| 摘 要： | 胥吏操权柄、谋私利是宋明以来政治中的重要弊病。清代鉴于前朝教训，曾经对胥役的管理制定了一系列针对性的措施。但并未能坚持下来，收取实效，反而演变成了“与胥吏共天下”的荒唐局面。其原因在于清代高度中央集权下，国家管理的例规化封闭性运作和具体制度中的缺陷。清代对胥役管理的失控表明了专制国家的官僚政治，不可能解决这一痼疾。
