Dominant narratives of the economy, as well as policy discourses in Papua New Guinea (PNG), tend to separate the ‘formal’ from the ‘informal’ economy. Concurrently, there is a development policy emphasis on women's economic empowerment. In urban areas this has meant a policy focus on larger market places as sites where women need support for economic engagement. Within these policy discourses, one activity in urban areas usually relegated to the ‘informal’ economy is small home‐based market stalls, referred to in this paper as haus maket. Located at homes or on nearby roads, haus maket are prolific and available to the public, and as such provide a similar function to public market places as spaces to make money. This paper considers these public yet intimate spaces as sites where vendors, usually women, embody and lead contestations between money and moral value spheres. At a time when the policy emphasis is on the formal economy and larger market places in PNG, why do such small market places persist? The first aim of this paper is to establish the role of haus maket as a site where spheres of value intersect. Rather than being ‘informal’ and peripheral, I seek to foreground its centrality to the economy but also as a site where economic and social moral values conflate. The second aim of the paper is to examine the role of sharing as a form of transaction in its own right distinct from exchange as a transaction between two actors. Haus maket stalls are sites of sharing and of moral action and value where forms of value in the settlement are shaped and negotiated.  相似文献

Recent research in the Harris-Todaro (HT) tradition has added an important new element to the model by incorporating an urban land market. Brueckner and Zenou (1999) (hereafter BZ) argue that a model where migration equalizes expected wages between city and countryside may overlook another important force that equilibrates the process of rural-urban migration. This force is the migration-induced rise in the urban cost of living, which occurs principally through escalation of urban land rents as the city population expands. Land-rent escalation, which tends to limit rural-urban migration, provides an important additional force that may help determine city sizes in developing countries. The present paper provides a simpler alternative to BZ's analysis by assuming that urban residents smooth their income as they cycle between formal and informal employment. This allows migration decisions to be based on the expected wage, as in the usual HT framework, in a model that includes a land market. The analysis shows that this modified framework generates results slightly different from those of BZ.  相似文献

The idea of communal tenure has formed a key plank in the rural governance of Zimbabwe since independence, but its retention following the Fast Track land reforms of 2000–2002 perpetuates a distinction between ‘commercial’ land governed by a land market and ‘communal’ land on which market transactions are illegal. This article draws on recent research in Svosve Communal Area to examine the dynamics of land access and their implications for rural poverty in Zimbabwe. The authors argue that, as in many other parts of Africa, access to land governed by customary authority in Svosve is increasingly commoditized via informal, or ‘vernacular’, sales or rental markets. In failing to acknowledge and address this commoditization of land, the ‘communitarian’ discourse of customary land rights that dominates the politics of land in Zimbabwe — as elsewhere in much of Africa — undermines, rather than protects, the livelihoods of the rural poor.  相似文献

This article provides a new perspective on the links between British imperialism and metropolitan finance by showing how formal power reinforced ‘money power’ at a formative stage in the political development of the colony of Queensland. In 1866, despite the contraction of the bridgeheads of formal British authority in eastern Australia, local imperial representatives quickly aligned with private interests when British investments appeared to be threatened by a proposal to introduce a fiduciary note issue. Subsequently, Queensland politicians continued to contest the control of money and the scope of government intervention in the colonial economy. Ultimately, however, the inflow of British capital created new bridgeheads of British power in Queensland, re-constituting it as a ‘colonial place’ in the informal empire of investment and influence.  相似文献

This article focuses on how common property resource (CPR) institutions managing forest resources in Latin America have responded to change, a subject relatively ignored in the English-language literature. It examines in particular the evidence surrounding the popular view that CPR institutions must inevitably break down in the face of economic and demographic pressures—an extension of the `tragedy of the commons' thesis. The evidence shows that there have been a number of both positive and negative experiences. The negative experiences include the obvious vulnerability of Amerindian informal institutions to the individualistic incentive structures of market forces. The apparent incompatibility between the market and `gift' economy leads to a questioning of the current donor emphasis on market-orientated natural forest management among indigenous groups that have received little exposure to market forces, and alternative approaches are suggested. However, many indigenous and other groups have responded positively to market pressures and there is ample evidence that, given an appropriate policy environment, community-based natural forest management can still be regarded as a `great white hope' for forest conservation, especially considering the largely negative environmental and equity impacts of individualized resource privatization, as in the Brazilian Amazon. However, CPR institutions have generally faced an unsupportive policy environment; it is therefore over-simplistic for those in favour of privatization of property rights to ascribe their erosion to commercial or demographic pressures per se.  相似文献

While informality has long been studied as a feature of governance in the global South, a growing range of accounts examine informal governing arrangements as endemic to cities and nations of the global North. This paper contributes to such scholarship by drawing attention to informal practices and mechanisms involved in the spatial management of sex work in the global North. Existing literature on the spatial management of sex work has long emphasised how informality shapes local sex work practices and mediates formal state-based regulation. We synthesise these studies to suggest three modes of informal governance: as component, catalyst and alternative to formal regulation. Through a case study of street-based sex work management in Christchurch, Aotearoa New Zealand, we discuss how informal governance emerged as a de facto component of formal regulation at the national scale and an alternative to formal regulation at the local scale. Specifically, we detail how an ambiguous regulatory environment, combined with highly localised understandings of spatial appropriateness, led to and influenced the informal management of sex work through a community-level partnership between local authorities, residents and sex worker advocates. In doing so, the paper advocates for more attention to the multi-modal and multi-scalar aspects of informal governance.  相似文献

Over the past few decades, the homeland concept has received an ever-increasing amount of attention by cultural geographers. While the debate surrounding the necessity and applicability of the concept continues, it is more than apparent that no other geographic term (including culture areas or culture regions) captures the essence of peoples' attachment to place better than homeland. The literature, however, provides few examples of the deep-seated loyalty people have for a homeland despite being physically detached from that space. Employing land use mapping and informal interviews, this paper seeks to help fill that gap by exemplifying how the daily lives of Mormons living in Chihuahua, Mexico reflect their connection to the United States and the Mormon homeland. Our research revealed that, among other things, the Anglo residents perpetuate their cultural identity through their unique self-reference, exhibit territoriality links reflected in their built environment, and demonstrate unconditional bonding to their homeland through certain holiday celebrations. It is clear to us, as the Anglo-Mormon experience illustrates, that the homeland concept deserves a place within the geographic lexicon.  相似文献

Financial inclusion has become a prominent development policy objective. Its promotion rests on the understanding that poverty and underdevelopment mainly result from financial constraints that individuals face. Better access to financial services, in particular via the use of mobile money services, is supposed to lift these constraints and allow for growth and development. After outlining this dominant approach and detailing its theory of change, this article challenges it on the basis of the mesoeconomic study (at territorial level) of areas particularly targeted by financial inclusion policies: Kenyan informal settlements. The study of their geography of money shows how the socio-spatial flows of money shape people's economic constraints and opportunities. Based on this empirical account, it is argued that the poor are, first and foremost, in a situation of monetary exclusion, rather than being primarily financially constrained. The article conceptualizes monetary exclusion and highlights the theory and policy implications of this situation.  相似文献

近年来以空间视角对非正规经济的研究不断得到城市研究者的关注,同时中国现阶段的高速城市化过程又引发了新的非正规经济现象。以全国闻名的大型城市开发项目——武汉"楚河汉街"中伴生的武重非正规小市场为例,对大型城市开发项目中存在的非正规经济现象进行了深入研究。研究发现,该非正规小市场有着特殊的存在状态,表现为经营空间固定、经营场所临时、消费群体广泛、经济活动事关生存、城市景观反差强烈。其存在动因主要是大型城市开发项目自身正常运转的需要、待迁居民维持正常生活秩序的需要、大项目建设中商业服务供给的空白、有关城市管理部门的默许。  相似文献

In this paper, we seek to revisit earlier work on the theory of rent, situating it in the current period of economic crisis and in relation to informal housing in the global South. More than ever, land is treated as a pure financial asset. Finance capital now exerts a profound influence over the production of space and exposes the built environment to the kinds of speculative binges that we have witnessed over the last decade. This is now as much a feature of living conditions in the poorest settlements of the global South as it is in the financial heartlands of the global North. We question key assumptions behind development interventions by arguing that infrastructural upgrading may decrease the security of tenure of residents of informal housing and call for a more nuanced approach that recognises the (post)colonial histories of urbanisation structuring access to land and housing.  相似文献

以广东丹霞山断石村为例,通过田野调查分析旅游发展成熟阶段,非少数民族、景区依附型乡村社区旅游参与模式及其增权途径。研究发现,断石村在依靠丹霞山景区参与旅游发展的历程中,自下而上地自主构建了基于契约平等观的民主村治制度、土地征租制度和利益分配制度,并基于契约信守观自主执行了这些制度,有效的控制和化解了外部干预和内部冲突,确保了村民真正参与到旅游决策、管理、经营和利益分配等各个环节,基本实现了政治、经济、心理和社会增权,为我国社区旅游实践提供了一种具有典型意义的"契约主导型社区增权模式"。研究指出,断石村自我增权是嵌入于社区外部的和内部的双重制度环境下的行动结果,如何改革和完善现有制度以强化制度的强制性和制裁性,构建旨在促进社会增权的新制度,是其实现可持续发展需要解决的问题。  相似文献

This article uses an integrated social reproduction theory (SRT) framework to highlight the interrelation between all non-wage forms of survival, such as debt, community and the environment. The analysis demonstrates how Mexico's unregulated industrialization and social housing policies have created new forms of poverty and market dependency. The article relies on a comprehensive literature review and extensive fieldwork carried out in El Salto, one of Mexico's industrial peripheries, and shows how vulnerable populations become trapped, in this case on the banks of the Río Santiago, one of Mexico's most contaminated rivers. Parallel developments of industrial and housing policies contextualize the conditions unfolding throughout Mexico where populations are relocated to areas without adequate water and where drinking water is supplied by bottled water companies. This contribution highlights why an expanded SRT framework is valuable for understanding the relationship between ecological dispossession and the forced reliance on markets and debt.  相似文献

This article examines the gender dimensions of the growth in informal and flexible work in South Africa and the government’s policy response to this. It outlines the growth in informal and flexible work practices and, as illustrative examples, analyses how trade and industrial policies and labour market policies are impacting on the growth of informal and flexible work. It is argued that the South African government’s trade and industrial policies are shifting the economy onto a path of capital intensification. Allied to this, firms are undergoing a process of extensive restructuring. These developments are further promoting the growth of flexibilization and informalization, and thereby disadvantaging women. The article demonstrates that whilst the government offers a vast package of support measures to big business, its policy is largely irrelevant to the survivalist segment of small business, where most women in the informal economy are to be found. The picture for labour policy is more diverse. Aspects of the labour legislation are promoting the growth of a dual labour market, whilst there seems to be some tightening up of practices aimed at bypassing aspects of the protection provided to workers.  相似文献

With its hilly terrain and fast-paced growth, Nogales, Sonora, located on the US-Mexico border, is an extremely challenging place for sanitation and potable water provision wherein access to basic services is highly uneven. The labor demands of maquiladoras (typically, foreign-owned assembly plants) draw a steady influx of newcomers to the city, many of whom must turn to land “invasion” to create spaces for affordable housing. With tacit government approval, invasions occur on inexpensive, often topographically precarious land. Officials tend to frame these spaces as “illegal,” and, by extension, those who inhabit them, as existing outside the realm of formal governance. Despite such views, in this paper we understand the distinctions drawn between so-called formal and informal urban governance to unfold along two key axes: regularization of informal land titles and piped water and sanitation. We show how colonia residents feel caught in a state of suspended animation between hope for full urban service provision and trepidation that it will ever reach them. This ambiguity is visible in residents' and government officials' interactions with each other and the public services landscape, and in the unevenness of services provision. We critique the claim that such ambiguousness reflects an instrumental approach within official planning. Instead, we draw from state theory within political geography and political ecology to show how ‘the state’ is an emergent effect of the processes of inclusion and exclusion, an effect constantly destabilized by Nogales's precarious physical geography and uneven urban services grid. Reconceptualizing authority and ambiguity holds quite different implications for the struggle for urban services provision.  相似文献

Britain attempted to create an informal empire in the Middle East and used the British Middle East Office to sponsor development work precisely to attain a significant influence in the region, one that would salvage a fair share of rapidly declining imperial power. Environmental initiatives, many of them focusing on forestry, composed a key element of this programme. However an informal empire did not ensue. This led the Foreign Office, and many historians, to overlook the importance of the BMEO. This article explores how the environmental reforms proposed by British advisers radically changed land use in the Middle East between 1946 and 1970, and left behind a remarkable legacy of conservation.  相似文献

‘The Game’ is how many refugees describe their attempts to informally travel to Western Europe via the so-called Balkan Route. This article conceptualises The Game as a spatial tactic implemented by refugees as a response to the impossibility of legally entering the EU and as a gray area in the governance of informal migrant mobilities. It does so by engaging with the recent literature on the Balkan Route to analyse how The Game has been performed and ‘managed’ in Serbia, a key ‘buffer state’ along this corridor. Drawing from Tazzioli's work on ‘The Making of Migration’, and in particular on her understanding of refugee forced mobility as a form of ‘migrant management’ on the part of the authorities, this article shows how the ambivalent connotations of The Game reveal the troubling configurations of EU border politics and of its formal and informal geopolitical arrangements. At the same time, it argues that the practices related to The Game ultimately reflect the extraordinary determination of the refugees in creating new itineraries, spatial interstices, invisible networks and ‘holes in the border walls’ that allow them, despite all the difficulties, to challenge such border politics. We conclude by proposing to understand The Game as part of the biopolitics of migration and by suggesting that it represents a powerful manifestation of the condition (and the field of possibility) of thousands of refugees along the Balkan Route today.  相似文献

The evolutionary theory of land rights can be considered the dominant framework of analysis used by mainstream economists to assess the land tenure situation in developing countries, and to make predictions about its evolution. A central tenet of this theoryis that under the joint impact of increasing population pressure and market integration, land rights spontaneously evolve towards rising individualization and that this evolutioneventually leads rightsholders to press for the creation of duly formalized private property rights — a demand to which the state will have an incentive to respond. This article looks critically at the relevance of the evolutionary theory of land rights as currently applied to Sub-Saharan Africa. In particular, the question of whether the establishmentof private property rights is an advisable structural reform in the present circumstancesis examined, in the light of evidence accumulated so far. It will be argued that most of the beneficial effects usually ascribed to such a reform are grossly over-estimated and that, given its high cost, it is generally advisable to look for more appropriate solutions that rely on existing informal mechanisms at community level.  相似文献

This article investigates the relationship between urban gardening and planning by building upon the results of field research on gardening initiatives in the city of Rome, Italy. The work is aimed at suggesting that, while often associated in geography and planning literature with urban informality practices (e.g. accidental city or self‐made urbanism), urban gardening actually presents the character of a distinctive form of people's interaction with urban space, here defined as “informal planning”. This includes practices that are intentionally put forward by local dwellers with the intention of urban space planning and organizing public life in the absence of legal definition, guidance and funds provided by public authorities or the private sector. Urban gardening cases in Rome exemplify the emergence of informal planning and show how, by questioning the counterplanning tradition that understands urban gardening as an antagonist spatial practice opposing institutional planning, informal planning can open up collaborative possibilities. A new mode of interaction between citizens' agency and the formal planning initiatives of local administration can lead to creative solutions to address some of the problems associated with the neoliberal transformation of the city space, most notably the decrease in public space and its deterioration.  相似文献

This paper develops a monocentric city model with a formal and an informal sector in the housing industry. While formal developers build houses renting land from landowners, informal developers use land for free. However, informal developers must incur defensive expenditures to avoid government intervention. In equilibrium, at any distance of the central business district (CBD), informal developers use land until the value of the marginal productivity of land equals the defensive expenditures per unit of land. The model shows the land allocated to produce short informal (tall formal) buildings increases (decreases) with distance to the CBD. Thus, the model introduces a new source of spatial variation of building height. The model also shows that a higher level of informal housing increases the spatial size of a city and reduces the height of its buildings.  相似文献

In most literature in geography and agrarian studies, rural dispossession is neatly related to land rights or access, a trend that increased with debates about the recent wave of farmland investments worldwide. Drawing on long‐term fieldwork in rural Russia, this paper critiques that focus and the assumed nexus between rural dispossession and farmland, as is prevents an understanding of more dispersed stakes, modes and temporalities of dispossession. I introduce the concept of dispersed dispossession which advances our understanding of social and relational objects of dispossession beyond natural resources (such as sustaining institutions and infrastructures), and the tangled, complex, often slow and silent modes and temporalities of dispossession beyond spectacular events. I show how the concept sheds new light on current agrarian change in Russia, and how it contributes to debates on (rural) dispossession and “land grabs” more generally.  相似文献
