Wells's The New Machiavelli (1911) offers an excellent case study of the use of anti-Machiavellian Machiavellism as both a philosophical and a rhetorical strategy. In Remington, Wells creates a protagonist who follows Machiavellian rules of behaviour and denounces those who do likewise. The novel is structured to show Remington's progress from an idealist refutation of Machiavellism, through a recognition of its necessity, to the formulation of a private and political method for the necessary pursuit of Machiavellian principles under the disguise of anti-Machiavellism, including trenchant criticisms of Fabians as anti-Machiavellian Machiavellians. These stages, culminating in complete personal and public failure, are reflected in Remington's party allegiances, and broadened by Wells into an account of British party ideologies around the turn of the twentieth century. Wells's rhetorical design for mapping and assessing anti-Machiavellian Machiavellism is paralleled by an exploration of that technique in himself, attested by the predominance of autobiographical elements in The New Machiavelli, and by similarities between Remington's and Wells's own deception of others and themselves. Far from incidental, anti-Machiavellian Machiavellism is the motif that unites the shifting party allegiances, political conceits and moral hypocrisies, and private and public failures of Wells, Remington, and of the period of British politics that they intend to encapsulate.  相似文献

In the last thirty years historians of republicanism have offered us the image of Harrington as the true hero of Machiavellism. This paper suggests instead that Harrington adopted Machiavelli's method in political science, but shared only few of his master's values, often referring to those cherished in anti-Machiavellian circles, as in the case of the agrarian laws. Indebted to the anti-Machiavellian Petrus Cunaeus's analysis of the Jewish Jubilee laws, Harrington transformed Cunaeus's specific observations into a general law of his own political science. This paper emphasizes the originality and modernity of such science, based on the inextricable interconnectedness between politics and economics. Further, it argues that this science entails a new, post-Machiavellian theory of liberty and property.  相似文献

This article offers a new interpretation of H.G. Wells's politicalthought in the Edwardian period and beyond. Scholars have emphasisedhis socialism at the expense of his commitment to liberalism,and have misread his novel The New Machiavelli as an anti-Liberaltract. Wells spent much effort in the pre-1914 period in thequest for a ‘new Liberalism’, and did not believethat socialists should compete directly with the Liberal Partyfor votes. It was this latter conviction that lay behind hismuch misunderstood dispute with the Fabian Society. His politicalsupport for Churchill was one sign of his belief in the compatibilityof liberalism and socialism, in which he was far from uniqueat the time. He also engaged, somewhat idiosyncratically, withthe ‘servile state’ concept of Hilaire Belloc. Althoughhe did not articulate his Liberal identity with complete consistency,he did so with increasing intensity as the First World War approached.This helps explain why key New Liberal politicians includingChurchill, Lloyd George and Masterman responded to his ideassympathetically. The extent of engagement between Wells andthe ‘New Liberalism’ was such that he deserves tobe considered alongside Green, Ritchie, Hobson and Hobhouseas one of its prophets.  相似文献

One of the great intellectual productions of the postwar period, J. G. A. Pocock's The Machiavellian Moment was also an intervention in the American polity of the 1970s. The book's content, its rhetorical style, its methodology, and even its physical printed form were all designed to effectuate a political gesture. The crises of 1968 to 1973 invalidated the optimistic liberalism of Pocock's academic circle. The history of political language offered a refuge and a programmatic foundation for Pocock's pragmatic conservatism. The paper discusses issues of political heritage and the commemoration of notable figures within the context of the small city state of Singapore, a former British colony which celebrated 50 years of full independence in 2015. Particular reference is made to Mr Lee Kuan Yew, hailed as the founding father of the modern republic, who also died that year. Heritage overall is shown to occupy an important place in official nation building efforts, including political heritage dominated by the narrative of the success of the government formed by the party created and led by Mr Lee. Approaches to remembering the man and his legacy are considered, focusing on debate about turning his home into a memorial and possibly a national monument. The case confirms the generally observed manner in which formal depictions of political heritage, encompassing stories of influential individuals, are inextricably tied to contemporary politics. It also reveals the particular challenges of heritage management in Singapore arising from its history and official endeavours to shape public and private memories.  相似文献

Pocock's Machiavellian Moment is monumental in its erudition, and thus one may be surprised that Pocock virtually ignored Macpherson's Political Theory of Possessive Individualism in his assessment of seventeenth-century political thought, and ignored Strauss's Thoughts on Machiavelli. Pocock noted that ‘the schools of Marx, Strauss and Voegelin concur’ in holding Locke to be a bourgeois or possessive individualist. Pocock elaborated a paradigm of republicanism as civic humanism as a contrast to liberalism as possessive individualism. Pocock seemed to accept tacitly Macpherson's and Strauss's view that Locke inverted the Aristotelian view of property as a means to political participation, whereby politics became a means to the protection and accumulation of property. Macphersonian scholars have criticised Pocock for misinterpreting the function of property in the Atlantic republican tradition and Straussian scholars have criticised The Machiavellian Moment for its failure to distinguish ancient from modern republics, and for Pocock's failure to appreciate the epochal significance of Machiavelli's call to master fortune or dominate nature through technique. But it is questionable whether or not it is incumbent on an intellectual historian to address present preoccupations about capitalism or global technique.  相似文献

Much of British imperial society in the early nineteenth century was characterised by a reformulated sensibility of manliness and family. Integral to this sensibility was the notion of men's responsibility for dependants. However, the story of Charles Wightman Sievwright, appointed as Assistant Protector of Aborigines in colonial New South Wales, serves to demonstrate that a man's duty of care for very different, racialised kinds of dependants could be emphasised in conflicting ways by British settlers on the one side and by humanitarians on the other, under conditions of colonial expansion. Sievwright's story also encourages more explicit attention to both the tensions and the mutual intrusions between men's public and private roles within colonial society. Sievwright's own efforts as an active, humanitarian man in the political life of the New South Wales frontier were scandalously undermined by his failure to perform the role expected of him in his domestic, familial relations.  相似文献

The publication in 1967 of Geoffrey Holmes's masterpiece, British Politics in the Age of Anne , effectively demolished the interpretation of the 'political structure' of early 18th-century England that had been advanced by the American historian R.R. Walcott as a conscious imitation of Sir Lewis Namier. But to understand the significance of Holmes's work solely in an anti-Namierite context is misleading. For one thing, his book only completed a process of reaction against Walcott's work that was already under way in unpublished theses and scholarly articles (some by Holmes himself). Second, Holmes's approach was not simplistically anti-Namierist, as some (though not all) of Namier's followers recognized. Indeed, he was strongly sympathetic to the biographical approach, while acknowledging its limitations. The significance of Holmes's book to the study of the house of commons 1702–14 (and of the unpublished study of 'the Great Ministry' of 1710–14 to which it had originally been intended as a long introduction), was in fact much broader than the restoration of party divisions as central to political conflict. It was the re-creation of a political world, not merely the delineations of political allegiances, that made British Politics in the Age of Anne such a landmark in writing on this period.  相似文献

This article considers the British reception of Meher Baba, an Indian religious figure, who first travelled to Britain in 1931. Following a tradition of Indian religious figures who toured Britain and America in the nineteenth and twentieth centuries, Baba was removed from organised religion and placed emphasis on self‐realisation, and attracted large British followings notably dominated by women. This article argues that the 1930s witnessed a continuing interest in Indian religious figures and adherence to Orientalist stereotypes about Indian religiosity despite changing political dynamics. Exploring a range of public and private responses to Baba, following comparison with his contemporary Jiddu Krishnamurti, and discussing the role of British mediators Paul Brunton and Francis Younghusband, this article explores British impressions of Indian religious figures in the 1930s and how they were informed by notions of race, religiosity, and gender.  相似文献

This article examines the central influence of anti‐Catholicism upon English‐Canadian nationalism in the first third of the twentieth century. Anti‐Catholicism provided an existing rhetorical and ideological tradition and framework within which public figures, intellectuals, Protestant church leaders and other Canadians communicated their diverse visions of an ideal Canada. The study of anti‐Catholicism problematises the rigid separation that many scholars have posited between a conservative ethnic nationalism and a progressive civic nationalism. Often times these very civic values were inextricable from a context of Britishness. In addition, anti‐Catholicism was not simply about theological differences between Protestants and Catholics. Instead this theological thread often intersected with the perceived socio‐political problems that Catholics and Catholicism posed. Hostility to Catholicism was not limited only to fraternal organisations such as the Orange Order; indeed the importance of anti‐Catholicism as a component of Canadian nationalism lies in its presence across the political and intellectual spectrum. Catholicism was perceived to inculcate values antithetical to British traditions of freedom and democracy.  相似文献

This article extends recent scholarship on women’s rhetorical education and practices, which has focused primarily on the experiences of American women, by analyzing the career of Canadian elocutionist Edna Sutherland (1869–1956). Despite the tendency in Canada’s postsecondary institutions to marginalize public speaking instruction as a merely “practical” concern, Sutherland pursued a 35-year academic career, teaching voice culture and becoming Dean of Women successively at the University of Manitoba and Manitoba College. The article examines her negotiation of local circumstances to achieve this success as an instance of rhetorical resilience. Ultimately, Sutherland’s performative abilities complemented her private and college teaching, while the cultural authority she gained as a result supported her contributions to public life, many focused on opportunities for women. The article considers as well how American and British influences on her advocacy for speech training may reflect broader national trends.  相似文献

Immediately after the First World War the British Labour Party was forced to reconsider its relationship with an increasingly militant Irish nationalism. This reassessment occurred at the same time as it was becoming a major political and electoral force in post‐war Britain. The political imperative from the party's perspective was to portray itself as a responsible, moderate and patriotic alternative governing party. Thus it was fearful of the potential negative impact of too close an association with, and perceived sympathy for, extreme Irish nationalism. This explains the party's often bewildering changes in policy on Ireland at various party conferences in 1919 and 1920, ranging from support for home rule to federalism throughout the United Kingdom to ‘dominion home rule’ as part of a wider evolving British Commonwealth to adopting outright ‘ self‐determination’ for a completely independent Ireland outside both United Kingdom and empire. On one aspect of its Irish policy, however, the party was adamant and united – its opposition to the partition of Ireland, which was the fundamental principle of Lloyd George's Government of Ireland Bill of 1920 which established Northern Ireland. Curiously, that aspect of Labour's Irish policy was never discussed in the party at large. All the running was made by the Parliamentary Labour Party (PLP) in the house of commons in 1920. The PLP's outright opposition to the bill acted as balm throughout the wider party, binding together the confusing, and often contradictory, positions promulgated on the long‐term constitutional future of Ireland and its relationship with Britain.  相似文献

Irish national identity, political nationalism and Catholicism are the defining characteristics of the minority community in Northern Ireland. These identifiable ethno‐national and ethno‐religious characteristics have been the basis of communal solidarity that has transcended increasing socio‐economic heterogeneity within that community. Both of the Nationalist political parties in Northern Ireland, Sinn Féin and the Social Democratic and Labour Party (SDLP), draw their support almost exclusively from their community of origin. What is not known, however, is the relative importance of Irishness, Catholicism and Nationalism in shaping support for either party. Which of these ethnic identifiers is of greatest salience in identifying support for Sinn Féin or the SDLP? Drawing upon recent election survey evidence, this article attempts to rectify this information deficit, highlighting the weighting of components of ethnicity in determining intra‐bloc political allegiances.  相似文献

This article situates China's local policy experimentation in the broader context of policy experiments in decentralized political systems, through a case study which represents a local state response to China's transition to a market economy. With growing regional and urban–rural inequalities evident after the initial reform period (1978–1994), local party leaders of inland provinces devised strategies for addressing these inequalities and encouraging public–private sector mobility among party officials. County and township‐level leaders pursued local policy experiments in which they selected and sent officials to find private‐sector work in China's booming coastal cities. Initiated in the 1990s and peaking in the 2000s, these policy experiments and inter‐provincial transfers demonstrate the discretion that local officials possess to conduct programmatic/policy experiments in a unitary political system and show how officials resort to extra‐institutional strategies in order to bridge perceived knowledge gaps. The ultimate demise of these programmes illuminates the challenges to extra‐institutional policy innovations in transitioning states.  相似文献

This article uses the deluge of pamphlets, public addresses, newspaper articles and sermons addressing the Queen Caroline Affair to construct a case study of the opposing constructions of British masculinity vying for dominance in 1820. The literature surrounding the attempted royal divorce reveals a contest between the libertine example of manhood characterised by George IV and the more sober, chivalrous and respectable image of masculinity increasingly espoused as the British ideal. This episode, therefore, offers an unusually rich insight into contemporary constructions of masculinity and the way in which they were utilised within the public sphere. Moreover, this article argues that such gendered concerns were not only as crucial to motivating opposition to the king's actions as political issues, but that gender concerns and political issues were indivisible, as appropriate manly behaviour in both public and private increasingly came to be seen as a core component of a man's overall reputation and fitness to exercise authority.  相似文献

The political impact of “social acceleration” has recently attracted much attention in sociology and political theory. The concept, however, has remained entirely unexplored in the discipline of history. Although numerous British historians have noted the prominent position of acceleration in the late‐Victorian and Edwardian imagination, these observations have never expanded beyond the realm of rhetorical flourish. The present paper attempts to build a two‐way interdisciplinary bridge between British political history and the theories of social acceleration that have been posited in the social sciences, arguing that both British political historians and acceleration theorists have much to gain from further dialogue.  相似文献

Joseph Parkes, Birmingham solicitor, electoral agent, whig party advisor and secretary to the Parliamentary Municipal Corporation Commission was a modern master of exposing corrupt and fraudulent electioneering and using it as a catalyst for the election of reform and Liberal politicians immediately following the 1832 Reform Act. Warwickshire's own political and legal history was the foundation for Parkes's understanding of how politics worked in Britain and what was wrong with it, and helped forge his vision for an effective reform in parliamentary and local government. This essay examines Joseph Parkes's understanding of national electoral politics, informed by his work in Warwickshire. As a local solicitor, Parkes gained the wisdom of controlling electoral registration, canvassing in a routine and orderly manner and establishing a network of professionals to secure that registrations turned into votes at elections. This experience would culminate in the formation of the Reform Club, a national organisation of whigs, Liberals and radicals, that would, eventually, become the base of the Liberal Party in modern British politics. In short, Joseph Parkes was a man who could not, and did not wish to, escape where he came from, at least in terms of his political education. His Warwickshire experiences and lessons learned, solidified a series of political reform goals that he pragmatically approached as a political advisor, operative and attorney, rather than an elected public servant, and marked the direction of politics for the rest of the century.  相似文献

SUMMARY

In the scholarship on the concept of political corruption, one frequently encounters the lamentation that the manner in which the concept is deployed in liberal modernity is insufficiently attuned to the richer sense in which the term was employed in the ‘civic humanist’ tradition. In these lamentations, the usual point of reference is J.G.A. Pocock's The Machiavellian Moment, a work that made corruption the central term of art in a political language stretching from the Renaissance to the eighteenth century and beyond. Certainly there is something quite attractive today about the ‘Machiavellian’ inflection of the term—our era is replete with the very things the protagonists of Pocock's story decried: debt, dependency, oligarchy, standing armies and the diminution of civic duties. But to what extent is Pocock's classic text a reliable guide for those studying the concept of corruption? This article suggests that Pocock uses the term in an excessively capacious manner, which both weakens his book's utility for understanding eighteenth-century political thought and undermines its power as a foundation for political critique by civic-minded anti-corruption reformers.  相似文献
