The question of globalisation has become a focus of intense debate on the French Left with growing attempts to redefine the nature and forms of leftist opposition. More than any other grouping Attac, created in 1998, has been at the centre of a movement of opposition that contests the terms of neo-liberal globalisation and posits an alternative vision of social and political change. This article focuses on Attac's role in constructing a new discourse of opposition in relation to a global economic order. Whilst Attac seems to offer the possibility for ideological renewal on the Left, it has so far been unable to mobilise widespread support behind its political project. For some observers, Attac has failed to make explicit the connections between particular social problems and grievances in France and a universal context of change at international level. It tends to treat globalisation as an abstract ‘scientific’ problem, a distant and reified phenomenon rather than a social reality affecting millions of French citizens in their everyday lives.

Despite the vast influence of “Chinese culture” on Korea, the Chos[obreve]n dynasty (1392–1910) was a distinct cultural sphere governed by its own internal logic that centred on the aristocracy. Over the past twenty years, the importance of this fact has received emphasis in detailed studies by Deuchler (1992 Deuchler, Martina. 1992. This article explores the modes by which Australian scholars construct knowledge of Indonesia with particular reference to the debates on West Papua in the post-Suharto period. It examines their perceptions, beliefs and attitudes towards human rights issues with a view to analysing the underlying forces, motivations and implications of activism. This article casts doubt on a common, yet often unacknowledged, perception in Indonesia about Australian Indonesia-specialists who are categorised as: intellectuals who always see Indonesian government policies as ‘negative’.2 2. ‘Indonesia specialists’ refer to both scholars who have and who do not have formal Indonesian studies or training who get involved in the study of Indonesia and Indonesian society. Whenever I use ‘Indonesianists’, I refer to scholars who have formal Indonesia studies or training. By Australian scholars, I mean scholars who are Australian by ‘residence’. View all notes I demonstrate that the theorisation of Indonesian society has been diverse in Australia as exemplified by the West Papua debates. Australian scholars’ social positions and mobility, not government policy, shape their beliefs, attitudes and knowledge construction of Indonesia. Thus, considering Australian scholars from a monolithic perspective misses the reality that contemporary intellectual culture in Australia is no longer based on a traditional class.3 3. View all notes I argue there are two major opposing groups in West Papua studies which I label as the ‘affirmative revisionist’ scholars who tend to be more optimistic towards resolution of conflicts in West Papua and the ‘sceptical reformist’ scholars who are dubious about any major changes in West Papua. This latter group believes the people of West Papua should be given the opportunity to remain integrated with Indonesia or to opt for selfdetermination. They tend to use the perceived failure of Indonesia in the protection of human rights in West Papua to attack the Indonesian government and Australian governmental agencies dealing with Indonesia. The article explores how key cultural policy objectives have been negotiated and realised in the urban cultural centres of three neighbourhoods in the city of Helsinki, Finland. We analyse how the ideological basis and the meaning of the centres for their users are related to the overall rationales of urban cultural policy: Enlightenment, Empowerment, Economic impact and Entertainment (Skot‐Hansen 2005 Skot‐Hansen, D. 2005. “Why urban cultural policies?”. Based on our data, consisting of documents on the centres, interviews with decision makers, producers and other professionals, as well as a survey (N = 814) of the visitors to these centres, we argue that even though the roots of the centres date back to 1970s concepts about the democratisation of culture and cultural democracy, the centres are not old‐fashioned fortresses of outdated cultural forms. Research into Erasmus’s political ideas, notably his pacifism, should not be based on sources like Institutio Principis Christiani, Querela Pacis, or Dulce Bellum, which are rhetorical compositions and offer clichés rather than Erasmus’s personal opinions. At the very least, these sources should be checked against Erasmus’s theological writings, in which he presents specific and cogent arguments for his views and allows us to put them into their proper context.  相似文献

In his seminal work, Going Public, Samuel Kernell (1987 Kernell, Samuel. 1987. Going Public: New Strategies of Presidential Leadership. Washington, DC: CQ Press. [Google Scholar]) argued that changes in the congressional bargaining environment incentivized an increase in presidential speeches. Although subsequent research rejected that these changes increased speeches, Congress continues to evolve, having become more centralized and unified (by political party) since the 1970s. The purpose of this article is to revisit the changing congressional environment to assess what impact it has had on presidential speechmaking. We argue that if greater centralization and party unity are to affect speechmaking, they should decrease it, but only under unified government. We find that although congressional centralization, which should promote more bargaining between presidents and legislators, decreases speeches, the impact is not conditional on unified government. To this end, we conclude that the president's electoral not policy goals are the primary motivation for presidential speechmaking. These results have major implications for our theories of going public and our understanding of the public presidency.  相似文献

View all notes investigates public opinion on New Zealand's foreign policy, drawing on the findings of a comprehensive poll of general public and elite opinion conducted in 2008. It analyses what New Zealanders think about a range of foreign policy issues and whether public opinion matches actual foreign policy. It argues that the majority of the public support the broad parameters of official policy, but that there are significant differences of opinion in some specific areas, particularly trade agreements and defence. These differences correspond in particular to political orientation and age, gender and income level. The article also outlines the key differences between public opinion and the opinion of the positional elite. Overall, it is argued that the New Zealand public does have clear opinions on foreign policy issues and that these are generally consistent. The article proposes more frequent polling and more public debate over foreign policy.  相似文献

Regional syntheses based on data recovered mostly from outside of the Northern Range have characterized the mountainous region in northern Trinidad as a boundary between two distinct interaction spheres during the Early Ceramic Age (ca. AD 350–650/800) (Boomert 2000 Boomert, A. 2000. Trinidad, Tobago and the Lower Orinoco interaction Sphere: An Archaeological/Ethnohistorical Study. Alkmaar: Cairi Publications. [Google Scholar]). Changes occurring on Trinidad, other islands of the southern Lesser Antilles, and the South American mainland resulted in the disintegration of these earlier style zones during the final centuries of the Early Ceramic (Boomert 2000 Boomert, A. 2000. Trinidad, Tobago and the Lower Orinoco interaction Sphere: An Archaeological/Ethnohistorical Study. Alkmaar: Cairi Publications. [Google Scholar], 2010). This period of Late Ceramic cultural realignment was characterized by climate change, the renegotiation of political and social networks, and demographic transformations. We consider newly recovered ceramic evidence from the central Northern Range in order to evaluate the characterization of the region as a boundary and the region's role in broader Caribbean trends. We examine participation in interaction spheres to provide a more nuanced understanding of regional dynamics as they were expressed locally. Ceramic data indicate that occupants of the central Northern Range interpreted regional styles using locally derived materials, thus simultaneously engaging regional traditions and constructing local patterns of resource exploitation.  相似文献

As the third and last part of a systematic palaeontological study of the brachiopod fauna from the Permian–Triassic boundary section at Zhongzhai in Guizhou Province (South China), this paper reports 15 species (including three new species: Tethyochonetes minor sp. nov., Neochonetes (Zhongyingia) transversa sp. nov., Paryphella acutula sp. nov.) in Order Productida. In addition, the morphological features and definitions of several key Changhsingian brachiopod taxa (e.g., Paryphella and Oldhamina interrupta) are clarified and revised.

A revision of the late Palaeozoic South American pectinid Heteropecten multiscalptus (Thomas) and the establishment of Heteropecten paranaensis sp. nov. have important implications for the relationship between faunal realms within South America. Late Palaeozoic bivalve faunas occur in three distinct realms in South America: a Central Gondwanic Realm with endemic taxa showing affinities to Australia, New Zealand, South Africa and Namibia, a cold Perigondwanic Realm, and a warm Extragondwanic Realm with tethyan-like affinities similar to faunas of the American Midcontinent. In South America, faunas east of the southern Andes belong to the first two realms and previous interpretations of bivalve faunas suggested biocorrelations with those of the Extragondwanic Realm because they shared the taxon Heteropecten multiscalptus (Thomas). A revision of the Peruvian and Brazilian material does not confirm this. Instead, a re-analysis suggests that two species are present, rather than one: Heteropecten multiscalptus in the Cerro Prieto Formation, Amotape Mountains (Peru; Extragondwanic Realm), and Heteropecten paranaensis sp. nov. in the upper part of the Itararé Group, Paraná Basin (Brazil; Central Gondwanic Realm). Thus, the correlation between the late Palaeozoic faunas of the Central Gondwanic and Extragondwanic Realms in South America can no longer be supported. Heteropecten paranaensis sp. nov. lived in a siliciclastic-dominated, cold, epeiric sea of Brazil and Argentina, and is morphologically similar to some Australian species, whereas the Peruvian H. multiscalptus thrived in the warm seas of the Extragondwanic Realm.

Analyses of the Provisional IRA in Northern Ireland tend to underplay the influence of political strategy in the 1970s, preferring to emphasise militarism. Similarly, the persistence of militarism in the 1980s is often obscured by the attention paid to a ‘new’ republican political orientation. This article seeks to draw attention to the IRA's evolving attitude to the ‘problem’ of Ulster unionism, and republicanism's various estimations of the likely efficacy of violence throughout the period. Republicanism is best understood as a deeply rooted working-class ethno-nationalist movement interacting closely with the other agents of the Northern Ireland conflict: constitutional nationalism, unionism and the British government. ‘Armed struggle’ became a declining asset for republicanism as it came to be seen less as a form of ‘popular guerrilla warfare’ and more as ‘terrorism’. 1 [1] For valuable advice, thanks to Prof. Roy Foster. Abstract

In three books published in 1940, 1956, and 1961, Arthur J. Marder established what became the orthodox view of the development of the British navy in the years leading up to the First World War.1 A.J. Marder, The Anatomy of British Sea Power: A History of British Naval Policy in the Pre-Dreadnought Era, 1880–1965 (New York, 1940); idem,[Fear God and DreadNought: The] C[orrespondence of Admiral of the Fleet Lord] F[isher of Kilverstone: II: Years of Power, 1904–14] (London, 1956); idem, From the Dreadnought to Scapa Flow: I: The Road to War, 1904–14 (Oxford, 1961). Building upon the work of Sir Llewellyn Woodward, who argues that, from the outset of the twentieth century, British naval policy was framed as a response to the threat posed by the rising German naval power,2 E. L. Woodward, Great Britain and the German Navy (London, 1934). Marder makes precise claims about the nature of the response. In particular, he states that, under the leadership of the first sea lord from 1904 to 1910, Admiral Sir John Fisher, the admiralty undertook two root-and-branch reforms. First, it redeployed Britain's fleets and squadrons, reducing the number of foreign stations, scrapping obsolescent vessels, and stationing the most powerful units of the fleet in European waters. Next, at Fisher's prompting, it triggered a naval revolution by ordering the building of a new type of warship, HMS Dreadnought, the world's first turbine-powered, all-big-gun battleship. In both cases, Marder is unambiguous about the motive: the redeployment adjusted Britain's force posture to ensure a preponderance of strength in the vicinity of the North Sea, the theatre in which the expected war with Germany would be fought. The new type of ship was necessary to help to modernize the navy's matériel in keeping with advances in gunnery, propulsion, and torpedoes. If not explicitly aimed at Germany, the new ship would ensure that the navy was better prepared for a war that Fisher perceived to be ‘inevitable’s.  相似文献

It represents one of the first Chinese trilobite species to have been established, but has been almost completely ignored by subsequent workers. This species is redescribed and reassigned to the Gondwanan inner shelf indicator calymenid Neseuretus, compared with other South Chinese taxa previously assigned to this genus, and interpreted as a senior synonym of N. concavus Lu, 1975 Lu, Yanhao. 1975. Pre-First World War anarchists blamed industrial society for denying its working class the share of the good life that was its due. Their critiques of their contemporary ‘regime of consumption’ were more than marginal to their views of a society they saw as upholding distributive injustice with the means of state violence. They conceived of a bourgeois system that had to be consumed and attacked with its own weapons: political violence. Hence the tactics of ‘propaganda by deed’ and ‘direct action’, the power of dynamite and later on syndicalist organisation appeared as appropriate means to overcome state-centred capitalist society and to usher in alternative ‘regimes of consumption’ based on cooperative or communist models allowing the producers to enjoy the fruits of their labour. Two of the most prominent German adherents of such visions, Johann Most and Wilhelm Hasselmann, were prompted to adopt the transnational propaganda of anarchist terrorism by their experience of state repression, exile and a series of terrorist events they associated themselves with. Siegfried Nacht, whose attitudes were heavily influenced by French syndicalism, sought to transfer older traditions of violent class struggle to the realm of economic terrorism. All their attempts at actualising political violence transnationally were marked by a desire to overcome weakness and the gap that separated visions of revolutionary acts and future societies from the starkly contrasting reality of their increasingly isolated and marginal political positions. The intellectual nexus between ‘political economy from below’ and contemporary practices of violence is crucial for understanding anarchist terrorism. Enemy images of parasitic consumers based on dichotomies between justified producer-consumers and criminal exploiter-consumers were part and parcel of its ideological currency.

Within a political context where Gaelic arts are recognised as integral to the configuration of a new Scotland, this paper focuses on the art and artistic practice of a community arts centre in North Uist, Outer Hebrides, and the art of internationally acclaimed Scots artist, Will Maclean, who has worked with this centre, with initiatives to commemorate the land struggle on the Isle of Lewis, and with Gaelic arts. In 1903, after the publication of the second volume of the Irish R.M. stories, Edith ?. Somerville and Martin Ross revised and republished their first novel, An Irish Cousin (1889 Somerville, E. OE., and MartinRoss. An Irish Cousin. London: Richard Bentley, 1889. [Google Scholar]), under its original name. They reduced it from two volumes to one, made global revisions to the plot, and edited it at the word and sentence level. More interestingly, they modified the representation of the main Irish protagonists of the gothic plot, both landlords and tenants. To date, no extensive comparison between the two editions exists. The 1889 edition is rare, so commentators have relied on the 1903 edition even though they often cite the social context of the first edition. This article compares the two editions and provides explanations for the revisions, examining the authors’ personal and professional reasons for these changes voiced in their published and unpublished letters and diaries within the cultural, social, and political context of the period. The comparison briefly considers the implications of these changes for theorists of the Irish Gothic.  相似文献
