清代前期不但有资本规模较大,主要针对商号及官员放贷的大账局,也有资本规模较小,可能针对小商人、小手工业者甚至地主农民放贷的放账铺。至少从乾隆年间开始,账局、放账铺已经比较普遍地运用合伙制的方式筹措资本。账局的重要业务之一就是对官员放京债,这种放贷利率高、数额大,但风险也甚高。与此同时,账局也开始大规模地对商号商人放贷,每家较大型的账局至少可能对三十至五十家以上的商号放贷,放贷数额常到一千两以上,最少也有一百两。这种放贷,直至道光年间还很兴盛。账局、放账铺已经具有了商业银行的功能,但是否够得上商业银行,还须进一步探讨。  相似文献

This article aims at studying the dynamics of organized home care and particular problems in the delivery of social services, analyzed against the background of the international recasting of welfare systems. Challenging an influential academic discourse on the advent of new forms of network governance thought to improve service provision, three jurisdictions—Germany, England, and Quebec—are compared with regard to how home-care networks are actually configured and the rationales which appear to shape the interaction between network members. The article argues that notwithstanding the extensive literature extolling the virtues of network governance or the possibility of reconciling different governance modes, home care operates through arrangements embracing conflicting rationales. Rather than providing for mutual adjustment and shared perspectives, contemporary home-care networks tend to produce tensions and outcome problems as a result of the "biased" interplay between various steering rationales within given institutional arrangements and different meta-governance regimes.  相似文献

The Toronto region receives one‐quarter of new immigrants to Canada and they become widely dispersed throughout the metropolitan area. Most immigrants arrive with language, social and cultural needs, creating demand for social services from existing agencies. ‘How can agencies choose locations that meet the needs of new immigrants?’ is the central focus. The results of a study in Metropolitan Toronto of 68 nonprofit agencies that provide a variety of settlement services for immigrant and refugee women are discussed. Immigrant and language groups and the agencies serving them are mapped; the locations of agencies are evaluated. While service agencies are responding to the arrival of new groups and the spatial dispersion of new immigrants, more services in the northern portions of the study area are required. The spatial dispersion of some language groups means that they have poorer access to services than groups that are concentrated in the traditional immigrant reception area. La région de Toronto accueille le quart des immigrants au Canada, et ceux‐ci sont dispersés dans l'agglomération torontoise. La plupart d'entre eux ont des exigences linguistiques, sociales et culturelles qui augmentent la demande en services sociaux dispensés par les organismes en place. Ce document porte essentiellement sur la façon dont ces derniers determinent les lieux de prestation de services qui répondront le mieux aux besoins des immigrants. II est également question des résultats d'une étude menée dans la communauté urbaine de Toronto auprés de 68 organismes à but non lucratif offrant un éventail de services d'établissement pour les immigrantes et les réfugiées. Les immigrants et les groupes linguistiques, ainsi que les organismes qui les servent, y sont répertoriés géographiquement. La localisation de ces organismes fait aussi l'objet d'une évaluation. La plupart répondent déjà aux besoins des nouveaux venus et tiennent compte de leur dispersion mais, selon cette étude, il faudrait plus de services dans le nord de l'agglomération torontoise. En raison de cet éparpillement, certains groupes linguistiques ont plus difficilement accès à des services que d'autres qui se trouvent dans les zones d'ancrage habituelles.  相似文献

The purpose of the advocacy coalition framework is to explain policy change over time through an examination of the stability of advocacy coalitions within policy subsystems. Recently, scholars have confirmed that advocacy coalitions are held together by shared belief systems, specifically in distributive policy arenas. We contend that federal agencies, in distributive policy arenas, provide both the anchors and support systems for the development and maintenance of belief systems. This anchoring helps provide adequate resources, access to political institutions, ability to control administrative process, and/or the capacity to deliver public goods and services. We conducted an analysis of the policy changes that occurred during the implementation of the National Environmental Policy Act for the construction of the Bureau of Reclamation's Animas‐La Plata project. This is an example where administrators, through the management of information, were able to control the policy process. The analysis provides a needed replication of previous findings regarding policy change and offers new insights into how institutions are critical to subsystem stability over time.  相似文献

This article reviews existing scholarly debates about Australia's pragmatic federalism and seeks to refine it conceptually. It does so against the background of burgeoning international governance literature informed by insights from philosophical pragmatism, as well as in the context of disjuncture in Australian inter-governmental experiences. Pragmatic federalism is posed not merely as a one-dimensional notion referencing a series of ad hoc inter-governmental arrangements over time. Rather, it is conceptualised as multi-dimensional and encapsulating a confined range of institutional designs and postures that can (potentially) be observed across different policy fields and over time. An initial demonstration of the utility of the heuristic to recent empirical experience and change is presented. The consequence is more serious engagement with both the formal and informal features that characterise inter-governmental arrangements at different levels of government, and attention to the degrees to which dialogue and practices are connected.

本文构建了社会性公共服务水平测度指标体系,对1990年以来中国社会性公共服务空间分异过程、特征及机制进行了系统分析。结果表明,中国社会性公共服务的空间分异程度总体上偏高,中国社会性公共服务水平东西两极分化明显,呈东高西低的空间格局;1990-2005年,中国社会性公共服务空间分异过程总体上呈V字形,1990-1994年社会性公共服务空间分异程度趋于缩小,之后转为扩大;中国社会性公共服务的空间分异受两种机制支配,即经济空间分异对社会性公共服务空间分异的导向性影响,以及经济空间分异、人口向东部地区迁移、社会性公共服务发展的滞后性等因素的综合作用。  相似文献

ABSTRACT

This research analyses the contrasting socio-economic performances of two neighbouring territories, which, while sharing similar starting points, have, for various reasons, diverged in terms of their dynamics and ultimately reached different economic resilience levels. Regional production structure, socio-economic assets, social capital endowment and leadership strength, together with institutional and governance quality are factors that may underlie their current differences. The results of the research confirm the hypothesis that these factors are indeed the key to their different resilience levels.  相似文献

Abstract: Prominent assumptions about street homelessness and how it should be addressed originate primarily from middle class domiciled worldviews. This article draws on interviews with 58 street homeless people to develop a typology for explaining different forms of homelessness resulting from differences in class of origin. The concepts of social distance and abjection are used to illustrate how class politics manifests in street homelessness and in responses to this issue. Many of our homeless participants referred to two broad groupings of homeless people who display distinct experiences and cultures in their daily lives on the streets. Drifters are people who do not experience homelessness as a sharp disjuncture from their previously housed life. Street homelessness is a continuation of the hardships of their lower class backgrounds. Droppers are people who have “fallen” on hard times and aspire to return to mainstream middle class lifeworlds. Differentiating between these two groups provides a space for defamiliarizing dominant understandings of, and current generic responses to, homelessness and foregrounds the need for reorienting services to better meet the needs of drifters.  相似文献

Abstract: In 2001, President Bush announced his intention to “end chronic homeless by the year 2012” as part of his broad “Compassion Agenda”. Since then, departmental consolidation, changes in funding allocation, and continued decentralization of services provision have dramatically reshaped the landscape of homeless service provision in the US. In this paper I examine how these roll‐out policies reify and re‐entrench liberal equations of property with rational self‐governance at the local scale. Particularly, I illustrate how tropes of homeless otherness work alongside and through federal neoliberal roll‐out policies to exclude homeless voices from the formation of local social policy. In doing so, I attempt to call attention to the mutually constitutive relationship between the spatial management of homeless bodies, tropes of homeless deviance and dependence, and limits to citizenship in the context of neoliberal urban governance.  相似文献

Structural characteristics of social networks have been recognized as important factors of effective natural resource governance. However, network analyses of natural resource governance most often remain static, even though governance is an inherently dynamic process. In this article, we investigate the evolution of a social network of organizational actors involved in the governance of natural resources in a regional nature park project in Switzerland. We ask how the maturation of a governance network affects bonding social capital and centralization in the network. Applying separable temporal exponential random graph modeling (STERGM), we test two hypotheses based on the risk hypothesis by Berardo and Scholz (2010) in a longitudinal setting. Results show that network dynamics clearly follow the expected trend toward generating bonding social capital but do not imply a shift toward less hierarchical and more decentralized structures over time. We investigate how these structural processes may contribute to network effectiveness over time.  相似文献

This study analyses electronic service (e-service) adoption in regards to socio-spatial dynamics. Conceptually the paper focuses on the interrelations of both private and public e-services and on the influence that demographic variables have on e-service adoption. To empirically engage in this discussion the study uses segmented residential areas representing different socio-spatial characteristics; namely ‘city center’, ‘high-income suburban’ area, and ‘lower-income suburban’ area. With data from an extensive postal survey and standard statistical methods for analyzing survey data the paper shows the extent of existing differentiation in e-service use between genders and according to age, education and income, as well as spatial differences between the studied residential areas. The study results, thus, clearly indicate that the e-service use has still statistically differentiated user profiles, particularly if it is considered in a spatial setting. The paper concludes by addressing directions for the future research.  相似文献

Engaging with feminist political ecology and leveraging experiences from a 16-month critical ethnography, this research explores ways in which masculinities served as both a rationale and an outcome of men facing homelessness living in the margins of an urban municipal public park – a space known as ‘the Hillside.’ Ethnographic narratives point to Hillside residents making their home in nature, connecting experiences in nature with various masculinities, and the gendered eschewing of social services. These portrayals further highlight the perceived feminization of social services within a context of rapidly neoliberalizing urban environments, and illustrate the ways participants positioned and engaged with social services. Entanglements of health and nonhuman nature prompt a feminist political ecological engagement with masculinity. Experiences from the Hillside add textured richness to discourses concerning the ways in which contemporary landscapes are constructed, perceived, experienced, and co-constituted through and with gender.  相似文献

This paper is the first of a two‐part exploration of the significance of biopolitics to the study of geography. Our first paper surveys the emergent field of biopolitics by looking at the philosophical underpinnings of the concept and some of the ways in which scholars, including geographers, have utilized the concept as an analytical tool. Throughout the papers, we make the argument for a greater degree of empirical rigor and conceptual clarity in the way the term biopolitics is deployed and operationalized.  相似文献

In this article we argue that the ‘just city’ is one that enables individuals to exercise their citizenship, including making choices to participate (or not) in communal existence. However, inequities in resource distribution encountered by lone mothers on income assistance threaten not only individual sustenance and survival, but also the foundational fabric of our society. The implication that an active citizen is one who exercises their rights and responsibilities in a balanced way is problematic, and has the potential to add blame to poverty, justifying exclusion rather than inclusion. Using qualitative data from a longitudinal study of lone mothers in extreme poverty in Vancouver, British Columbia we illustrate how macro-processes within cities (i.e., delivery of affordable housing, food security, childcare, transportation) impinge upon the micro-processes of these women's lives (i.e., impacts on health, economic security, social mobility). Focusing on citizenship as a set of constrained choices challenges the policies and practices of social planning to consider how the scope of citizenship can be expanded by shaping key urban opportunities. Grounding the vision of a just city in the potential for personal agency suggests that policymakers and planners have a key role in shaping citizenship for the most marginalized and oppressed through a combination of providing supports and enabling opportunities in the urban environment.  相似文献
