This paper argues that it is important for urban scholars and practitioners to comparatively appraise the differential forms of local embeddedness of cultural quarters. Such appraisals can help to realize more sustainable practices of cultural quarter anchoring within neighbourhoods. The case study of Leipzig, Germany – a city that deploys both ‘creative city’ and ‘cultural industries’ models of urban development within a context of post-industrial, post-socialist transformation – is used to examine the adaptive re-use of a former cotton-spinning mill, the Baumwollspinnerei, into an internationally renowned cultural quarter. The POSES Star Framework is developed as an analytical tool to systematically outline multiple local embeddedness dynamics (political, organizational, social, ephemeral, and spatial) of a cultural quarter within a neighbourhood and within a specific urban planning and policy context. The application of the POSES Star Framework to the Baumwollspinnerei reveals that internal organizational concerns for site development and marketing are prioritized over external engagements with Leipzig's urban planning and cultural policy discourses.  相似文献

ABSTRACT

Building on the literature on global cities and on the worlding of cities, the articles in this special issue chart how cities outside Europe and North America try to reinvent and rescale themselves using culture. They suggest that the fabric of urban cultural policy is embedded in multi-scalar power dynamics. First, the contributions in this special issue reveal the importance of circulating standards across borders in structuring narratives about urban history, heritage and identity, in conjunction with local actors’ interests. Second, the diffusion of hegemonic cultural policy models such as the “creative city” leads to logics of exclusion, gentrification, and has been met with resistance, which suggest that these models can be to the detriment of local residents, despite the progressive values they are often claim to promote. Third, this special issue points to the need to rethink the politics of cultural policy mobility and offers conceptual tools such as vernacularization to make sense of the ways in which urban elites navigate, negotiate and take advantage of circulating cultural policy models.  相似文献

Policy-makers and urban planners struggle to find the right formula to implement urban regeneration processes based on cultural assets, often focusing on the desired outcomes, but rarely questioning how the policy process can shape them. This paper examines different governance models for the implementation and organization of cultural districts, and evaluates how they can affect their actual realization by investigating three cases in Copenhagen, Denmark. The deindustrialization of Copenhagen left many of the city’s harbour areas disused and in turn provided the opportunity to develop three new cultural districts in the city centre. The paper contributes to the literature on cultural districts by matching specificities and contingencies attached to a particular urban area with the governance model adopted for its development. The paper claims that temporal experimentation has to be included in cultural planning and a mix of bottom-up and top-down approaches is more desirable than both a totally unregulated initiative and a real estate-driven development and a totally unregulated initiative, as it ensures that initiatives remain financially viable and that the creative workers and companies retain a certain control of the area development, and in turn counteracts gentrification.  相似文献

ABSTRACT

Cultural policy archetypes have been fundamental to comparative cultural policy study and continue to be influential in both everyday and scholarly characterizations of national cultural policy systems. This paper explores the proposition that cultural policy archetypes reflect what people believe to be true about culture – their cultural ideologies. Cultural ideologies are integral to the formation of cultural policy and, thus, must be considered in any theory that hopes to measure the extent to which and explain why cultural policies differ. Cultural ideologies embody ideas about why culture is important and how it should be governed. Those ideologies spotlight certain administrative mechanisms, overemphasizing their role in systems that actually are deeply administratively hybrid. This makes archetypes poor tools for analyzing the mechanisms of cultural policy; however, because archetypes tell us about cultural ideologies in straightforward and powerful ways, it is essential that they continue to be a part of comparative cultural policy study.  相似文献

The present study traces recent trends in cultural policy concerning “cities of culture” in South Korea. The paper is a case study of the city of Gwangju, known as the birthplace of modern democracy in Korea. Currently, public input from below into the urban regeneration project for Gwangju is almost nonexistent, while most urban regeneration policies have been implemented from the top by elites who enjoy exhibiting their performances through constructing massive edifices rather than encouraging the preservation of such intangibles as historical significance through cultural participation from below. The government’s policy of promoting Gwangju as the “city of culture” in order to make it a hub of Asian cultural industry and tourism in the global economy is closely allied to its policy of economic reductionism of culture. The study suggests that Gwangju and its unique heritage would instead benefit from an urban regeneration policy aimed at establishing it as the city of art and culture for human rights and democracy and as part of a collaborative network with the heritage initiatives of international bodies.  相似文献

The importance of culture in defining new models of local development has been increasingly emphasized. However, less attention has been paid to the influence of local development models on local cultural policy. This article will focus on analysing two cities that have used culture as a central element in their economic and urban development. In both cases, they have followed different strategies but the two have finally finished generating two “white elephants”: the Universal Forum of Cultures in the case of Barcelona and the City of Arts and Sciences in the case of Valencia. From a comparison of the two cases, the paper analyses the causes of this urban phenomenon, which combines cultural legitimation, wasteful investments, financial and social unsustainability and, last but not least, corruption. These four characteristics of cultural white elephants express the depletion of a neoliberal city model based on real estate speculation and tourism, which de facto relegates culture – in spite of discourses about social cohesion and sustainability – as an instrument of urban branding and elite socio-economic domination.  相似文献

This article examines the emerging intrusion of sport into the realm of cultural policy in tandem with an increased emphasis on culture in civic planning programs. The empirical focus of the article is on the location of sport within recent campaigns by British regional cities to win the title of European City of Culture, to be conferred in 2008. The particular case study considered is the unsuccessful joint bid put forward by Newcastle‐upon‐Tyne and Gateshead. The article looks at how the economic revival of Newcastle has been driven by cultural regeneration, and at how sport has assumed a prominent place within the cultural symbolism and iconography of the city. Consideration is given to the policy background and implications; in particular, the developing links between sport policy and cultural policy and sport considered in relation to the “creative industries” and the arts as more traditionally perceived. The article offers critical reflection upon the role of sport within the desired cultural democracy of the planners and promoters of the “city of culture”.  相似文献

This paper develops the concept of ‘cultural brownfields’ and discusses how organic cultural projects developed in derelict sites have been progressively included in mainstream cultural and urban planning strategies and policies over the last 10?years. To do so the paper assesses the transformation of three mature cultural brownfields in Berlin, Marseille and Lausanne and their distinctive internal and external dynamics. It develops a typology of cultural brownfields which stresses the diverse nature of these spaces and their differential role in cultural and urban planning policies. The paper concludes by highlighting a series of policy lessons for urban planning and cultural strategies.  相似文献

This paper explores the relationship between rock music, collective memory and local identity, by focusing on events connected to Liverpool's status as European Capital of Culture 2008. The first part of the paper describes these events and how memories of local rock music were attached to heritage and local identity and mobilised to validate Liverpool as a capital of culture, whilst in turn the city's Capital of Culture status served to validate particular ways of remembering the local musical past. The second part of the paper considers the broader significance of these events by relating them to three pan-European trends in cultural policy: the development of the cultural and heritage industries; the protection and promotion of local culture and identity; and the fostering of cultural diversity and integration. It highlights the general significance of the popular music past for cultural policy in Europe, but also the politics of popular music memory and how it involves a complex and dynamic process of negotiation that relates to cultural policy in particular ways. The paper concludes by arguing that popular music offers a specific and productive focus for research on cultural policy, heritage and local identity in Europe.  相似文献

This paper attempts to map how creative city policy emerged as a new form of urban politics in East Asia. It locates the emergence of creative city policy within the East Asian context, where the current political economic movement of neoliberalism intersects with the developmental state’s historical legacy. By investigating institutional and economic practices and consequences of creative city policy in Seoul and Yokohama, this study focuses on how the urban place become carefully rearranged settings through certain procedural, institutional, and technical mechanisms implemented by various discursive and material practices of policy actors. Through this analysis, this research critically reexamines the key rationales of creative economy driven-development and considers the social costs and tensions between the state, capital and citizens that are embedded within the new creative city policy discourse.  相似文献

Leapfrog development is a typical form of sprawl. This paper aims at analyzing the existence, size, and persistence of leapfrogging in a dynamic urban economic model with endogenous green amenities. We analyze whether incoming households choose to settle at the fringe of the city or to jump further away depending on their preferences and the structure of the city. We first provide an analytical treatment of the conditions and characteristics under which a first leapfrog occurs and show how the optimal choice is affected by the size of the city, income, commuting costs, as well as the size of the area where green amenities are considered. We then study how further leapfrogging and multiple urban rings may appear and be maintained in the long‐run equilibrium, and how infill processes take place through time.  相似文献

This article seeks to explain the conditions for the emergence and institutionalization of the cultural paradiplomacy of the city of Barcelona and its local effects. The recognition of the city as an active participant on the international stage is based on its evolution from an industrial to a service economy. Against this backdrop, Barcelona’s city council, in common with many other city authorities operating in the world’s metropolises during the 1980s, initiated its own cultural paradiplomacy as a strategy for attracting capital and promoting local development. This policy became established as part of a new multilevel system of governance. This article analyzes the causes of the institutionalization of this activity from an intergovernmental perspective. It concludes that in the context of economic globalization, the emergence of cities’ cultural paradiplomacy is strongly related to the restructuring of the State and its external administration and to the intensification of the ‘cultural branding’ of cities as a tool for global competition.  相似文献

In this paper we discuss the ongoing restructuring of local cultural policy in Norway. Since the 1990s, we argue, the local cultural sector has been undergoing a structural change, in the form of a movement from institutions to events. As public resources granted to traditional local cultural institutions such as libraries and culture schools decrease, there is a rise in resources granted to new arenas of local cultural life, such as cultural festivals and culture houses. We explain this shift of balance from institutions to events in local cultural policy with reference to three types of mechanism. First, we point to the ‘flexibilisation’ of the cultural sector, which ensues from its sensitivity to changes in the funding of the local governments. Second, new forms of earmarked state funding schemes pull local resources in the direction of cultural festivals and cultural events. A third mechanism that explains the shift from institutions to events is local policymakers’ adoption of theories of culture as a source of urban and regional regeneration.  相似文献

Abstract

This paper probes the underlying motives behind the adoption of the ‘creative city’ policies in Shanghai, Hong Kong and Taipei. It argues that while the global appeal of the creative city is commonly attributed to urban entrepreneurialism, this reason alone is insufficient in explaining the so-called ‘cultural turn’ in these three cities, because none of them ascribe to the conventional format of the post-industrial ‘entrepreneurial’ city. In order to identify other major forces driving the adoption of creative city initiatives in Shanghai, Hong Kong and Taipei, this work delves into the ways in which the idea of the creative city is reworked within the context of global city making. The study found that in addition to urban entrepreneurialism, the inherited cultural policy agenda, which largely stems from national interests, also plays a significant role in directing (and changing) the ‘global cultural city’ making process. By looking into different roles attached to the ‘imported’ policy discourse of the creative city in Shanghai, Hong Kong and Taipei, this study not only contributes to the understanding of urban cultural policies within the Chinese-speaking world and East Asia more generally, but also lends some insights to the developing field of cultural policy mobility.  相似文献

ABSTRACT

Over the last twenty years, cities around the world have seen the multiplication of cultural district projects, which aim to concentrate cultural organisations in a circumscribed urban space, or to label a neighbourhood’s cultural scene. This paper examines the adoption and adaptation of a globally circulating cultural policy model as an instrument of urban governance. Moving away from the notion of policy transfer, understood as a neutral and unidirectional process through which successful culture-led development models spread to other contexts, I show how local actors mobilise external references to position themselves in a transnational cultural policymaking field, and construct their city as a model. I compare the multi-scalar politics of urban modelling in Doha and Singapore, where globally circulating culture-led development models have been introduced not only as instruments of economic growth, but also as diversity management tools. On the one hand, cultural districts serve as discursive nation building/branding instruments to project an imagined identity locally and internationally. On the other hand, urban elites can mobilise cultural districts to make strategic shifts in the diversity management discourse, through an engagement with the urban environment, and the co-optation civil society actors at multiple scales.  相似文献

Cultural planning and the development of cultural quarters has become a new orthodoxy in the revitalization of inner city industrial districts, yet this orthodoxy is now widely questioned as to whether it delivers on its promises. In Birmingham UK, the aim to create a new cultural quarter in the industrial inner city area of Eastside represents a unique opportunity for the city to examine and learn from past lessons of the “cultural turn” in urban policy. 城市文化与旅游发展的关系需要从文化资本即文化因素不断积累和文化价值增值的角度进行考察。城市文化资本传承和累积受到文化资本的基础差异、获取能力和保障力度三个方面因素的影响,其综合作用的结果,决定了城市文化资本的质量及其势能强弱。文化资本质量高的城市,文化旅游无疑会有更好的发展。作为文化资本价值实现的一种具体形式,文化旅游同文化资本之间存在着一种双向选择互动关系。由于文化所具有的公共属性以及市场选择的某些消极作用,互动过程中就需要公共调节机制的介入,以保障城市文化资本和文化旅游发展的永续性动力。从文化资本的视角来看,可以从城市文化资本积累、文化的传承与创新关系、文化旅游系统化开发、城市旅游形象整体定位等方面考虑旅游目的地建设的措施。  相似文献
