An Institutional Analysis of Overseas Chinese Participation in the CPPCC:Its History,Current Situation,and Future

This article provides an institutional analysis of the participation of overseas Chinese in the Chinese People＇s Political Consultative Conference,a mechanism that China utilizes to involve overseas Chinese in its decision-making. The author of this article asserts that the degree of overseas Chinese participation in the CPPCC at the provincial level is relatively but not exclusively related to its economic development; that it is proper that under the current organizational framework of the CPPCC overseas Chinese participate in it as individual nonvoting delegates rather than representatives of a social group; and that it will be good for both China and overseas Chinese if the national CPPCC would ask all of the provincial CPPCC to institutionalize this practice.
