The European Union (EU) has been involved in influencing major infrastructure in the fields of transport and energy mainly by means of the Trans-European Networks (TENs) programme begun in the 1990s. Other macro-planning and wider spatial planning exercises, including the European Spatial Development Perspective, made reference to such infrastructure systems, particularly in relation to the need for connectivity and mobility, but normally did not attempt to intervene in an area seen as one of the prerogatives of national states. Much more important have been the wider programmes of liberalization pressed by the EU since the 1980s, but these have had no specific geographical content. A revision of the TENs programmes since 2008 has led to proposals to increase the role of the EU, by drawing up continent wide schemas indicating needs for future investment in many fields of both transport and energy, and introducing new procedures to streamline decision-making by designating projects as of European interest. The initiatives in transport and energy are described here, including the two Regulations currently under discussion within the EU institutions. These include major proposals for cross-European multi-modal transport corridors within an EU core network, and regional schemas for energy drawn up primarily by energy industries and government counterparts. Both are likely to be of real significance for spatial planners throughout the continent, and have major impacts on the shapes of future infrastructure networks. These proposals are analysed, as cases of the rescaling and re-ordering of government, giving more force to the EU in these fields, and reinforcing sectoral- or silo-based decision-making. It is argued that somewhat different outcomes will result in the few areas, such as the Baltic, where long-term macro-regional collaboration has been present, from the rest of Europe, where these sectoral programmes may complicate further the mix of planning impacting on each region, making even more confused the accountability of governance. Suggestions are made for the careful assessment of these schemas by national and regional governments, and for the creation of some spatial planning analytical capability at the EU level, which could examine this type of proposals, with powerful spatial impacts.  相似文献

Abstract: Within the European Union, an internal liberalisation of cross‐border labour mobility for EU citizens is currently being combined with the tightening of control and management efforts at the external borders. At the same time, attempts are being made to strategically select immigrants from new member states as well as from outside the EU who will be of economic value. In this paper we argue that by implementing such protectionist and selective immigration policy, the EU has come to resemble a gated community in which the bio‐political control and management of immigration is, to a large extent, the product of fear. Often fear manifests itself in terms of fear of losing material gain, eg the anxiety of losing economic welfare or public security. More often, however, this fear relates to the entrance of the immigrant, the stranger and is, as such, associated with a fear of losing a community's self‐defined identity. These perceived threats to a community's comfort lead to the politicisation of protection, whereby the terra incognita beyond the border is justifiably neglected due to the indifference and the intentional blindness shown to the outside. Hiding in a gated community in order to protect this comfort zone and trying to exclude outsiders, ‘Others’, from the community, is not only in vain since the desire for completion of the Self can never be fulfilled, but what remains still more troublesome, is that this tendency will sustain and reproduce global inequality and segregation, both in the material as well as symbolic sense.  相似文献

The European Spatial Development Perspective (ESDP) was agreed in 1999 at Potsdam, Germany, as a non-binding framework intended to guide spatially significant policy-making at different spatial scales in order to achieve a more balanced and sustainable growth of the EU territory. This paper develops a conceptualization of the nature of transnational planning frameworks such as the ESDP and presents a framework for the investigation of the application of their policy orientations in the spatial planning systems of European states. It is argued that investigations of the application of transnational spatial development frameworks like the ESDP and the ‘Territorial Agenda of the European Union’ document adopted by EU member states in 2007, need to be sensitized to the diversity of territorial contexts in which these apply, and that a contextualized and comparative approach is therefore essential in evaluating their influence in Europe's varied territories.  相似文献

In the European Union (EU), homogenous inflation forces are expected to prevail because of increased economic integration, especially after the creation of a single currency area. This expectation is directly related to the issue of inflation convergence, which has gained increasing attention by both academics and policy makers in Europe. Although the examination of core inflation is of great importance for macroeconomic policy, the role of disaggregate inflation indices, and especially food inflation, has also been emphasized in the literature. However, the issue of food inflation convergence has been largely ignored to date in empirical studies. This study explores the evolving distribution of food inflation rates in the EU‐25 member states using distribution dynamics analysis and covering the period from January 1997 to March 2011. This analysis assumes that each country represents an independent observation, providing unique information that can be used to estimate the transition dynamics of inflation. We show that spatial autocorrelation prevails inside the EU‐25, and, therefore, the independency assumption is violated. To ensure spatial independence, the Getis spatial filter is implemented prior to a distribution dynamics analysis. The results of this analysis confirm the existence of convergence trends, which are even clearer after the spatial filtering procedure, indicating, on the one hand, the influence of spatial effects on food inflation and, on the other hand, the effectiveness of the Getis spatial filtering technique. En la Unión Europea (UE), se espera que las fuerzas de inflación homogéneas prevalezcan debido a la mayor integración económica, sobre todo después de la creación de la zona de moneda única. Esta expectativa se relaciona directamente con el tema de la convergencia de la inflación, que ha ganado cada vez más atención por parte de los investigadores académicos y los decisores políticos europeos. Aunque el análisis de la inflación subyacente es de gran importancia para la política macroeconómica, el papel de los índices de inflación a niveles desagregados, sobre todo en el caso de la inflación de alimentos, ha sido un tema enfatizado por la literatura especializada. Sin embargo, la cuestión de la convergencia de la inflación de alimentos carece hasta la fecha de estudios empíricos. El artículo presente estudia la evolución de la distribución de las tasas de inflación de alimentos en los estados miembros de la UE‐25, utilizando el método de análisis de la dinámica de distribución (distribution dynamic analysis) y abarca el período comprendido entre enero de 1997 a marzo de 2011. Este análisis supone que cada país representa una observación independiente que proporciona información única que se puede utilizada para estimar la dinámica de transición inflacionaria. El presente estudio demuestra que la autocorrelación espacial prevalece dentro de los estados UE‐ 25, y por lo tanto la hipótesis de independencia estadística de las observaciones es violada. Para garantizar la independencia espacial, el método de filtrado espacial Getis (Getis Spatial Filter) es implementado antes de proceder con el análisis de la dinámica de distribución. Los resultados del análisis confirman la existencia de las tendencias de convergencia, que son aún más claras después de la aplicación del filtrado espacial. This article addresses the spatial differentiation of statehood in the process of European integration, looking at its consequences for the reorganization of political rule. First, we elaborate our theoretical foundations resting in materialist theories of the state. It is argued that hitherto analytical approaches have hardly been able to systematically integrate the societal generation of space. This shortcoming is addressed by drawing on theories of space discussed in radical geography. Second, we trace the spatial transformation of statehood in the EU. Our assertion is that the latter is characterized by the emergence of a multi‐scalar ensemble of state apparatuses. Finally, we discuss the implications of this transformation for the reproduction of domination. We assume that the multi‐scalar form of statehood offers a significant basis for the emergence of authoritarian forms of politics in the EU. At the same time, social conflicts over the political design of the EU are intensifying.  相似文献

This paper explores a possible direction for enabling trans-national cooperation in Europe through forms of spatial planning harmonisation. The specific case considered is that of the trans-national border area located in the wider Alpine-Adriatic context, comprising Carinthia (Austria), Friuli Venezia Giulia (Italy) and Slovenia. Starting from a general analysis of spatial planning systems and identification of operational difficulties which may emerge within any one Member State's planning system—and which then may be compounded in a trans-national context—the paper considers the establishment of a “shared knowledge base” as well as a “shared vision” between the Member States as preconditions to fostering trans-national cooperation.  相似文献

This paper analyses the use of the concept of territorial cohesion in policy documents produced by the European Union. It is an idea celebrated in community documents, such as cohesion reports, the Territorial Agenda of the European Union and the Green Paper on Territorial Cohesion; after more than a decade of political debate, the concept is about to gain a legitimate institutional role, after being included in the Lisbon Treaty, and is among the competences that the EU shares with other member states. At first, territorial cohesion seems to oppose the logics of neo-liberalism by reinscribing welfare problems and policies in spatial terms. However, using the analytical framework of cultural critics, and intending cohesion to be a discourse carried on by a community of European scholars and policymakers, the research will discuss the conceptual relationship between competitiveness and territorial cohesion in European policies and narratives.  相似文献

The European Community's conditional recognition of new states in Yugoslavia in 1991–2 represents the revival of an approach to ethnic conflict management that harks back to the Congress of Berlin (1878) and the minority treaties negotiated at the end of the First World War. Despite the historic parallels, and the continued relevance of this approach to ethnic conflict regulation, scholars have given scant attention to the strategic logic governing the EC's use of recognition. This article seeks to recover the conceptual thinking behind the EC's recognition policy. It argues that however much extra‐strategic considerations may have informed EC policy and however imperfectly that policy may have been implemented, conditional recognition represented a genuine attempt to address some of the presumed sources of violent conflict in the region.  相似文献

The transformation of planning across Europe in recent years has been characterized by new processes at different spatial scales that reach across traditional boundaries. This Europeanization of planning processes is reflected in the emergence of cross-border initiatives, new spatial relationships and the enhancement of regional policy-making. In using the case of the UK this article analyses the possible ramifications of adopting the European Water Framework Directive (WFD). It is demonstrated that the WFD, despite its apparent focus on water regulation, is symptomatic of wider European Spatial Planning processes that are seeing a reshaping of attitudes, witnessing the emergence of new networks and challenging traditional sovereignties of planning.  相似文献

This article carries out an analysis of the European Spatial Development Perspective (ESDP), a policy document which represents a critical moment in the emergence of a new discourse of European spatial development. The analytical approach probes at the power relations which have shaped the ESDP framework and its contents, focusing on the twin core themes of spatial mobility and polycentricity. The analysis concludes that in the contested policy process a new spatial discourse of economic competitiveness is emerging at the expense of social and environmental interests. This new discourse will be further contested as implementation takes place in an uncertain policy environment.  相似文献

ABSTRACT

The free trade agreement (FTA) between Australia and the European Union holds the promise of strengthened political collaboration and increasing economic integration. Both Australia and the European Union note increasing bilateral trade and investment. Oftentimes, data does not take current trends in global-value-chain participation for intermediary goods and services movements into account. Behind this sit the cross-border strategies and activities of business entities, whether multinationals or large, small or medium-sized enterprises. This article provides an in-depth investigation of the premise stemming from an FTA for Australian business. What advantages can politics hope to support through a business perspective? What is the global-value-chain part of the story, and what are the business challenges ahead? How can economic policy help shape this FTA to foster a productive bilateral business environment in a geopolitical and geoeconomic context in which regionalisation has taken on new momentum? Specific focus is given to the analysis of the higher education sector and to agriculture. These are two of the leading sectors in this FTA debate. Generating business value means setting negotiation agendas to target tariff and non-tariff barriers to counterbalance ambiguity in the conditions that shape the global business environment.  相似文献

In recent years it has been pointed out that regional unemployment disparities are much more entrenched across member states of the European Union (E.U.) than they are in the U.S. A 'conventional wisdom' has emerged to the effect that this difference is due in part to the greater degree of wage rigidity in E.U. regions. In this paper we explore this issue by estimating short run and long run real wage (in)flexibility for the regions in five core E.U. countries (Germany, France, Italy, the United Kingdom, and the Netherlands) and for the U.S. states for the period 1976–1994. We find that real wage (in)flexibility varies across regions both in the E.U. and the U.S., but that, on average, regional wages are no less flexible in E.U. core regions than in U.S. states. The paper also examines some of the possible correlates ofregional variations in wage (in)flexibility.  相似文献

This paper attempts to explore the underlying nature and terms of Higher Education policy. Higher Education policy cannot be viewed outside the changing conditions of the state especially when the inquiry centres on Europe. In the European context, policy making, in order to be efficient, seems to be conducted on two levels, the supranational and the regional. This change in the structure of Higher Education policy making can be considered as an outcome of globalization and the current market economy. The EU's Higher Education policy may be expected to go beyond the national into the supranational level of cooperation with the launching of new initiatives resulting from the Bologna Process and the European Higher Education Area. These initiatives are reshaping the role and responsibilities of Higher Education Institutes towards society and the market. The new role that these institutes are called upon to play indicates a clear tendency towards dissemination and the growing need for cooperation at the regional level.  相似文献

Abstract

Recent, dramatic spatial development trends have contributed to the consolidation of a unique territorial governance landscape in the Baltic States. The paper examines the transformation of this evolving institutional landscape for planning practice and knowledge, which has been marked by the disintegration of Soviet institutions and networks, the transition to a market-based economy and the process of accession to the EU. It explores the evolution of territorial knowledge channels in the Baltic States, and the extent and nature of the engagement of actors' communities with the main knowledge arenas and resources of European spatial planning (ESP). The paper concludes that recent shifts in the evolution of these channels suggest the engagement of ESP has concentrated among epistemic communities at State and trans-national levels of territorial governance. The limited policy coordination across a broader spectrum of diverse actors is compounded by institutionally weak and fragmented professional communities of practice, fragmented government structures and marginalized advocacy coalitions.  相似文献
