殷商时期重民保民思想刍议

殷商时期的重民保民思想产生于对夏王朝兴衰的总结，经过商汤、盘庚、武丁诸时期的发展形成了丰富的内容，它对于我国古代政治明的提高起到了积极的作用。然而由于发展的权力掌握在统治的手中，真正的主体——下层民众缺乏甚至不能有效地参与，致使它的进展始终为个人因素所左右。

On Thought of Valuing and Protecting Common People in the Yin-Sang Dynasty

The thought of valuing and protecting common people derived from generalized experiences from the rise and fall of the Xia Dynasty. With its full content of Sang Tang, Pan Geng and Wu Ding period consecutively, it had played a positive role in improving ancient Chinese political civilization. However, it is personal factor which dominated the development of this thought, since it is the rulers who controlled the development and the common people--the real subject, had no participation power.
