The Brewing and Beginning of Opening to the Outside World on the Eve of the Third Plenary Session of the Eleventh Central Committee of the CPC

The CPC established the basic national policy of opening to the outside world at the Third Plenary Session of the Eleventh Central Committee in December 1978. A prelude to this strategic move was the brewing during the period from 1976 to 1978 when the opening-up began to take shape. Based on the course of opening to the outside world in the years from 1976 to 1978 and starting with the background of the initiation of opening-up, this paper delves into the theoretical preparations for this move. The paper also gives an exposition on the historical process of the establishment of the opening-up policy in the light of introduction of advanced technologies and equipment from the West and the development of China's foreign trade.
