Participatory policy analysis (PPA) has been recommended as a means for better informing the policy process and reinvigorating citizen participation in government decisionmaking. This study analyzes the Vermont Forest Resources Advisory Council (FRAC), a stakeholder form of PPA, to assess trust and understanding, which PPA proponents suggest is important for democratic governance. Findings indicate that process design and the roles of science and social values in decisionmaking affected trust and understanding among participants and in the FRAC process. This case highlights challenges in making PPA operational and in addressing positivist and postpositivist perspectives within PPA.  相似文献

Spatial planning commonly adopts a diversity of functions and logics in contributing to the handling of growth and development. Being influenced by an array of contextual driving forces that result in specific institutional practices and policy agendas, spatial planning seems to be constantly reoriented in terms of its purposes and reasoning. This article sets out to explore the diverse orientations and roles that spatial planning has assumed in Denmark over a 50-year period. In doing so, the article examines the evolution of national planning policy by means of a multi-disciplinary framework comprising analytical concepts drawn from planning theory, state spatial theory and discourse analysis. Based on an in-depth study, the article then attempts to qualify, illustrate and synthesize the diverse roles that spatial planning has assumed in Denmark throughout that timeframe. The article concludes that spatial planning initially assumed a steering role, which has been either supplemented or substituted by balancing and/or strategic roles over the course of the past two decades. As a whole, this case is thought to contribute to current discussions regarding how spatial planning is shaped in different parts of Europe.  相似文献

Whether public opinion should be expected to play a role in the shaping of abortion legislation in the states is a debatable question. Representation is a difficult task, especially if legislators receive mixed cues from the public, activists, and the political parties. In this study, we find that grass-roots activism and public opinion tend to match, and both are reflected in state abortion policy. In addition, more Pro-Life policies are found in states with a tradition of conservative policies in other areas, Republican majorities in the state legislature, more Catholic residents, and fewer women legislators. These patterns hold true for a composite index of abortion policies and for the specific policy area of government funding of abortions. Slightly different patterns occur for parental consent laws, though these statutes also tend to reflect general preferences on abortion and interest group activity in a state.  相似文献

This study uses a four-region classification of states to investigate the impact of regionalism on the acid rain policy debate. Using multiple regression analyses and controlling for such factors as total pollution emissions, coal production, and precipitation pH, it was found that a state's activity level with respect to involvement in the acid rain policy debate was significantly influenced by both its commitment to environmental protection and its regional differentiation.  相似文献

The practice of participatory planning in discrete Indigenous settlements has been established since the early 1990s. In addition to technical and economic goals, participatory planning also seeks community development outcomes, including community control, ownership and autonomy. This paper presents an evaluation of one such planning project, conducted at Mapoon in 1995. The Plan successfully improved physical infrastructure and housing, but had mixed success in terms of community development. Despite various efforts to follow participatory processes, the Plan was essentially a passing event, community control progressively diminished after its completion, and outcomes fell short of notions of ownership and autonomy. This suggests some misunderstandings between the practice of participatory planning and the workings of governance.  相似文献

Over the last 10 years, European Union interest in planning has increased significantly. Although land use planning remains a function of each member state, the legal obligations imposed by the EU in the fields of environmental law, structural funds, the Common Agricultural Policy, and Trans-European Transport Networks, have all impacted upon the context of the operation of the British planning process. Many of the EU initiatives have had to be transposed into domestic legislation, while others form an important-if oft-times uncertain-framework for British policy-makers. This paper examines the relationship between the European Union's policies and initiatives as they have potentially impacted upon the British planning system and the contents of Britain's national and regional planning policy guidance to local planning authorities in the assessment period 1988-1997. But the Conservative governments adopted a 'Eurosceptic' approach to their relations with Europe and, as demonstrated within this paper, also towards spatial planning issues that caused uncertainty in practice. The research indicates that although the EU has impacted upon British planning, particularly at the local level of government, this has not been reflected at the national and regional levels in planning policy documentation, mainly because of the 'Eurosceptic' attitude of the government. Policy-makers at both the national and regional levels in England, Scotland and Wales are now recognizing the need, however, to keep apace with changes occurring simultaneously with regard to enhanced European integration, and the approach of the Blair government since 1997 has re-focused the relationship between the EU and UK over spatial planning.  相似文献

The creation of the National Assembly for Wales in May 1999 was part of a series of constitutional reforms in the UK initiated by the Labour Government after 1997. The Assembly, that has been awarded policy-making powers only, is still in its infancy, and any assessment of the perceived success of the new forum would be premature. Nevertheless, there are signs emerging that could give rise to the view that the Assembly will carve out a degree of distinctiveness in its approach to governance and substantive policy areas compared to that operating in England generally, and to the land use planning system in particular. This review paper charts the birth of the National Assembly for Wales, outlines its responsibilities and functions in relation to planning, and assesses what has happened 'on the ground' in its first 18 months. Overall, the paper portrays politicians and officials in the new governance framework searching for distinctiveness, inclusiveness and policy ownership; the task is to offer something different compared both to the system existing previously and to the on-going processes of institutional restructuring underway in other parts of the UK. It situates planning within the crucible of decentralization and devolution, since planning has been awarded a central facilitating role within the governance and restructuring process as part of the Welsh Cabinet's determination to deliver sustainable development in the twenty-first century.  相似文献

ABSTRACT

We present a new technique to detect flat archaeological sites with minimal ceramics using an unmanned aerial vehicle that maps surface stone concentrations. Methods deployed include point pattern analysis of stone concentrations and a machine-learning technique using unsupervised classification of visible stone signature qualities, which are used in simple linear regressions to compare with geophysical and ceramic surface survey results of a site in Iraqi Kurdistan. There is a stronger fit (r2?=?0.77) between surface stone concentrations and architecture identified by geophysical measurement, while surveyed ceramics show a weaker fit to defined architecture (r2?=?0.31). Surface stone concentrations are potentially a better proxy than ceramics for determining the presence of past settlement in regions where stone was commonly used, sites are relatively flat, and ceramics are found in low concentrations. The methods advanced here can be scaled to wider areas, particularly in mountainous regions, where surface stone features are present.  相似文献

This article engages with the trajectory of urban participation in Recife, Brazil, from its start as a governance system aimed at ensuring the right of the poor to the city, to the introduction by the Workers’ Party of participatory budgeting. I argue that participation is used by the state in order to include populations within governmental structures while the poor struggle for the right to belong to the city. Drawing on Alain Badiou's ontology of multiplicity I contend that the urban situation is grounded in inconsistency, as manifested in the existence of a category of people who “sit at the edge of the void”, that neither is included nor belongs. I conclude that the popular mobilizations in Recife in the 1980s constituted a true emancipatory event that exposed the divisions of the city, the existence of a fundamental wrong, and that proclaimed the right of the excluded to the city.  相似文献

This paper compares the decision-making approaches of two presidents, John F. Kennedy and George W. Bush, in relation to unanticipated international crises. One, President Kennedy, employed a broad body of expert opinion and entertained a wide range of options in meeting the Cuban Missile Crisis of 1963. The actions taken avoided a potential worldwide nuclear war. The other, George W. Bush, consulted only a few, like-minded colleagues and appears to have decided early on that a war directed against Iraq and Saddam Hussein was a necessity. The administration's justifications for the war were difficult to prove and the administration chose an essentially bilateral (as against a multi-lateral) approach. The Iraq War was won fairly easily, although its long-range consequences remain unclear. The two styles of decision-making present polarized approaches to international crisis situation management.  相似文献

The "congressional dominance" literature in political science provides valuable insights into the legislative control of administrative agencies. However, this literature tends to be conceptualized with respect to regulatory agencies, and it is not especially helpful in understanding the dynamics of policymaking in the provision of human services. After distinguishing the tasks of regulation and human services provision, we present an alternative: a common agency model of human service policy as the outcome of interest group bargaining. We illustrate its implications with an analytic narrative of service provision for the seriously mentally ill.  相似文献

The article examines the development of the urban planning system in Tallinn from 1991, when Estonia re-established its independence from the Soviet Union, until 2004. The planning laws and planning documents are analysed from the point of view of what kind of tools they provide for the public authority to intervene in urban development. It is argued that a liberal ad hoc urban planning that was established in the early 1990s is currently gradually being replaced by a more regulatory system where the rights of landowners are increasingly yet not always comprehensively defined in advance. Nonetheless, despite the recent revival of planning, the market still primarily dictates Tallinn's urban development.  相似文献
