| Abstract: | Governors of Huai Group introduced modern weapons,new tools,new material,as well as telegraph line;and reformed army system,in the reigons of Tongzhi and Guangxu,which were the beginning of modernization in Henan Province,and laid the foundation of new policies of Henan in late Qing Dynasty. |
