Australia in 2006 reaffirmed its close relationship with the United States while deepening engagement with other major power partners, with further agreements concluded with China, cooperation extended with Japan, and the profile of ties with India enhanced. Australia continued to navigate through the sometimes sensitive relations among the major powers, amid additional pressures arising from North Korea's nuclear test. Tensions with Indonesia were followed by a new security agreement, though increased confidence was needed in the relationship at both official and public levels. Internal disorder in several southwest Pacific states challenged Australia's capacities to provide effective short and medium term responses. Involvements in Afghanistan and Iraq continued, with the latter situation particularly problematic. Growing demand for energy in the Asia–Pacific region directed further attention towards Australia's uranium resources, as climate change issues assumed a higher profile in domestic debate and multilateral activities.  相似文献

Australia's new-found post-colonial ‘independence’ in 1901 initially required it to continue to hold on to the apron strings of its colonial master. After World War II, these needs changed, as did the geopolitical power of the leading nations. For Australia, there would be the need to secure its borders, build its labour power, find security arrangements, and adhere to a cold war framework in its geographical region. The USA and the Asian region fell into Australia's sphere of interest. Italy, on the other hand, was a nation of contrasting interests and perspectives. Besides being located in Europe, the post-war period defined Italy by its participation in the concept of a European community and an entirely different set of allies, concerns and trajectories, which made it position itself in a different orbit than that of Australia. Australia's changing economic and social needs required a new and vast migration program in 1947, which would change the dynamics of its relationships. Enter Italy. The two countries now had common destinies in relation to migration—Australia needed people to help build its country, whilst Italy encouraged its impoverished rural population to emigrate to this distant and foreign land. The 2013 Australian Defence White Paper categorically termed Australia's zone of strategic interest the Indo-Pacific, the first time any government has defined its region this way. This raises questions about what the Indo-Pacific means, whether it is a coherent strategic system, the provenance of the concept and its implications for Asian security as well as Australian policy. Indo-Pacific Asia can best be understood as an expansive definition of a maritime super-region centred on South-East Asia, arising principally from the emergence of China and India as outward-looking trading states and strategic actors. It is a strategic system insofar as it involves the intersecting interests of key powers such as China, India and the USA, although the Indo-Pacific subregions will retain their own dynamics too. It suits Australia's two-ocean geography and expanding links with Asia, including India. The concept is, however, not limited to an Australian perspective and increasingly reflects US, Indian, Japanese and Indonesian ways of seeing the region. It also reflects China's expanding interests in the Indian Ocean, suggesting that the Chinese debate may shift towards partial acceptance of Indo-Pacific constructs alongside Asia-Pacific and East Asian ones, despite suspicions about its association with the US rebalance to Asia. Questions about Australia's ability to implement an effective Indo-Pacific strategy must account for force posture, alliance ties and defence diplomacy, as well as constraints on force structure and spending.  相似文献

The governance of Antarctica has re-emerged as a geopolitical issue in the past decade due to the increased presence of China, India and Russia; the continent's importance in understanding global climate change; and its economic potential as a source of marine, genetic and mineral resources. This article examines the challenges for the Antarctic Treaty System (ATS) in this context and the consequences for Australia's foreign policy in its dual role as both a territorial claimant and supporter of ATS norms of cooperative science and environmental protection. The central argument is that Antarctic ‘bifocalism’ is under pressure as increased commercial activity and problematic jurisdictional interfaces with other regimes create difficult regulatory challenges for the ATS and encourage assertions of sovereignty that cannot be resolved within the existing regime. Consequently, the author argues that it is vitally important for Australia to preserve the legitimacy of the ATS through a policy framework of ‘strategic denial’ that aims to prevent all states from acquiring sovereignty over Antarctic territory. Australia should therefore reject recent proposals to securitise Antarctic policy or pursue World Heritage listing because they involve assertions of sovereignty that risk fracturing the ATS and thus compromise Australia's enduring interest in keeping Antarctica as ‘a continent of international cooperation and peace’.  相似文献

This article critically evaluates Australia's ‘creative middle power diplomacy’, encapsulated in the three pillars of the Labor government's foreign policy platform. It notes that each pillar has been accorded specific roles in the implementation of Australian foreign policy and makes particular reference to the government's preference for multilateral engagement. The article subsequently demonstrates that such an agenda actually impedes a creative approach to key issues such as trade, climate change and non-proliferation challenges, as well as Australia's participation in Asia-Pacific order-building. It then offers some suggestions for a more flexible posture that is not inconsistent with past Labor approaches, but which also better appreciates regional and global complexities.  相似文献

Japan and China's ability to manage their bilateral relationship is crucial for the stability of the East Asian region. It also has a global impact on the security and economic development of other regions. For just as China's rise has inevitably involved an expansion of its global reach, so Japan's responses to the challenges posed by China have increasingly taken a global form, seeking to incorporate new partners and frameworks outside East Asia. Japan's preferred response to China's regional and global rise in the post‐Cold War period has remained one of default engagement. Japan is intent on promoting China's external engagement with the East Asia region and its internal domestic reform, through upgrading extant bilateral and Japan–China–US trilateral frameworks for dialogue and cooperation, and by emphasizing the importance of economic power to influence China. Japan is deliberately seeking to proliferate regional frameworks for cooperation in East Asia in order to dilute, constrain and ultimately engage China's rising power. However, Japan's engagement strategy also contains the potential to tilt towards default containment. Japan's domestic political basis for engagement is becoming increasingly precarious as China's rise stimulates Japanese revisionism and nationalism. Japan also appears increasingly to be looking to contain China on a global scale by forging new strategic links in Russia and Central Asia, with a ‘concert of democracies’ involving India, Australia and the US, by competing for resources with China in Africa and the Middle East, and by attempting to articulate a values‐based diplomacy to check the so‐called ‘Beijing consensus’. Nevertheless, Japan's perceived inability to channel China's rise either through regional engagement or through global containment carries a further risk of pushing Japan to resort to the strengthening of its military power in an attempt to guarantee its essential national interests. It is in this instance that Japan and China run the danger of a military collision.  相似文献

It is widely recognised that the Responsibility to Protect (RtoP), adopted by heads of state and government in 2005, is an important new international principle. Australia has been one of the principle's most significant contributors, with prominent Australians and governments from both sides of politics contributing to its development, emergence, and implementation. This article traces and explains Australia's contribution to RtoP and asks what more it might do to assist in its implementation. It argues that Australia's commitment to RtoP is informed by a synergy of values and interests and has been strengthened by the Rudd government's reengagement with multilateralism. It concludes by calling for the development of a whole-of-government strategy for implementation and by suggesting some policy avenues that might be considered.  相似文献

This article focuses on Australia's response to the joint Anglo-American effort to expand military facilities on the island of Diego Garcia in early 1970s. The primary emphasis will be on the Whitlam government's rationale behind its diplomatic manoeuvre towards great power rivalries in the Indian Ocean and its supportive position towards the concept of building the Indian Ocean as a peace zone. It argues that the Whitlam government's policy towards the international diplomacy around Diego Garcia contributed to the shaping of a unique Australian foreign policy, one free from attachment to British and American considerations, although still mindful of the need to factor the interests of the UK and the USA into Australia's calculations of its own best interests.  相似文献

Many Australian observers see Australia and India as ‘natural’ partners whose strategic perspectives are likely to become ever closer in coming years. This article will examine recent developments in the Australia–India security relationship and consider some possible limits to the strategic convergence of Australia and India, particularly in Indian Ocean security. It argues that Australia's challenge in coming years will be not only to address areas of common interest but to also actively engage with India on the interests and expectations of littoral states and extra-regional powers in the security of the Indian Ocean.  相似文献

Given the occasionally vexatious nature of academic discussion in Australia on the subject of terrorism, it is surprising that so little has been written regarding Australia's approach to countering terrorism. This gap in the literature stands in marked contrast to the highly charged debate over the direction of terrorism studies in this country. In seeking to fill this lacuna, the article critically examines the three essential pillars of Australia's counter-terrorism strategy that have evolved since 2001: domestic legislation, intelligence, and regional assistance and engagement. I argue that Australia's counter-terrorist strategy exhibits greater cohesion than many of the critics have been willing to acknowledge. However, I also argue that there remain significant flaws in the Howard government's approach, particularly as it relates to a lack of transparency in justifying new anti-terrorism legislation and Australia's unswerving support for a US global counter-terrorism strategy that has lost its way since the invasion of Iraq in 2003.  相似文献

The idea of an economy taking a geographical journey highlights the importance of changing spatialities and how these shape and result from economic change. It also focuses on the geographical scaling of key processes. Using these insights, this paper explores three decades of economic change in Australia in which the nation State has played a central role in the operation of markets and accumulation processes, albeit with dramatic shifts in the qualitative nature of that role. Such shifts have been crucial during the emergence of Australia's particular variety of neoliberalism. The paper explores the liberalisation of Australia's financial and corporate environment, trade policies and the industrial relations environment. The three cases suggest contradictions inherent in the State's adherence to a neoliberal reform agenda, in the name of globalisation, while facing: first, political needs to retain sovereignty over national security and tighten border protection; and second, multi‐scaled political processes including clashes with State governments grappling with regional and local impacts of change. There has been no simple roll‐out of neoliberalism in Australia since the mid 1990s. Geographical scales, constructed contingently by social and political agents, have contributed in fundamental ways to the power and direction of economic reform. Despite powerful re‐scalings to both global and local levels over the past three decades, there is no evidence of a diminished role for the nation State.  相似文献

Australia has often been identified as a middle power in foreign policy terms. This article assesses the worth of the concept in understanding the role of Australia in global environmental governance. Using a case study of the role played at the World Summit on Sustainable Development, it assesses whether Australia conformed to a classic middle power role, building coalitions as a ‘good international citizen’ or whether its role was more like a veto state, preventing positive change. This is done via a reflection of Australia's Summit priorities and an assessment of its impact over the Summit outcomes. The article shows that Australia was able to offer leadership in certain specific areas, but overall domestic policy preferences, a growing mistrust of multilateralism, and a strong defence of the national interest meant that Australia played the role of a veto state, often in coalition with the United States of America.  相似文献

Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the ‘Australian national climate’, claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia—in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability—is being exploited by the federal government and hampering climate change mitigation nationally.  相似文献

This article re-examines the drivers of post-war Australian foreign policy in South-East Asia. The central argument is that the motive of Commonwealth responsibility has not been given sufficient explanatory weight in interpreting Australia's post-war engagement with South-East Asia under both Australian Labor Party and Liberal-Country Party (Coalition) governments. The responsibility expressed by Australian policy-makers for the decolonisation of the Straits Settlements, Malayan Peninsula and British Borneo Territories cannot be adequately understood within a cold war ideological framework of anti-communism. Nor can it be explained by the instrumental logic of forward defence. The concept of responsibility is theorised as a motivation in foreign policy analysis and applied to Australian involvement with British decolonisation in South-East Asia between 1944 and 1971. The article finds that in its approach to decolonisation, Australia was driven as much by normative sentiments of responsibility to the Commonwealth as it was by instrumental calculations of cold war strategic interest. This diminished with the end of Indonesia's ‘Confrontation’ of Malaysia in 1966 and subsequent British commitment to withdraw from East of Suez. Australia's policy discourse becomes more narrowly interest-based after this, especially evident in Australia's negotiations with Malaysia and Singapore over the Five Power Defence Arrangements from 1968 to 1971.  相似文献

Australia is currently negotiating a framework treaty with the European Union (EU) that aims at closer cooperation on a wide range of shared policy goals. The treaty is not expected to include trade-liberalisation commitments. This article queries why this is, given the importance of trade and business relations with the EU for Australia, and the fact that the EU exerts international influence primarily as a trade power, rather than a foreign and security policy power. Since 2006, the EU has also been negotiating ‘new-generation’ bilateral free trade agreements (FTAs), focusing on tariffs and regulatory non-tariff trade barriers. It has now committed itself to FTA negotiations with many of Australia's trade partners in Asia and the Organisation for Economic Co-operation and Development. An FTA and a complementary framework treaty were concluded with South Korea in 2010, and the EU is currently negotiating a similar package with Canada. As Australia and Canada are comparable trade partners for the EU, the article argues that an FTA on the EU–Canada model could be a more effective avenue for Australia to achieve deeper engagement with the EU.  相似文献

How to deal with a rising China constitutes one of the most seminal challenges facing the ANZUS alliance since its inception a half a century ago. Australia must reconcile its geography and economic interests in Asia with its post-war strategic and historic cultural orientation towards the United States. It must succeed in this policy task without alienating either Beijing or Washington in the process. The extent to which this is achieved will shape Australia's national security posture for decades to come. Three specific components of the 'Sino-American-Australian' triangle are assessed here: the future of Taiwan, the American development of a National Missile Defence (NMD), and the interplay between Sino-American power balancing and multilateral security politics. The policy stakes for Australia and for the continued viability of ANZUS are high in all three policy areas as a new US Administration takes office in early 2001. The article concludes that Australia's best interest is served by applying deliberate modes of decision-making in its own relations with both China and the US and by facilitating consistent and systematic dialogue and consultations with both of those great powers on key strategic issues.  相似文献

Australia has had a long connection with, and significant national interests in, the Southern Ocean and Antarctica. The Australian Antarctic Territory comprises 42 per cent of Antarctica's landmass. Australia is not only a claimant state and original signatory to the Antarctic Treaty but has played a significant role in the development of what is termed the Antarctic Treaty System (ATS). This article aims to provide an overview of Australia's key policy interests and government policy goals towards Antarctica, including its commitment to the ATS. In examining key policy objectives we note that despite continuity and development of these objectives, significant changes and challenges have arisen in the period 1984–2006. It is these challenges that will help frame Australia's Antarctic agenda over the next 20 years and beyond.  相似文献

Australia's handling of Indonesia's confrontation of Malaysia ('Konfrontasi') constitutes a case-study of best practice in crisis management. A strong minister of External Affairs, working closely with an effective department, persuaded Cabinet to set policy guidelines which would serve Australia's long-term regional interests. Bureaucratic skill and diplomatic flair helped to ensure the success-and so the continuance-of the policy, despite private and public criticism. An independent foreign policy, such as had also served Australia well in the late 1940s in facilitating the decolonisation of Indonesia, not only assisted Britain to decolonise successfully in Southeast Asia in the 1960s, but had lasting results in establishing Australia as a credible regional player and in defining the enduring importance of good working relations with its neighbour, Indonesia.  相似文献
