The author examines the role played by the economic geography of the former Soviet Union in the evolution of labor relations in Russian industry, using the iron and steel industry as a case study. More specifically, three regional factors are analyzed as they affect enterprise economic strategies, organization, and management-labor relations: (1) the inherited industrial structure; (2) the degree of product specialization at the regional level; and (3) the level and sophistication of regional political and labor structures combined with the presence (or lack of same) of a “regional agenda.” These factors are examined within the context of a model predicting several possible variants of post-communist labor relations at the enterprise level. 36 references.  相似文献

俄罗斯作为苏联解体后的当然继承国,成为当今世界政治经济格局多极化发展趋势中重要的一极。目前俄罗斯承袭了苏联后期的亚太战略,并在某种程度上使其有所发展。本文在分析苏联后期实施亚太战略与政策的基础上,着重探讨了俄罗斯目前实施亚太政治经济战略的新东方政策与措施,并对其远东同亚太各国的经济联系的近期态势进行了实证分析;论述了中俄关系对实施其亚太战略的重要性;指出中俄建立面向21世纪的战略协作伙伴关系完全符合两国各自的地缘经济利益。  相似文献

During the 1970s and early 1980s it was generally accepted, by both Soviet and Western specialists, that in the Soviet Far East the expansion of exports to the nations of the Pacific Basin offered a solution to the region's economic problems. However, recent policy statements suggest the rejection of this export-led development strategy. This study examines the changing structure and dynamics of Soviet trade with the Asian-Pacific region. At present, for a combination of economic and political reasons, Soviet trade with the Asian-Pacific region is dominated by exports of machinery and equipment and petroleum to the socialist nations of the region, inasmuch as Japanese demand for Soviet natural resources is stagnant. Therefore, because of the resource orientation of the Far Eastern economy, contemporary trade relations do not favor the expansion of the Soviet Far Eastern export base. Consequently, the future role of the region in the national economic system will be determined largely by the availability of domestic capital investment funds.  相似文献

From Nixon to Reagan, official US perceptions of West German trade with the Soviet Union (Osthandel) underwent a remarkable evolution. Despite initial skepticism, the Nixon and Ford administrations placed no major obstacles to West German–Soviet economic relations. Carter, however, changed the situation. His stance on human rights and economic sanctions against the Soviets for various developments - along with his belief that West Germany should follow the United States' lead - led Carter to ask Schmidt to curtail Osthandel, an action that contributed to Schmidt's notoriously poor relationship with the US President. Despite coming from a different political party, Reagan initially continued Carter's outlook on Osthandel. Yet rather than emphasize human rights, he publicly stressed Poland's self-determination as the reason to implement his aggressive policy to curb trade with the USSR, even though his advisers feared the strategic implications of greater German dependence on Soviet energy. Carter's and Reagan's early approaches were ineffective. Their actions, especially the latter's, strained US relations with Germany, the United States' most important ally in central Europe. Equally important, both Carter's and Reagan's policies undermined détente with Moscow. Because Nixon and Ford's approach to Osthandel harmed neither US–German relations nor US–Soviet relations, these presidents' responses had conspicuous advantages over succeeding administrations.  相似文献

Soviet economic regionalization has traditionally focused on the concept of the areal-production complex (or territorial-production complex), representing the aggregate of economic activities within a particular area. These complexes may range in scale from a local group of interrelated activities all the way to the national economic complex of the USSR. A Soviet economic geographer specializing in the Northern Caucasus now introduces the concept of the “sectoral-production complex” as a subdivision of the areal complex. The sectoral complex contains one or more sectors of production that are linked by a common resource base and common economic relations; for example, the agricultural complex, comprising farming and agricultural processing, rests on agricultural resources; the metallurgy and machine-building complex, combining metallurgy and metal fabrication, rests on a common ore-resource base. According to the author, the concept of a sectoral-production complex must be differentiated from N. N. Kolosovskiy's concept of “energy-and-production cycles” [see Journal of Regional Science, 3 (1961), pp. 1–25] on the ground that Kolosovskiy's cycles are based on a common basic technology, while the sectoral complex involves common resources and economic relations.  相似文献

Two noted American geographers examine transition in the Xinjiang Uygur Autonomous Region (a de facto Soviet protectorate in the 1930s and early 1940s) within the context of that region's strategic position. The paper, based on field work exploring urbanization in the People's Republic of China, investigates the area's role as a bridgehead and corridor for emerging economic relations between China and the neighboring republics of Central Asia. The focus is on the demographic dimensions of urban growth and the underlying geopolitical and economic factors. Considerable attention also is given to the implications of increased trade and improvements in transportation links with the newly independent Central Asian states. 向国外派遣大量专家和顾问 ,是冷战时代社会主义国家之间关系的一种特别现象。本文以大量中国地方档案和俄国解密档案及当事人回忆为依据 ,讨论了 2 0世纪 5 0年代在华苏联专家的基本状况。作者认为 ,1 0年之间约 2万名苏联专家来华 ,完全是中国巩固政权和发展经济的要求 ;中苏双方对短时间内大量专家来华都缺乏必要的准备和严格的管理 ;1 95 4— 1 95 6年是专家来华的高潮 ,受波兰事件影响 ,从 1 95 7年双方加强对专家来华的控制 ;1 95 7— 1 96 0年中国实行少而精的原则 ,特别要求增加国防新技术专家 ,但中苏关系恶化导致专家工作停顿。苏联派往中国的专家人数最多 ,时间最长 ,加强这一课题的研究 ,对探讨社会主义国家关系特点 ,分析中苏同盟破裂的原因 ,以及思考中国走向现代化的发展道路具有特别意义。  相似文献

1969年的中苏边界冲突使双方走到了战争的边缘,美国方面对中苏冲突的反应是一个从倾向于中国“好战”和“挑衅”到看清苏联意图的认识过程。美国一直想利用中苏分歧,使其在与苏联争夺霸权的较量中获利。1969年的中苏边界冲突客观上为美国提供了一个绝好的机会,尼克松政府也抓住了这个机会。中苏边界冲突造成的中苏关系空前紧张的形势,使尼克松、基辛格感到美国有可能在处理美、苏、中三角关系中处于优越地位。所以,中苏冲突客观上是促进美国加速调整对华政策的催化剂。  相似文献

The collapse of the Soviet Union brought about major upheavals in Central Asia and the Caucasus. Among the newly independent states, those that were endowed with energy resources set out on the path of economic growth. The energy resources in Central Asia also attracted outside powers to the region. Moreover, the status of these countries as landlocked, and Russia's monopoly over energy pipelines, led these countries to search for new partners in order to reduce their dependency. This added a new dimension to the political, economic and security equations of the region. In this article, Turkmenistan is studied as a former Soviet republic and Iran as a regional actor that has interests in the region's energy dynamics. The role of energy in the relations between Turkmenistan and Iran is examined. The article proposes that the energy factor has produced a favorable atmosphere for closer relations between the two countries. However, Tehran needs to overcome a number of challenges in expansion of its relations with Turkmenistan, the most important of which is the United States' effective opposition to any Iranian initiative in the field of energy in the region.  相似文献

Soviet Russia in the 1920s was the scene of intensified Zionist activity, fed by an economic and existential crisis among large segments of the Jewish population and tolerated to a surprising degree by the Soviet authorities. The article explores these factors and the “Soviet context” of Zionism, and documents the powerful influences they exerted on the young membership of the Zionist organizations. The author's interest goes beyond articulated ideological positions to include learned habits of work, political and cultural practices, and perceptions of the social and the personal. She analyzes the transplantation of these elements of political culture into Palestine by the 3,000-odd young Zionist immigrants who arrived between 1924 and 1931, cautioning that ideas and practices were borrowed selectively and modified by the reality of the Jewish settlement in Palestine.  相似文献

近年来中国发展核武器的问题在中苏关系的演进中,特别是在中苏关系破裂中的作用引起学术界的重视.作者根据陆续出版和解密的中国和苏联方面的相关文献档案,对中国发展核武器的基本战略考虑、中国核武器的发展与中苏关系演进的互动关系、苏联政策的变化的动因以及此种变化对中苏关系破裂的影响进行深入分析:认为中国核武器的发展与中苏关系的破裂是一个互动的过程.中国发展核武器在当时背景下,只能争取苏联的援助,苏联向中国提供发展核武器的技术,有其特殊历史背景.1958年下半年后,随着两国在意识形态、对时代和国际形势以及核武器的态度等问题产生重大分歧,这些事件直接或间接促使苏联停止援助中国发展核武器.这成为中苏关系破裂的重要标志,也成为日后中苏论战的一个重要论题.  相似文献

This paper presents an empirical study of the globalizing urban landscape in the post-Soviet region. In order to understand the position of cities in relation to each other in the context of economic globalization, the study considers the transnational city network in the post-Soviet region. At the center of analysis are the locational strategies of global service firms operating in the former Soviet cities. We adapt the interlocking network model proposed by the Globalization and World Cities research (GaWC) network to the regional level to uncover the interurban relations. Unlike the classical studies of the GaWC, this study focuses on the analysis of intraregional spatial patterns of globalization. The research shows that the globalizing regional city system is in the midst of substantial restructuring and that the state of former Soviet Union (FSU) cities in relation to Moscow is altering. The integration of FSU cities into the global economy mostly occurs through capital cities. However, under the current political and economic circumstances, the position of each capital city within the region has become diversified. The analysis indicates that the globalization of cities within a particular region reproduces similar processes on a world scale, which are characterized by spatial concentration and hierarchical relations. However, our research has shown that patterns of urban globalization at the regional level significantly depend on the historical context and national economic and political tendencies, thus creating conditions for the penetration of the world economy into cities.  相似文献

Despite a succession of scholarly studies over the years, the relationship between Reza Shah’s Iran and National Socialist Germany has not been fully explored. Rather than focusing on the supposed Aryan ideological sympathies that bound the two countries together, this article argues that the real driver of the German–Iranian relationship in the 1930s was economic and based in the mutual interaction of state economic initiatives. It states that Iran’s place in Nazism’s economic system was the outcome of two factors: the “New Plan” of Reich Economics Minister Hjalmar Schacht, and its focus on clearing agreements as a motor for depression-era trade, and the connections of Schacht’s system to Reza Shah’s strategy to modernize Iran. In exploring this issue the article focuses on relations between Germany and Iran during three distinct moments: first, the period from 1918 to 1928 and the working out of a new relationship after the First World War; secondly the period of Schacht’s New Plan in Iran in the mid-1930s; and finally the period from the signing of the Nazi-Soviet Pact in 1939 to the British–Soviet invasion of Iran in 1941. During this last period Iran both belonged to the Nazi–Soviet trade zone created by the Pact and attempted to defend its neutrality.  相似文献

This paper analyzes patterns of change in the regional availability of medical care resources in the former Soviet Union for selected years from 1940 to 1989 by examining the relationships among the supplies of physicians, mid-level medical personnel, and hospital beds. Data from economic handbooks, the 1989 health handbook, and unpublished Goskomstat USSR statistics are used to construct composite (ratio) indices of medical care availability for oblast-level units. Maps of these indices reveal that distinct medical resources regions existed in the former Soviet Union in 1989.  相似文献

The article addresses gendered power asymmetries within indigenous communities of early Soviet Siberia and their shifts during the transitional period between the Russian Empire and the totalitarian Soviet state. The concept of entangled relational spaces is the main analytical tool of this article. Seeking to overcome identity-based essentialisms, the article deconstructs gender identity and demonstrates how it can be articulated and interpreted in different relational spaces. It extends the argument that oppressions are produced by various social categories (intersectionality) by adding that a single social category may beget various forms of oppression and that heterogeneous gender asymmetries are produced and manifested across different relational spaces. Evidence deriving from predominantly indigenous sources authored by women enabled the discussion of gendered power asymmetries in economic, legal, and political spaces produced by corresponding relations. Economic and demographic crises, which the indigenous peoples of Siberia endured in the 1910s–1920s, reduced gendered power asymmetries in economic spaces making women less dependent on men. On women's initiative the shifts then spread to legal spaces and, with the support of the Bolshevik government, affected political spaces. These shifts were closely connected to the early Soviet attempts at dialog with indigenous people, decolonizing Siberia and liberating indigenous women, and gave way to instrumental policies.  相似文献

The Iranian trade delegation’s visit to the USSR in April–May 1935 was an event of global significance, underscored by its extensive coverage in the international press. Marking the culmination of a new turn in the Soviet Union’s policy approaches towards Iran with respect to bilateral economic relations, this event is also considered in view of earlier incidents involving Iranian merchants who had boycotted Soviet trade organizations. Along with these political developments, the perspectives of Iranian government officials on foreign trade and industrialization are analyzed within the context of the increasing expansion, centralization, and bureaucratization of Iran’s national economy during the 1930s.  相似文献

The Italian debate on industrial districts suggests that local development can be based on small and medium-sized firms, provided they work in teams and are embedded in a local system of social relations. If the availability of local public goods complements the private supply of local specialized services and goods, Marshallian external economies are engendered. When inner social and economic relations boost the supply of local public goods, and are reproduced by the consistent economic behaviour of local (economic and political) agents, they become local factors of economic development, or, in other words, the district's social capital. These propositions are considered within a three-layered framework comprising structure, conduct and performance. The relations among these levels allow joint consideration of three different processes of economic selection: competitive, strategic, evolutionary. This complexity is necessary if the conditions that foster significant Marshallian external economies are to be represented correctly.  相似文献

This paper shows that Hermann Matern’s 1961 visit to China was mainly a trade mission whose connection with political affairs was minor and who had only an indirect influence on the Berlin Crisis. It further demonstrates that there was no Sino-East German rapprochement during Matern’s visit, but quite the contrary –relations between the two countries actually deteriorated, resulting in the East German delegation failing to achieve their goals. Yet, Soviet miscalculation and misunderstanding of China’s policy led them to substantially increase their economic assistance to East Germany, so as to ‘win their German comrades back’ to the Soviet side.  相似文献
