This article focuses on the two major reforms undertaken in the Cuban agricultural sector during 1993 and 1994: the re-organization of the state farm sector into worker-managed production co-operatives and the opening of free agricultural markets for above-plan production. It is argued that the Cuban agricultural sector is now characterized by multiple forms of organization of production and land tenure or a ‘mixed economy’, and that the two reforms have produced a turn-around in agricultural performance. Still, the macro-economic impact is likely to depend on a deepening of the reforms in two directions: the development of a free market in agricultural inputs and a reform of the food rationing system.  相似文献

This paper examines the relationship between economic reform and government restructuring in China by examining the reform in the power industry in general and the conversion of the Ministry of Electric Power to the State Power Corporation of China in particular. It shows two distinct features of this relationship. One is that political and economic reforms must proceed in tandem. That is, economic reform requires ideological shifts by the Party and changes in government policies, which in turn propel changes both in government structures and in the economic structure of industries. The other is the combination of top-led and bottom-driven reform. Changes in government policies and ideological guidelines encourage and promote economic reforms in power plants in provinces and regions. Reforms adopted and confirmed from the bottom-up demand and drive political restructuring in the central government.  相似文献

After the declaration of independence in 1918, the Estonian government initiated a number of land reforms within a relatively short period of time. Although the reforms varied in aim, they led to similar outcomes in terms of the status and structure of landed properties. This paper explores, first, how the land reforms transformed a diversity of tenure systems into a coherent property regime, and second, how the reforms related to the political discussion on the proper spatial organization of land rights in Estonia. I argue that an important aim of the reforms was to contribute to the spatial and cultural consolidation of the new nation. The paper places the land reforms in a geopolitical context, proposing that the land reforms served to fend off a number of real and perceived threats to territorial integration. The paper is based on statements by politicians and intellectuals of the time, and on land reform records stored in Estonian State Archive.  相似文献

This article explores a number of issues concerning the appropriate role for the law to play in the restructuring and reform of land relations and land tenure in Africa. Given current (external) donor tendencies, and (internal) pressures for reform from within, this is a particularly topical issue: in seeking to explore it, the author draws on his own experiences and involvement in land law reform, as well as other sources of information, concentrating on countries and events in Eastern and Southern Africa. After examining various models and country experiences, the article concludes that, while there is no single ‘right way’ to tackle land tenure reform in Africa, there are a number of factors which may be crucial to success, and in which the law—and lawyers—can play a vital role.  相似文献

A remarkable reform in modern Swedish political history was the transformation of the local government structure between 1952 and 1974. In a mere 22 years, the number of municipalities was reduced from 2,498 to 277. This study aims to answer how such large-scale reforms could come about politically, particularly since much of the literature on institutions and political reform asserts that carrying out large-scale political change should be a difficult task. Two opposing stories of institutional change are presented: evolutionary accounts, which see the amalgamations as rational adaptations to changing circumstances, are contrasted with a social conflict perspective, which explains amalgamations in terms of their distributional consequences. By investigating the processes leading up to this vast restructuring of Swedish local political geography, we demonstrate that an understanding of these reforms as rational adaptations to changing circumstances, made on the basis of consensus among leading political actors, is not accurate. The reforms were not as uncontroversial and non-conflictual as they often have been portrayed. Our results weaken the evolutionary approach to institutional change, whilst supporting the social conflict perspective.  相似文献

在分析城市工业空间结构演进规律的基础上,对沈阳市改革开放以来工业空间结构的演变进行分析,发现沈阳市工业的空间扩散趋势明显,进入工业郊区化的发展阶段。城区传统工业企业外迁,优化了城区的土地利用结构。近郊工业化成效显著,成为沈阳市新的工业基地。指出工业发展和结构调整,城市土地使用制度改革,生态城市建设,跨国公司的FDI,文化观念的转变均是影响沈阳市工业空间重组的重要因素。  相似文献

Chinese cities have experienced unprecedented growth and restructuring during the reform period. This study by two geographers examines the rapid growth of urban population in the relatively typical large city of Hangzhou (one of China's historical capitals), and investigates underlying factors by highlighting the significance of reforms and globalization in the growth of Chinese cities. The authors also discuss problems that Hangzhou (currently with ca. 4 million inhabitants) faces in coping with rapid urban growth and restructuring. They argue that "control" and "management" approaches to urban growth have limitations in China's transitional cities, and that the gradual process of reform is incompatible with the nature of urban planning in China. This paper examines organizational features and problems experienced by the agricultural enterprises created (reorganized) during the farm reform mandated by Ukrainian Presidential Decree 1529 of December 3, 1999, as well as trends in land and non-land asset leasing. The research is based on analysis of summary statistics for the reform collected in early May 2000, as well as an exploratory survey of 16 farm enterprises in Kyiv, Sumy, and Chemihiv oblasts. Some tentative conclusions are drawn regarding the extent to which farm reorganization has fostered fundamental vis-á-vis largely formal changes, as well as its impact on the power of farm directors. Turkey is in the midst of a wide‐ranging reform of historic proportions, the most profound reorganization and restructuring of institutions and practices since the foundation of the Republic in 1923. These reforms, inspired and guided by the country's EU integration, are multifaceted but can be summarized as liberalization of economy, politics and society. While capitalist penetration and privatization are obvious features of the reform, its techniques, kinds of knowledge and objects, as well as its reflexive aspects – the ways in which it studies itself unfolding – have not been sufficiently conceptualized.  相似文献

The debate on the agrarian problem in developing countries has alternated between a stress on the necessity for land reforms and an emphasis on the introduction of productivity-enhancing technology, leading to a trickle-down effect. In the Indian state of West Bengal, the former strategy has been pursued since the mid-1970s. Most observers agree that this approach has stimulated a ‘virtuous circle’, leading to higher production, a decrease in poverty and in polarization, and a perceptible improvement of the human development index. This article addresses the causality sequence, namely, whether land reform or irrigation has acted as the kick-start mechanism to these improvements. The irrigation figures are not impressive, either in comparison with the outlay in other Indian states, or in terms of crop coverage. The explanation for activation of a virtuous circle may therefore be found in land reform, at least if land reform is considered and implemented in its comprehensive meaning: intervention in the relations of production, the forces of production and the broad social and political parameters.  相似文献

The claim of many that certain features of Jamaican land reform discourage optimum increases in farm output has been pointed out. To test the argument, seven land-reform features, which meet methodological, theoretical, and practical restrictions, have been examined. An hypothesis derived mainly from agricultural- economic theory about the linear relation between each of the seven features and farm output per acre has been devised. The hypotheses have been tested with a multiple regression analysis of data from six land settlements selected to represent a variety of geographic settings. The hypotheses have been partially upheld, but must be revised in the following form: (1) in many cases, particularly in the early years of production, farm acreage is negatively related to output per acre; (2) in subsistence areas, where great diversity in agriculture is common, greater diversification leads to greater output per acre; (3) in most cases where farmers live an appreciable distance from their holdings (at least 0.3 miles), output per acre is negatively related to the distance; (4) output per acre declines as the age of operator increases, but only if the operator is mainly dependent on his own labour, and only after a relatively advanced age (60 years, perhaps) has been attained; (5) the number of a farmer's dependents does not affect output (gross income per acre); (6) a farmer's non-farm income does not exhibit a negative relation to output per acre, and may be positively related if the outside income can be used to purchase productive farm inputs; (7) in some cases acreage of additional land used is positively related to output per acre on settlement properties. Hopefully, further research will lead to a more rational basis for the formulation of these hypotheses. Using the regression equations, estimates have been made of the changes in output per acre which could have been achieved with feasible changes in relevant factors. Estimates indicate that current farm output could have been greatly increased in some settlements, thus justifying some of the criticism of Jamaican land reform.  相似文献

What happens to labour when major redistributive land reform restructures a system of settler colonial agriculture? This article examines the livelihoods of former farmworkers on large‐scale commercial farms who still live in farm compounds after Zimbabwe's land reform. Through a mix of surveys and in‐depth biographical interviews, four different types of livelihood are identified, centred on differences in land access. These show how diverse, but often precarious, livelihoods are being carved out, representing the ‘fragmented classes of labour’ in a restructured agrarian economy. The analysis highlights the tensions between gaining new freedoms, notably through access to land, and being subject to new livelihood vulnerabilities. The findings are discussed in relation to wider questions about the informalization of the economy and the role of labour and employment in a post‐settler agrarian economy, where the old ‘farmworker’ label no longer applies.  相似文献

Abstract: Over the past 20 years, land reform – defined here as the redistribution of land from large to small properties – has emerged as an important political issue in the Global South. Actors with widely differing ideological perspectives have claimed land reform as central to their political, social and economic platforms. In this paper, I compare reforms championed under the neoliberal auspices of the World Bank (the so‐called Market Led Agrarian Reforms) with those supported by popular grassroots actors such as the Movement of Landless Workers (the MST) in Brazil. I argue that although these two approaches to land reform are often considered antithetical to one another, they share a common theoretical foundation. Both are rooted in a labor theory of property that attributes the fruits of one's labor to the laborer. Where the two differ is in their interpretation of the “original sin” through which land and labor came to be misaligned: neoliberal actors see the state as the key source of land‐related inefficiency while popular grassroots actors identify the market as the key source. I analyze case material from northeastern Brazil and suggest that the institutionalization of the labor theory of property (across civil society, state and market in the region) has generated insecurities for new land reform beneficiaries who must protect their property rights with visible evidence of their productivity.  相似文献

Redress of historical injustice in access to land provided a mobilizing force for the overthrow of the apartheid government in South Africa. Inequality of access to water resources marks South Africa's history even more profoundly than inequality of access to land. Yet in South Africa, post‐apartheid legislative reform relating to land and water has followed largely separate, if parallel, paths. This article traces the development and current status of water reforms in the Inkomati Water Management Area, where water use is dominated by established commercial agriculture and forestry, by important environmental interests, including the Kruger National Park, and by demands for improved access to water from a black population of around 1.5 million living in former Bantustan areas. It indicates that in practice water and land reform are interdependent, but, although both have become more closely linked within local political and economic arenas, they remain largely disconnected and disabled by unresolved tensions within their separate policy processes. The article argues that the commoditized nature of land and water use within the established patterns of commercial agriculture sets constraints on what redistributive land and water reform can deliver to those historically dispossessed. In particular, increasing recourse to ‘strategic partnerships’ between African community landowners and commercial agribusiness as a means of maintaining the productivity of commercial farmland poses questions about the control and beneficial use of new forms of communal property.  相似文献

Two noted specialists on the agricultural economies of the former Soviet Union examine the effects of land reform on agricultural production and the income of rural house-holds in Tajikistan. The authors utilize official government statistics to discern trends of agricultural output at the national level, and the results of three extensive surveys conducted in 2007-2008 (N > 2,000) and one in 2003 (N = 4,000 respondents) by international organizations (United Nations Food and Agriculture Organization, Asian Development Bank, the U.S. Agency for International Development, World Bank) to identify household-level changes. They also review the legislative framework for agrarian reform in the country; examine national-level trends in farm structure and organization, livestock production, farm productivity, and cropping patterns; and analyze shifts in size of land holdings and rural family incomes at the household level. Aboriginal peoples in Canada are gaining influence in post‐secondary education through Aboriginal‐directed programs and policies in non‐Aboriginal institutions. However, these gains have occurred alongside, and in some cases through, neoliberal reforms to higher education. This article explores the political consequences of the neoliberal institutionalization of First Nations empowerment for public sector unions and workers. We examine a case where the indigenization of a community college in British Columbia was embedded in neoliberal reforms that ran counter to the interests of academic instructors. Although many union members supported indigenization, many also possessed a deep ambivalence about the change. Neoliberal indigenization increased work intensity, decreased worker autonomy and promoted an educational philosophy that prioritized labour market needs over liberal arts. This example demonstrates how the integration of Aboriginal aspirations into neoliberal processes of reform works to rationalize public sector restructuring, constricting labour agency and the possibilities for alliances between labour and Aboriginal peoples.  相似文献

Against a general climate of liberalization, the Spanish Government has made a concerted effort to bring about a reduction in house prices. A legislative reform in April 1998 has sought to liberalize land and planning, through (a) refining the category of land previously excluded from development to enable residential development to take place, (b) allowing for greater flexibility of land uses and building controls, and (c) reducing administrative controls. This paper discusses the extent to which such reforms are likely to meet their anticipated objectives, resulting in beneficial effects in the land and housing markets, as well as the territorial impact of such reforms from a sustainability perspective.  相似文献
