined the Delta, placed it on a path to ecological collapse and injected high levels of social and racial injustice in its landscape over the past 150 years. Our article combines an ethnographic and a historical geographical approach that contributes to the literature on environmental justice and scale and links with the literature on water governance and power to advance the task of defining environmental justice from the academic and policy perspectives.  相似文献
