This paper is concerned with understanding the reasons for the apparent success of neoliberalism: why the model of the ‘entrepreneurial, self‐reliant community’ has been adopted so widely and readily across Australia. It does this through an analysis of two events in the restructuring of financial services provision in regional Australia during the 1990s and 2000s: the John Laws/Australian Bankers’ Association ‘cash for comment’ affair, and the rise of ‘alternative’ financial service providers in the wake of the major trading banks’ financial service withdrawal programmes of the 1990s. This analysis is conducted using the conceptual toolkit of the governmentality literature. In this context, the paper explores the notion of translation — how authorities, agencies, etc., exert control over distant entities, whether these entities be branch staff or a far‐flung consumer market. In examining the often fragile character of ‘governing‐at‐a‐distance’ in modern forms of rule, it is argued that some recent advances in the ‘geography of power’ have much to offer in highlighting both the important roles played by space and scale in the execution of power in its various guises and the ways in which resistance to the more regressive features of neoliberal philosophy and policy may best focus.  相似文献

This article discusses some conflicts between kin‐ and market‐based society as they are reflected in the lives of Western Arrernte in and around Ntaria (Hermannsburg). Both political economy and cultural analysis provide accounts of concomitant ‘problems about work’ and training initiatives in remote communities. Neither brings together, however, the issues of economic marginalisation and a history of cultural difference with its own transformations. This discussion takes its departure from the Arrernte's attempts to reconcile kinship service (‘working for’) and paid employment (‘working’) in everyday practice. It demonstrates that this attempt is part of broader change concerning the ways in which hunter‐gatherer people in Australia have been compelled to adapt to a world of cash and commodities, and waged employment. In this discussion, the focus is on remote indigenous Australians today.  相似文献

This essay is written round four ‘funny stories’ from Northern Australia. Metamorphosis instigated by a Dreaming is central to all four stories and this is why the stories are counted as ‘funny,’ and received with glee. The analysis illuminates a topic that has been attracting attention in recent contributions to Aboriginal ethnography: how Dreamings irrupt into contemporary histories and act in ways that have political significance, contesting whitefella paradigms and re‐asserting the world‐view of the original Australians.  相似文献

The growing number of volunteers in the heritage sector indicates a desire for a leisure experience by pursuing a subject interest with like‐minded people. Millar and others have suggested that volunteers are the ‘ultimate frequent visitors’, and as the day visitor market for museums and heritage attractions declines, this paper offers the repositioning of ‘heritage visiting’ from day visits to longer term connections with particular heritage attractions via volunteering. It draws on Stebbins’s concept of serious leisure as a way of reading museum volunteering as a leisure practice and argues that museum volunteering is a way of practising heritage as leisure that is ‘self‐generated’, with museum volunteers active in constructing their own identities. According to the concept of ‘serious leisure’, museum volunteers become part of a social world inhabited by those knowledgeable about heritage and history. The paper concludes by examining the adequacy of Stebbins’s P‐A‐P system for analysing the power relations between museum professionals and volunteers in the museum social world.  相似文献

Tourists queue up orderly for each to take their turn photographing the wonders of Mursi culture. The image demonstrates the complexity of tourist encounters, and the multifaceted aspects of leisure and work. The Mursi prepare for their visitors well ahead of touring cars arriving at their settlements. They make themselves up and imitate the kinds of working activities (e.g. grinding) they know from experience will fascinate and elicit a response from tourists. Tourists typically ask the Mursi for permission to photograph the process and, occasionally, join in themselves with the Mursi in their ‘work’. In this sense, the Mursi imitate ‘traditional’ sociality as they simulate their own working activities for tourists who supposedly spend their leisure time in Mursiland. As Tamàs Règi argues in this issue, instead of seeing leisure as a fixed human condition within one society, anthropologists might approach it, rather, as a process that evolves at the interface between different societies that meet. Although the impact of affirmative action, equal opportunity and gender equity programs on the lives of Australian women have been explored in a number of areas, state interventions related to sport have received scant attention from public policy analysts. This paper examines how the Australian Sports Commission has framed its gender equity policy in the mutually reinforcing hegemonic discourses of masculinity and corporate managerialism. It is argued that the Commission's articulation of gender equity policy in terms of ‘market‐oriented individualism’ is both constituted by, and constitutive of, the shift from a ‘patriarchal‐welfare state’ to a ‘patriarchal‐managerial state’ in Australia. The paper also provides an example of the tensions between bureaucratic and feminist discourses in the state sphere.  相似文献

ABSTRACT

Children’s leisure activities in parks have attracted increasing scholarly interest in recent decades. However, relatively little attention has been given to the emotional needs and responses of children to their activities within a park’s play spaces. Moreover, what parents perceive, and how they themselves engage within children’s playing spaces, is under-studied. Drawing on fieldwork carried out in the Guangzhou Children’s Park, China, this paper aims to explore the experiences of both children and parents within this particular playing space. Supplementing participant observations with interviews and analysis of reviews on the Internet, the paper finds that children obtain a sense of family and company from their parents’ presence, and parents recall memories of their own childhood and obtain emotional recovery by visiting parks with their children. The findings suggest that play spaces are not only places where children play, but also where family life and childhood are ‘built’. The paper contributes to the existing literature by highlighting and examining the ‘child–parent’ relationship within playing spaces. By conducting a case study of a non-Western society, the paper encourages researchers to examine ‘child–parent’ relationships in a family leisure context, and to explore the everyday and emotional geographies of family life in contemporary China.  相似文献

Abstract: This article outlines an approach to security that explains its phenomenal growth by examining a peculiarity of its semantic field. In contrast to notions like ‘war’ and ‘violence’, whose antonyms, ‘peace’ and ‘non‐violence’, have positive connotations and are therefore well suited to discursively opposing ‘war’ and ‘violence’, the antonym of ‘security’ ‘ namely ‘insecurity’ ‘ does not achieve the same effect. I suggest that this peculiarity leads to situations in which those in the political field who oppose ‘security’ find themselves in the predicament of having to come up with alternative antonymic constructions such as ‘security vs freedom’ or ‘security vs human rights’ to argue their case. Yet, this produces an asymmetric constellation: while ‘security’ tends to be presented as a self‐evident category, most of its opposites require more explication and substantiation when they are used to denaturalize security. Thus, my argument is that it is difficult to speak out against security without becoming enmeshed in complex questions of what a desirable social life should look like.  相似文献

This paper identifies external factors affecting the capacity of Australia's now‐formalised 56 regional natural resource management (NRM) bodies and their community‐based Boards to meet planning and management responsibilities. It demonstrates that little is known about the basic capacity‐related characteristics of NRM regions, despite the lengthy and elaborate process of regionalism that Australia has embarked upon, with its associated and substantial devolution of responsibilities and resources. A suite of indicators is used to develop an ‘exploratory’ capacity typology of NRM regions. The ten regional ‘types’ identified are found to attract varying budget allocations under the Natural Heritage Trust Extension and National Action Plan for Salinity and Water Quality. There are indications that State and regional interests within and outside NRM can significantly influence the distribution of resources. An examination of resources allocated to capacity‐building activities shows significant differences between regions in the scale of resources allocated (0–96% of total budget). The paper argues the case for intervention to reduce the gap between ‘have’ and ‘have not’ regions, and for further exploration of disparities in the allocation of resources to capacity‐building activities. Clarification is needed of the extent to which capacity‐building activities adequately target regional NRM bodies and their Boards.  相似文献

In Darwin in the Northern Territory of Australia, Aboriginal men made up more than half of the domestic servant population by 1938. They replaced the Chinese and Malay male servants who had worked for British colonists in the early colonial period. Much of the historical work on male domestic servants in colonial situations plots the construction of the ‘houseboy’ as emasculated, feminised and submissive. In contrast, colonial constructions of Aboriginal men as ‘houseboys’ in Darwin emphasise the masculinity of the Aboriginal hunter. Aboriginal men were characterised as requiring constant discipline and training, and this paternalistic discourse led to a corresponding denial of manhood or adulthood for Aboriginal men. While male domestic servants in other colonial settings were allowed some privileges of masculinity in relation to female workers, amongst Aboriginal domestic workers, it was so‐called ‘half‐caste’ women who, in acknowledgment of their ‘white blood’, received nominally higher wages and privileges for domestic work. Aboriginal men were denied what was referred to as a ‘breadwinning’ wage; an Australian wage awarded to white men with families. Despite this, their role as husbands was encouraged by the administration as a method of controlling sexual relations between white men and Aboriginal women. These sometimes contradictory images can be understood as manifestations of the racialised construction of gender in Australia.  相似文献

Since the coup of May 2000 an estimated 24,000 Indo‐Fijians have left Fiji, the majority of them moving to Australia, New Zealand, Canada and the US. Those who remain in Fiji have faced increasing marginalisation as the government of Prime Minister Qarase has proposed significant reforms to both the administration of land and Constitutional arrangements of political representation. The situation has been further compounded through Qarase's recently proposed ‘Unity Bill’, which would grant amnesty to some of those responsible for the 2000 coup. These reforms are all part of an effort to ensure the ‘paramountcy’ of indigenous Fijians as well as to limit Indo‐Fijian participation in Fijian national politics. In this paper, I employ Greenhouse's concept of ‘empirical citizenship’ to analyse Indo‐Fijian responses to their political marginalisation in Fiji. After considering how national identities and sentiments of belonging are expressed in Indo‐Fijian discourse through the symbolic inter‐connection of the land and the Indo‐Fijian body, I argue that even if Indo‐Fijians are openly willing to recognize indigenous Fijian supremacy in national politics and the project of nation‐making, assertions of their right to live and labour on Fijian land constitute claims to ‘citizenship’ that are highly contestable in Fiji's current political climate.  相似文献

ABSTRACT This paper offers an ethnographic exploration of the assertion of a ‘Barkindji style’ art: why this matters and to whom it matters. Focusing particularly on the Darling River area of Wilcannia and on the period from the 1980s to the present, the increasing interest in art‐making by local Aboriginal people is considered. Through a dialogue with artists, artworks, and others, the work examines the changing form, design and content of art and the role of art in defining ideas of Barkindji Aboriginal culture and tradition. Invocations by key cultural brokers to produce work that is seen to ‘belong to us’ is explored in terms of the cultural, political, and personal work that this involves; particularly as this intersects with ideas of artistic freedoms versus artistic direction by cultural brokers. The paper discusses the personal considerations and tensions that come to bear in the processes connected with production of art and its making. In so doing, this paper engages with, and extends, the work of Tacon et al. (2003), Cooper (1994), Kleinert (1994) and Morphy (2001) as this pertains to art ‘styles’ and material culture from what is widely referred to as south‐eastern Australia.  相似文献

Prior to industrialisation, there was a nebulous and fragmented Welsh national character or mass collective identity. Industrialisation engendered significant sociocultural upheaval and change, and for this ‘new’ society to function effectively a cohesive Welsh identity had to emerge. Because the impetus behind industrialisation had occurred primarily in a British context, any newly formed Welsh identity would ultimately have to be reconciled to the nation's industrial import within a ‘United Kingdom’. Mass cultural commonalities and the role played by leisure in this procedure is a core element in the establishment of industrial modernist nation‐states. Therefore, this article argues that public‐house culture played a central role in the construction of a new industrial Welsh national ideology that was ultimately allied to, and a constituent of, a British imperial agenda designed to exploit both the natural resources and workforce of the area to its maximum extent.  相似文献

Socially constructed ideas about the life course, sometimes encompassing gender relations, have long informed the views of those within the housing development industry about who should be housed where in the city, living what sorts of lives. Drawing on the findings of a recent study of developers’ narratives about the construction of expensive, high‐rise housing in central Melbourne, a relatively new form of dwelling even in this part of the metropolitan area, several themes are found to characterise the taken‐for‐granted ways in which these city‐builders view the gendered life courses of housing consumers. Developers’ narratives oppose the suburban ‘home’ to the high‐rise ‘lifestyle’, consider central city high‐rise residences as appropriate only for people without families, and see women, separately from the couples they make up with men, only as potential victims requiring the security that high‐rise apartment living is said to provide. These narratives reiterate the characteristics of an essentialised ‘empty nester’, or ‘young professional’ housing consumer, who is envisaged to occupy the new housing and is defined according to life course stage and gender. The developers’ partial and narrow accounts of the likely consumers of this high‐rise housing is one factor amongst many that explains the building of precincts of high‐rise housing that have limited facilities for children and for pursuits other than consumption of the individual ‘lifestyle’.  相似文献

Arts development policies increasingly tie funding to the potential of arts organisations to effectively deliver an array of extra‐artistic social outcomes. This paper reports on the difficulties of this work in Northern Ireland, where the arts sector, and in particular the so‐called ‘traditional arts’, have been drawn into a politically ambiguous discourse centred on the concepts of ‘mutual understanding’ and, more recently, ‘social capital’. The paper traces the recent history of these policies and the difficulties in evaluating the social outcomes of arts programs. The use of the term ‘social capital’ in the work of Putnam and Bourdieu is considered. The paper argues, through a rereading of Bourdieu’s articulation of the ‘forms’ of capital and Eagleton’s ‘ideology of the aesthetic’, the concept of social capital can be released from its current neoliberal trappings by imagining a reconnection of the concepts of ‘capital’ and ‘the aesthetic’.  相似文献

What happens to people's concept of the person when their ‘dividuality’ engages with the Christian concept of the ‘individual’? According to Vanua Lava kastom, when people die they go to sere timiat, the place of the dead. But do they still go there when the person had been a Christian during their life time? Where is the Christian heaven and hell? Is there a separate Christian ‘soul’? Will the dead be eternally separated from each other and their ancestors? Can kastom and Christian concepts be reconciled? Depending on denomination and degree of conversion (devout, nominal, or ‘back‐slider’) people have found multiple answers that help them conceptualise their final resting place. Their answers are of relevance for theoretical debates in anthropology about dividuality, individuality and engagement with modernity.  相似文献

An interest in the taken‐for‐granted, mundane routine activities of women's lives has long been central to the production of knowledge in feminist geography. Here, I revisit the ‘everyday’ in relation to changing lines of inquiry as geographers work to capture the complexity of local–global relations in conceptualising an accelerated pace of the stretching of social relations over space. Through a primary focus on feminist work on care in the home, I explore the various ways in which the meanings and organisation of caregiving activity are intricately connected with the intertwining of globalisation, neoliberalism, social conservatism and a ‘greying’ population in the West. Foregrounding gender in my discussion, I review literature and draw on research examples to illustrate ways in which various types of ‘hidden’ caregiving contribute to contemporary place‐making, and open up our understanding of the ‘local’.  相似文献

Port Adelaide, South Australia has been stigmatised as ‘Port Misery’ for over one hundred and fifty years. The origins of this stigmatised discourse can be traced prior to actual colonisation, having their genesis in wide political debates. This reflects the complex and contested nature of landscape, revealing that ‘Port Misery’ constitutes a powerful meta‐narrative that has been projected onto Port Adelaide by powerful and often external actors. This stigmatising discourse may lie dormant for prolonged periods of time, only to be remobilised to serve specific political, social and economic objectives. Recently, the ‘Port Misery’ discourse has been remobilised to justify the redevelopment of Port Adelaide from an industrial to a post‐industrial landscape.  相似文献

ABSTRACT This article provides some reflections on borderwork derived from social anthropological research with Indigenous people in south‐eastern Australia (S.E. Australia). In post‐settler states, borderwork traverses a range of fields—employment, health, education and politics. It engages both Indigenous and the non‐Indigenous who grapple with the issues associated with socially and culturally liminal spaces. Borderwork provides a focus on the way boundaries are continually constructed as well as dismantled and reconstructed as a result of historical, political and social change. The article draws upon the work of Bourdieu (2000) to interrogate the ‘naturalisation’ of conditions that give rise to particular interpretive frameworks and the specific relations of power that legitimate one interpretive framework over others. ‘First Nations people are border workers by the nature of their aboriginal claims and their persisting marginalization…’ (Celia Haig‐Brown, 1992:230)  相似文献

Hornell's publications on ‘native watercraft’ form a unique ‘library’ dealing with boatbuilding and boat use. His quest for the origins of water transport, on the other hand, was unsuccessful. In a clarification of the issues involved, Hasslöf criticized Hornell's use of the term ‘carvel’ and proposed ‘shell‐first’ and ‘skeleton‐first’ as best able to characterize boatbuilding traditions. Those terms subsequently gave way to ‘plank‐first’ and ‘frame‐first’. Certain north‐west European vessels, each built in both those sequences, were identified by Hasslöf as a link between ‘plank‐first’ and ‘frame‐first’. Such a transition would have been facilitated by the use of ‘framing‐first’, a building sequence used in north‐west Europe and in the eastern Mediterranean from the early 1st millennia AD.  相似文献
