This response to Ganghof, Sebastian Eppner and Alexander Pörschke’s (GEP’s) challenging new account of government systems focuses on the extent to which their typology and arguments forces a reassessment of executive-legislature relations in Australia and particularly in New South Wales. First, I identify when and how different Australian governments might be claimed to have adopted their ‘semi-parliamentary’ model. Second, I question their claim that NSW constitutes an ‘ideal type’ case of semi-parliamentarism. Third, I explore the expectations of leading politicians in the 1970s about what would change following the reforms to the NSW Legislative Council (NSW LC), which in GEP’s terms shifted NSW from a parliamentary to a semi-parliamentary system. While the reforms were controversial, they were not seen as shifting NSW from parliamentary politics to some other type of government system. Fourth, I briefly explore the patterns of increased legislative activity and executive scrutiny exercised by the NSW LC after 1978, arguing that they are consistent with GEP’s concept of semi-parliamentarism. I conclude that semi-parliamentarism in NSW has been an accidental, unconscious development.  相似文献

Following caterpillar fungus as it travels from the Tibetan Plateau to wealthy Chinese consumers, this article makes several interventions into geographical studies of commodity chains. First, it argues for an expansion beyond the usual call to connect the political economy of production with cultures of consumption; the cultural politics of production and political economies of consumption must also be considered. Second, it argues for bringing together political economy and more-than-human analytical approaches to commodity chains, showing how nature and the nonhuman play a key role in an assemblage that has allowed Tibetans to navigate livelihoods in a rapidly changing economy. This challenges a tendency to assume a universal figure of ‘the human’ in more-than-human geographies. Third, by connecting the erasure of Tibetans from representations of various natures used to sell caterpillar fungus with the broader politics of Tibetans within the People's Republic of China, we show that commodity fetishism can conceal not just labor relations, but also political struggles not reducible to class. Finally, we show that following a small fungus can shed light on the unevenness of China's capitalist development obscured in monolithic narratives of China's rise, demonstrating the value of expanding commodity chain studies beyond those that end with Western consumers.  相似文献

This article uses a case study from Queensland to demonstrate the court politics approach's potential to reinvigorate executive studies. Court politics focuses on webs of interdependence within the core executive. It examines the beliefs and practices of elite actors and their fluid and contingent relationships. This article examines the patterns of executive politics that prevailed under Premier Anna Bligh. It seeks to answer three key questions. First, why is court politics a useful approach to studying the Australian core executive? Second, what is the nature and extent of court politics in Australian state governments? Finally, recognising that local traditions shape the beliefs and practices of political elites, how does the court politics approach need to be modified for application in Australia?  相似文献

This article identifies how scholars have displaced antagonism within histories of Sikhism and South Asian Studies more broadly. In contrast to this displacement, this article foregrounds antagonism by taking into account a third element within the presumed colonizer and colonized relationship: a curved space of nonrelation that signals there can be no colonial relationship. By considering the constitutive nature of antagonism within social reality that remains unable to be demarcated, this article examines the generative principles of Sikh practices and concepts that both structure Sikhism's institutions and productively conceptualize this antagonism. Examining these concepts and practices, I consider the possibility of different modes of both historical being and becoming not bound within our current conceptual rubrics. These different possibilities culled through Sikh concepts and theories demand we reflect upon the rabble: those unable to be contained within colonial civil society or within attempts by the colonized for self‐determination in political societies. This void then fractured Sikh reform organizations historically, providing multiple avenues for politics unaccountable within our bifurcated and asymmetrical understandings of civil society and political societies and colonizer and colonized.  相似文献

This paper challenges the proposition that connecting with nature through direct encounters with nonhumans promotes ethical regard for them. It probes the limits of more-than-human ethics founded on personal encounters which struggle to cross distance and difference. I consider how personal engagement influences ethical perspectives and attend to processes by which care for nonhumans is learnt. Empirical research in community gardens reveals diverse relationships with nonhumans and underlines the importance of attending to qualities of relating. I propose typologies for thinking through more-than-human relationships, organising them according to degree of care. The research finds limits to gardening’s potential to promote more care-full relations with others, with care limited by the prevalence of instrumental relationships with nonhumans. Learning to care for nonhumans requires a sense of connection to combine with disconnection gained through reflection, setting specific encounters within the context of more extensive relations and their power dynamics. More important than encounters teaching care for specific nonhuman dependents are those promoting understanding of the interdependent nature of more-than-human communities, and that stimulate reflection on the cumulative impact of a human tendency to forget this.  相似文献

This paper draws on driving ethnographies conducted with heterosexual parents in a regional centre in New South Wales, Australia, to illustrate the doing of family care in the mobile space of the car. Our analysis employs a narrative ethnography used by geographers working in materialist more-than-human feminist perspectives. In doing so, we advance writing in the gendered geographies of care and car dependency by exploring mothers’ and fathers’ involvement in driving their children. We engage with work which challenges the epistemological and ontological orthodoxies that once dominated transport and family studies in order to better tackle car dependency in the Anthropocene by understanding how parents ‘do’ family somewhere-on-the-move. Parents’ care for and about kin is lived and felt through the sociality of driving somewhere together. We conclude with insights for theory and policy.  相似文献

The world-wide British merchant shipping industrial dispute of 1925 threatened to bring the commerce of the British Empire to a halt. Although it rapidly faded in Britain itself, the strike took off with remarkable effect in the ports of Australia, New Zealand and South Africa, almost paralysing the southern hemisphere operations of the world's largest cargo and passenger fleet. Through exploring the course of the strike in Durban, South Africa, this article shows how this globalised British labour dispute brought out tensions within the politics of the empire, both between dominions and metropolis and between political factions within those dominions. The article analyses the strike from the perspective that the exercise of power within the empire was radically fragmented. It shows that the course of the struggle was shaped by intensely conflictual relationships between South Africa and imperial power-holders in London, by rivalries between political factions within the South African state and by regional divisions between the Pretoria government and Natal Province. Together, these tensions produced the state policies towards the strike that enabled it to last far longer in Durban than might initially have been predicted.  相似文献

This paper deals with urban political geographies and, most particularly, with political economy perspectives on urban politics. It offers an account that narrates what I see as influential pathways and intersections, theoretical debates, and methodological developments that have shaped contemporary urban political geographies in this vein since the 1970s, including: the ‘new urban politics’, intersections with postmodernism, and postcolonialism; urban neoliberalism and the contingency of urban politics; and, most recently, poststructural political economy and the notion of assemblage. This leads me to trace the implications of the shift in understanding from urban political geography to geographies of urban politics, and the growing emphasis on practice, contingency, relationality, and assemblage that accompany this shift. I conclude with reflections on new directions, new productive questions and tensions, and on the knowledge politics of how we do and might do contemporary urban political geographies.  相似文献

Belonging in Australian national parks has long been associated with universal ideas of nativeness or naturalness. However, these delineations have been critiqued as rooted in western, dualistic understandings of nature and culture that do not allow for other ways of conceptualising the world or for the agency of nonhumans. This paper argues for reconceptualising belonging as an ontological co-becoming where multiple contingent belongings co-emerge with bodies, worlds and place. To show how belonging co-becomes, I examine human–tree relations surrounding a special and sacred tree in Ku-ring-gai Chase National Park, Australia, the Angophora costata. I tell three stories that shed light on the multiple ways performances of belonging are entangled with histories, stories, spirits, and present and absent humans and nonhumans. In doing so, I show how belonging is a more-than-human practice where ideas of native and natural are questioned.  相似文献

Abstract: This article demonstrates that Gramsci's concept of passive revolution can be utilised to help unearth some of the contradictions of participatory development within neoliberal governance systems in the global South. I argue that some approaches to “participation” within neoliberal governance systems can, in part, be understood as moments within a protracted process of passive revolution. The argument is traced through eThekwini municipality's Community Participation Programme and the related extension of Free Basic Water (FBW). This article contributes to existing scholarship by demonstrating how a Gramscian analysis is indispensable to understanding the way in which state–civil society relations are conceived in participatory development strategies and the implications this might have for radical social change. I argue that a Gramscian approach compels us to reconsider current understandings of state–civil society relations so that we might overcome the impasse of passive revolution and move towards a more progressive form of politics.  相似文献

This paper deals with issues of political dissent and the geography of state power through the lens of a particular law and its deployment by the US state in the context of the 1973 occupation of Wounded Knee, South Dakota by American Indian Movement activists and local residents. I explore how the state responded to the highly mediated nature of the Wounded Knee occupation through tactics that minimized the visibility of its efforts to contain the protest. These efforts, I argue, also constituted a broader politics of scale. I begin with a theoretical discussion of the intersection of protest, scale and publicity. I then use the empirical example of the H Rap Brown Act to show how these dynamics were being reworked in the US during the late 1960s and early 1970s. In particular, I place the emergence of the H Rap Brown Act within a context of changing geographies of race and state power, more specifically as they were articulated around the unrest that was engulfing American cities. I then analyze how the law was deployed by the state during the 1973 occupation of Wounded Knee. Finally, I conclude with a discussion of what the case of the H Rap Brown Act has to tell us more broadly about our theoretical understandings of the geographies of public protest.  相似文献

This article interprets the politics of asylum in Australia in light of what James Hollifield calls ‘the liberal paradox’; that is, the trend amongst contemporary states towards greater transnational open-ness in the economic arena alongside growing pressure for domestic political closure. It begins with an outline of Australia's recent history of economic reform and of the discourse of globalisation that has been employed to legitimise the changes wrought by this transition. Focusing on the period from the late 1990s to the early 2000s, the article provides an account of anxieties associated with these changes and an analysis of government strategies to secure the support of disaffected sections of the electorate. Asylum policy is analysed in this context. The article shows how the policing of asylum seekers constitutes performances of political closure designed to assuage those made vulnerable by Australia's neoliberal economic trajectory. It argues that these politics of asylum are indicative of the tensions between transnational engagement and territorial closure faced by neoliberal states more generally.  相似文献

Bangalore, an aspiring “world city”, is rapidly transforming as factories and mills are sold to private developers. As their neighbourhoods now accommodate multi-million-dollar gated communities and post-industrial labour markets, residents experience an in situ displacement, staying in place while landscapes around them dramatically reconfigure. This paper makes sense of how old-time residents locate themselves within such urban growth through nostalgic invocations of the past. Emplaced within histories and geographies of neighbourhood change, nostalgia creates “affective landscapes” through which residents invoke their closeness to past landscapes of abundance and involvement in community-making. Such affective landscapes bring together embodied, sensorial, and more-than-human fields of action to shape an everyday politics in which residents narrate their marginalization within the world city and articulate their own value here.  相似文献

This paper examines how the politics of climate change have taken shape within Australia through the construction and contestation of concepts of obligation and responsibility. Beck's risk society thesis offers a conceptual starting point from which to address questions concerning the nature of contemporary risk politics, and the paper examines its relevance and applicability in this case. While Beck's theory provides insight into the nature of risk and directs attention to the ways in which notions of obligation and responsibility structure risk politics, it fails to engage with why, and how, particular definitions of risk and responsibility come to dominate the political arena. It is argued that in Australia the novel challenges climate change poses to the institutions of modernity have been negated through ensuing policy responses which have reinforced links between industry and government, and have defined climate responsibilities within existing relations of production and the spatio-temporal frameworks of modernity.  相似文献

ABSTRACT

Children, educators, and researchers at a child care center in Victoria, Canada and Melbourne, Australia have been collaborating on an early childhood education pedagogical inquiry project that grapples with children’s relations with place and technologies. Resisting narratives of environmental stewardship and instrumental digital education that dominate in the settler colonial contexts of contemporary Canadian and Australian early childhood education, this article shares stories, practices, questions, and tensions generated within the inquiry. After outlining how we think with Facetime on iPhone within a common worlds pedagogies framework, we detail two practices generated in the inquiry: (1) exchanging digital place stories and (2) crafting pedagogical contact zones with place and technologies. These practices, we argue, make visible how our collaboration reconfigures children’s relationships with place and technologies in consequential ways, and risks generating uneasy, unfamiliar, and tentative pedagogies that respond to messy entanglements within digital, more-than-human common worlds.  相似文献

Over the past forty years the Tasmanian Aboriginal people, long marked as an iconic case of extinction, have revitalized many elements of their ‘lost’ culture. Palawa kani, the constructed Tasmanian Aboriginal language, is an example of such efforts. The construction and utilization of palawa kani is one element of a broader Tasmanian Aboriginal cultural politics working to strengthen the Indigenous status, authenticity, and presence in Tasmania specifically and Australia more generally. In this article I recount the historical documentation of Tasmanian Aboriginal languages and analyze the process through which multiple historical languages were utilized in the construction and consecration of a single ‘official’ Tasmanian Aboriginal language. Rather than existing strictly as a tool for communication, I argue palawa kani is a cultural artifact that, like an emblem, works to distinguish the Tasmanian Aboriginal community, one that lacks many of the stereotypical components of Australian Aboriginality, within Tasmanian society. As such, it is best understood in relation to Clifford's ‘indigenous articulations’ (2001) and Cowlishaw's mythopoeia of Aboriginality in Australia (2010, 2011). I examine what palawa kani does for, and what it represents to, the larger Tasmanian Aboriginal community.  相似文献

This paper examines the gendered politics of national and international networking amongst peasant farmers' movements in South Asia. In particular the paper provides an ethnographic account, based upon the author's critical engagement with the Bangladesh Krishok (farmer) Federation and the Bangladesh Kishani Sabha (Women Farmers' Association), of the Climate Change, Gender and Food Sovereignty Caravan that was organised in Bangladesh in 2011. The paper draws upon Antonio Gramsci's theory of the philosophy of praxis and feminist research on social reproduction, dispossession and materiality to interrogate the spaces of encounter and solidarity‐building practices of the Caravan between different communities in the country and between different social movement actors. The paper examines how processes of political organisation and consciousness‐raising within and between social movements are problematised by gendered power relations. The paper concludes with suggestions concerning how the philosophy of praxis in Bangladesh might be “engendered” to incorporate a politics of social reproduction.  相似文献

This article explores the many more-than-human actors involved in crafting migrant (im)mobility across the Alps and the racialised (re)production of the borderscape as what I call a whitescape. Using cycling and hiking as embodied and mobile methodologies of encounter it examines the entanglement of landscapes, terrains, gradients, weather, water, and forests, alongside transport and tourist infrastructures: roads, railways, tunnels, bus routes, ski slopes, golf courses, hiking trails and cycling tracks in shaping how illegalised migrants encounter the Alpine Susa Valley/Hautes-Alpes border routes and how these ecologies are made political. Drawing on the work of Juanita Sundberg the article makes the case for posthumanism and political ecology in the study of borderscapes and illegalised migrant (im)mobility, while being sensitive to the racist dynamics of the nature/culture divide present in much posthumanist and political ecology scholarship. Therefore, while the article makes space for the role of more-than-human actors in borderscapes it also highlights the racialising work of these more-than-human entanglements in the following ways: through perpetuating dualist ontologies of nature/culture or nature/human from which illegalised migrants are linked to the natural, read pre-modern, world; and through producing illegalised migrants as ‘bodies-out-of-place’ in a political ecology that is concomitantly (re)produced as a whitescape.  相似文献

This article investigates the enduring chronopolitics of Historicism. To do so, I work through two dominant understandings of Historicism: the view that “historicism” is a means to account for the historian's own standpoint or historical situation as the place from which they take up and interpret the past, which I call Historicism A, and the separate (though now more popular) understanding of “historicism” that is derived from Karl Popper's The Poverty of Historicism, which I call Historicism B. I am less interested in what draws these varying definitions of Historicism apart and instead investigate a point of intersection in their understanding of time and temporality. Both strains serve politics via a concept of time as a neutral, uniform, and apolitical scale upon which any political or ideological agenda is enacted. Time here serves as the basis for historical explanation, but its neutrality, homogeneity, and extra-historicality are a trick. I employ Gérard Genette's analytic of the palimpsest, with the help of Nancy Partner, to expose the ways that Historicism allows the past to be rewritten and overwritten to political and ideological ends that the temporal construct conceals. This then enables me to work through the politics of Historicism and ultimately deconstruct Historicist time, demonstrating how the universal or eternal claims of Enlightenment or pre-Historicist thought are actually maintained in Historicism as the mechanism to advance political and ideological positions under the cloak of neutrality. In what follows, I make the temporal mechanism of Historicism explicit in order to expose the ethical failings that this mechanism conceals.  相似文献

Growing numbers of fee-paying ‘volunteers’ leave the UK each year to work on international nature conservation projects. Powerful advocates argue that such volunteering offers active global environmental citizens the opportunity to make a difference, delivering public services through a politically and economically appealing model of social enterprise. This paper reviews the geographies of citizenship performed in international conservation volunteering from the UK to critically examine these claims. It draws on and develops three conceptual approaches from political geography. First, it examines international conservation volunteering as a mode of cosmopolitan global environmental citizenship, guided by the universal framework of natural science across a flat earth of difference making opportunities. Second, it reviews the material reality of conservation volunteering as an illustration of the neoliberal and neo-colonial tendencies within mainstream global environmentalism. Third, it moves beyond these familiar theoretical tropes to present a more-than-human account of international conservation volunteering from the UK. This attends to the material assemblages of human and nonhuman bodies, practices and affects caught up in within these expressions of citizenship. In conclusion the paper critically compares the different materialisations of citizenship offered by these approaches. It finds that the geographies of citizenship performed within the sector are neither ‘global’ or ‘environmental’, nor do they comprise modes of citizenship that embody planetary humanism or panoptic rationalism. Instead, the modes, subjects and spatialities of citizenship performed here are asymmetric, affective and more-than-human. This has important implications for the scope, practices and future of international environmental politics and for the emerging sub-discipline of the geographies of citizenship.  相似文献
