In this paper the contribution of Robert R. Palmer to the now booming Atlantic history is put into perspective. It describes the main features of the political and historiographical context that inspired the writing of his book, The Age of the Democratic Revolution in the early 1950s (first volume published in 1959, second volume in 1964). It also argues that the war experience Palmer had in the historical section of the Army Ground Forces has been important in reviving the interest for the transatlantic dimension in modern history that was central in his PhD dissertation. This paper shows how the liberal-tocquevillian approach that Palmer adopted to explain the multiple revolutions that shook North America and Europe in the last quarter of the 18th century earned him the attacks of the Marxist historians. In its last part this paper makes use of private letters to claim that in the 1970s and 1980s the Italian historian Franco Venturi revived the scholarly interest in Palmer's perspective despite methodological differences between his Settecento riformatore and Palmer's analysis. Settecento riformatore and The Age of the Democratic Revolution have contributed to the interest in a transatlantic approach to 18th-century history that is now pursued under the heading of “entangled histories”.  相似文献

The new interest in cultural landscapes is forcing a reappraisal of concepts of countryside heritage. First the traditional split between cultural and natural values is challenged. Second, modern landscape studies emphasise the subjectivity of landscape assessment, and this is subverting the former tendency to aspire to objectivity in evaluation. The acceptance of ‘associative’ value in landscape is an indicator of this. Modern landscape studies also emphasise the interrelationships between processes and aspects of value, and this is encouraging specialists to communicate across disciplinary frontiers. The desire by ecologists in the mid‐1980s to have cultural landscapes inscribed on the World Heritage list caused a re‐assessment of the World Heritage Criteria, and an initiative by ICOMOS brought this process to a conclusion in 1992. However the reappraisal of concepts of countryside value imply that there are many other philosophical and practical matters still to be resolved.  相似文献

The Australian government optimistically expects that China's rise can be easily managed. They predict US–China relations will be cooperative, and reject concerns that Australia may face hard choices between them. This optimism seems to be based on the view that as China grows it will become increasingly integrated into a US-led global system. That overestimates America's power, and underestimates China's ambitions. The best we can hope for instead is that China and the US will cooperate in a concert of power, but the US will be very reluctant to make the necessary concessions to China for that to happen. So there is a real risk of even worse outcomes: Chinese primacy, sustained US–China hostility, or war. Australia therefore needs to try to persuade America to work with China in building a new ‘Concert of Asia’.  相似文献

Australia is at risk of being left behind by the pace of India's emergence as a regional and global power and its lack of engagement with India during this emergence. The Rudd Labor government is developing a framework which may make Australia a significant partner with India. There is the potential for a thoroughgoing engagement of interests and ideals in proposals Australia has put forward in three areas. Australia's vision of an Asia Pacific Community, with cooperation as its habitual operating principle, and with a membership that includes India and the USA as well as China and Japan, fills a multilateral gap. Secondly, the International Commission on Nuclear Non-Proliferation and Disarmament may provide a global framework assisting the development of Australian and Indian initiatives in the controlling and winding back of nuclear proliferation. Thirdly, Australia's national carbon pollution reduction program is intended to demonstrate international leadership and engagement in climate change, and opens the prospect for Australia of a substantial bilateral partnership with India (and others) to advance common interests around climate change. Australia, while emphasising its close relationship with the USA, is preparing to live in a region where the USA will, over time, be less influential as its relative power declines. As other great powers rise, Australia can actively pursue a hedging strategy to diversify its dependencies, and develop a much deeper engagement with that other emerging Asian giant.  相似文献

This paper examines the dynamics of the computer hardware industry in Ireland and Scotland in a global context, from its inception in the late 1950s to the present. It provides a detailed account of plant openings and closures in both the system assembly and the component manufacturing segment. It describes the development of the computer hardware industry from mainframe assembly, through minicomputer assembly to microcomputer assembly and the shift of system assembly and component production activity to the Far East and Eastern Europe since the mid-1990s. The developments are analysed in terms of Schoenberger's (1997) model of concentrated deconcentration in the context of time-based-competition. It is shown that the model, with substantial qualification, fits the developments since the 1980s.  相似文献

Long seen as an unexpectedly successful example of international cooperation, the NPT is now like a wisdom tooth that is rotten at its root and the abscess is poisoning the international body politic. The price for agreement to the substance of the treaty was the inclusion of Article 6, which committed the Nuclear Weapon States (NWS) to the ultimate elimination of nuclear weapons. With the strategic arms race underway, in 1968 the NWS saw Article 6 as an empty aspiration; 25 years later it had acquired a whole new significance. The first half of the 1990s was a period of constructive optimism as non-signatories hastened to sign the treaty and the non-nuclear weapon states were persuaded to agree to its indefinite extension. The second half brought disillusionment as it became increasingly clear that the NWS had no intention of meeting their Article 6 obligations or the promises made at the five-yearly review conferences (1995, 2000, 2005), and that Washington was set on developing useable nukes for pre-emptive prevention. The bad faith and double standards fuelled wide-spread resentment (particularly in the Non-Aligned Movement) and contributed to the post-9/11 image of the 'The West against the Rest', a corrosive concept that is reinforced by US rhetoric. Rather than 'cooperative security', America is explicitly set on global military supremacy, which will evoke countervailing power and inevitably lead to nuclear arms racing and the renewed danger of inadvertent nuclear war. The likely long- and short-term consequences of the present situation require a fundamental response involving a major policy initiative. Only Britain is in a position to take such an initiative, but it will require us to withdraw from our self-appointed role of 'loyal vassal' to America and to adopt a role that has the potential of being not only more important and influential, but also more appropriate to our history, capabilities and talents.  相似文献

战后台湾留学生运动的兴起、发展及衰落 ,与台湾现代化的萌芽、发展与成熟息息相关。 1 95 0年代至 1 960年代 ,台湾经济筚路蓝缕 ,到先进国家留学 ,成为一代青年的最高愿望。同时 ,台湾与美国经济发展的巨大悬殊使留美学生很容易做出滞留不归的抉择。从 1 970年代台湾开始经济起飞 ,到 1 980年代台湾完全脱贫致富 ,台湾留学生经济状况改善。同时 ,从 1 980年代起 ,美国劳工市场的不景气与台湾社会经济的发展吸引一部分留美学生返台工作。到 1 990年代 ,留美学生的返台率进一步提高 ,反映了台湾经济进入国际中心 ,劳工人才开始流向台湾。 1 990年代后期 ,留学美国运动开始衰落 ,许多台湾青年不再视留学为“正途”。这一现象不仅体现了台湾学术研究水平的提高 ,本土培养的研究人员已具有国际竞争力 ,也反映了台湾经济国际化、信息化的开始  相似文献
