ABSTRACT

The Office of Living Victoria (OLV), was established in 2011 by the then Liberal-National Party Coalition Government. It was created in response to a water crisis and intended to revolutionise water management and delivery, challenging established authorities and practices consolidated under the previous Labor government in Victoria. There was a decidedly partisan motivation for its conception. The drive for new ideas and innovation created opportunities for policy entrepreneurs who won the competition against more conventional research advocacy, and determined the agenda of the new agency, in the process curbing an existing policy network. Yet within a short period, this initiative was mired in scandal, and ended in 2014 having failed to achieve its purposes. This article explores this instance of policy failure, assessing the policy trajectory of the OLV in relation to the concepts of partisanship, policy entrepreneurship, and policy networks.  相似文献

This paper surveys the contribution that articles on public policy have made to this journal in its first half-century. To help organise those contributions, the paper makes a rough distinction between works of a primarily explanatory nature and those that can be thought of as having a substantive focus on analysing particular policy areas or issues. It observes the paucity of policy studies in the 1960s and 1970; the rapid rise in the 1980s; and a plateauing and even perhaps decline after that. It notes the desultory interest in theoretical questions and welcome attempts to employ the comparative method.  相似文献

This introductory article deals with the most recent contributions by Italian historians on the Italian Republic's international role. It aims mainly to demonstrate that a new generation of younger Italian historians is successfully offering new views and interpretations on First Republic Italy's role in the international system, and is also focusing on aspects such as the culture of Italy's political parties, the economic dimension, the role of public opinion, and the influence of external actors on domestic Italian politics – in short, that there has been a turn away from traditional diplomatic history based upon the archives of the Foreign Ministry.  相似文献

This symposium draws attention to innovative and emerging research in Australian public policy exploring the interplay of governance, public policy and boundary-making. Conceptually and substantively, boundaries are fundamental to understanding policy outcomes, yet remain overlooked and undertheorised. We aim to contribute to public policy debates, in Australia and beyond, by provoking further reflection on this theme, in particular, the distributive effects of boundaries in policy-making; the blurring of boundaries implicit to governance frameworks; the crossing of boundaries, especially by policy-officials within and between institutions; the construction of boundaries to separate and marginalise; and the existence of temporal–spatial boundaries that demarcate jurisdiction and authority. In short, the study of governance and public policy-making is marked by multiple different types of boundaries but the way in which boundaries get drawn and redrawn is also suffuse with political contestation meaning they raise crucial questions about the exercise of power.  相似文献

Cultural policies and cultural projects in the United States have been reframed to emphasize their economic benefits to cities. New alliances between arts advocates and place promoters are apparent at all levels, but are most prominent locally. These new alliances are facilitated by the changing interests of local officials and business people, who have come to believe there is economic value in the arts and of arts administrators, for whom attracting broader public support has become imperative. In some cities, entirely new organizational structures have sprung up to plan and implement projects that serve cultural and economic development advocates simultaneously. Such new institutions are most prominent in more economically disadvantaged cities.  相似文献

The costs of wars have been the main driver of public debt in the Western World during the modern era. The late twentieth century stands out as a period that saw a pronounced increase of government debt to GDP ratios in peacetime. This paper assesses the role that financial crises have played in shaping the public debt trajectory in the twentieth century. Focusing on the experiences of 14 industrial economies, I show that financial crises have long and lasting effects on public finances. I provide evidence that the costs of financial crises have increased strongly in the second half of the twentieth century and that the costs of financial crises grow with the size of the financial sector. In many countries, the rising costs incurred from stabilizing the economy after financial crises were an important cause of the peacetime surge of public debt ratios in the late twentieth century. In today's highly financialized economies, financial crises have become a key risk for public finances.  相似文献

This article examines neglected evidence regarding the ongoing captivity of the children of Charles I, at the hands of the republican regime, long after the regicide in January 1649. While it is well known that the Long Parliament was anxious to attend to the education of the royal children, and to exert authority over their upbringing, and also that there were rumours during the 1640s about plans to install the youngest prince, the duke of Gloucester, on the throne in place of a deposed king, little attention has been paid to voluminous and intriguing evidence about their fate during the interregnum. The aim of this essay is to survey such sources, and to recover evidence of a political and parliamentary debate about the children's fate, not least in a situation where it was thought possible that they might provide a rallying point for royalists, and a security threat. That debates about their fate were protracted and convoluted is used to flesh out rather sketchy evidence – much commented upon by historians, but not taken very seriously – that there was an ongoing debate over a possible monarchical settlement until 1653.  相似文献

Discovered in 1993 at the mouth of the Tagus River, the SJB2 shipwreck—or ‘Pepper Wreck’—was tentatively identified as the Portuguese Indiaman Nossa Senhora dos Mártires, lost on its return voyage from Cochin, India, on 14 September 1606. Following archaeological excavation and a tentative reconstruction of the ship's hull and rigging, the next step is the study of its structural strength and sailing characteristics using the tools of modern naval architecture. This paper presents a methodology for investigating the sailing and structural characteristics of the ‘Pepper Wreck’, combining archaeological, iconographic and contemporary written sources with modern naval architectural calculations. © 2005 The Authors  相似文献

This article is a research synthesis addressing four questions critical to our understanding of the determinants of public policy. How often and how strongly do hypothetical determinants of policy—public opinion, interest groups, the party balance, and other factors—actually influence policy? Do some hypothetical determinants of policy have more influence than others? Does the way we measure policy affect our ability to explain it? And is there a connection between how strongly particular variables affect policy, and how much effort we devote to studying them? It turns out that variables hypothesized to influence policy more often than not have no effect. When variables do affect policy, researchers very seldom say anything about how much impact they have. Variables that convey the most information to policymakers about what the public wants have a greater impact than other variables, but it is less clear how the measurement of policy affects our findings. Researchers pay much attention to hypothetical determinants of policy unlikely to matter very much, and little attention to those likely to be the most important. The Earned Income Tax Credit (EITC) is widely recognized as the United States’ most effective contemporary policy for reducing poverty, and scholars have found that it elevates recipients’ sense of social inclusion. This raises the question of how it influences recipients’ civic engagement, namely their attitudes about government and political participation. We draw on policy feedback scholarship to consider expectations. Then we use a unique dataset to compare recipients of the EITC, Aid to Families With Dependent Children/Temporary Assistance to Needy Families, and nonrecipients of either policy in order to identify how policy features are related to political attitudes and behaviors. We find that despite the benefits they receive, EITC recipients experience low external political efficacy, but are more likely to be politically active than their peers.  相似文献

Since the 1990s, the adoption of new public management (NPM) as a management philosophy has translated into multiple waves of reform in the employment services sector in Australia, namely Working Nation (1994–96), Job Network (JN: 1996–2009) and Job Services Australia (JSA: 2009–present). Each wave has sought to improve the preceding policy. In this article, we examine changes implemented during the Rudd/Gillard Labor governments. Using government policy documents and survey data from frontline employment services staff, we compare JSA to JN against five benchmarks. Our data indicate that JSA has generated modest improvement. JSA is also a system with less emphasis on strong forms of sanctioning. Our combined data suggest that policy actors operating under NPM conditions are indeed able to influence specific aspects of frontline practice, but they must spend great effort to do so and must accept new imperfections as a consequence.

ABSTRACT

This article examines policy responses in Canada and the US to the shale revolution and changing North American oil and gas markets. We outline the effect of the shale revolution on North American oil and gas markets, and how the subsequent energy policy choices in each country changed the relationship between Canada and the US. In the US, increasing production, combined with the policy imperative of maintaining energy security, led to less support for Canadian supply and the subsequent on-off-on saga of the Keystone XL pipeline. In Canada, growing concern about the balance between the environment and the economy led to stalled pipeline development and reform of regulatory systems, problems exacerbated by the new policy direction in the US.  相似文献

The history of religious societies under the puppet Manchukuo regime has not been studied to a great extent. By examining the historical materials of the Red Swastika Society, an eclectic religious association that blended Daoist and Buddhist practices and notions, this article attempts to delineate the activities of that religious organization in northeast Chinese society, and argues that the apolitical and non-partisan philanthropic activities of the Red Swastika Society were challenged by both nationalism and imperialism. Prior to World War II, collaboration between the Red Swastika Society and a new Japanese religion, ōmotokyō, had been politicized by right-wing Japanese politicians. During the period of Japanese rule in Manchukuo, the Red Swastika Society had to abandon its political neutrality after being politically suppressed. To some extent, it was transformed into a propagandistic society that advocated the legitimacy of the puppet Manchukuo regime, of which it became a vassal.  相似文献

The "quantitative revolution" in human geography which swept across so many universities in the 1950s and 1960s had its main diffusion centers in a few locations which were to have global significance. Two critical early centers were the University of Washington in the Pacific Northwest and Lund University in southern Sweden. But the experience of change was different in different locations as the general forces of perturbation sweeping around academia were translated into local eddies with local repercussions. Here, small and somewhat random quirks at the outset, led eventually to fundamental divergences between adoption and rejection. The theme is illustrated by reference to changes which occurred at Cambridge, one of England's two oldest universities, as seen from the perspective of someone who—as undergraduate, graduate student, and later, faculty member—was caught up in these changes and took some small part in propagating them. Special attention is given to the role of two environmental scientists, Vaughan Lewis and Richard Chorley, in introducing changes and the way in which later developments in human geography drew on preceding experiences in physical geography. The reasons behind the "Cambridge variant" and the questions of how intellectual DNA is passed across the generations are discussed.  相似文献

Since the Vietnam War, Australian defence policy has been based on the concept of self-reliance—the ability to defend Australia without allied combat forces. Self-reliance arose from concerns about US support in conflict with Indonesia. It has implications for Australian foreign policy, force structuring, joint operations and the defence industry, which were most coherently laid out in the 1987 White Paper. Later White Papers adapted this framework, but the 2013 White Paper seems to move towards a new approach to defence policy and strategy, which continued use of the term ‘self-reliance’ obscures rather than elucidates.  相似文献
